ചൂരല്‍മല, വിലങ്ങാട് ദുരന്തബാധിതരുടെ പുനരധിവാസത്തിന് കൂടുതൽ നടപടികൾ

ചൂരല്‍മല ഉരുള്‍പൊട്ടല്‍ ദുരന്തബാധിതരായ ആദിവാസി കുടുംബങ്ങൾക്കായി കണ്ടെത്തിയ ഭൂമിക്ക് ROR (Record of Rights) നൽകാനുള്ള നടപടികൾ അടിയന്തിരമായി സ്വീകരിക്കാൻ വയനാട് ജില്ലാ കളക്ടർക്ക് മന്ത്രിസഭായോഗം നിർദ്ദേശം നൽകി. 5 ഹെക്ടർ ഭൂമിക്ക് ROR അനുവദിക്കുന്നതിനുള്ള നടപടികളാണ് സ്വീകരിക്കുക.

മുണ്ടക്കൈ പുനരധിവാസ ലിസ്റ്റിൽ ഉൾപ്പെട്ടിട്ടുള്ള പുഞ്ചിരിമട്ടം ഉന്നതിയിലെ 5 കുടുംബങ്ങളെയും, പുതിയ വില്ലേജ് ഉന്നതിയിലെ 3 കുടുംബങ്ങളെയും വയനാട് ടൗൺഷിപ്പ് പ്രോജക്ട് മാതൃകയിലുള്ള വീടുകൾ നിർമ്മിച്ച് പുനരധിവസിപ്പിക്കും.

നിലവിൽ പുനരധിവാസ പട്ടികയിൽ ഉൾപ്പെടാത്ത എറാട്ടുകണ്ടം ഉന്നതിയിലെ 5 കുടുംബങ്ങളെ മുണ്ടക്കൈ ലിസ്റ്റിൽ ഉൾപ്പെടുത്തും. ഇവര്‍ക്ക് 10 സെൻ്റ് വീതം ഭൂമിയും വീടും അനുവദിക്കും.

പുത്തുമലയിൽ ദുരന്തബാധിതരെ അടക്കം ചെയ്ത സ്ഥലത്ത് പ്രാർത്ഥന നടത്താനായി സ്മാരകം നിർമ്മിക്കും. ‌സ്മാരക നിർമ്മാണത്തിനായി നിർമിതി കേന്ദ്രം സമർപ്പിച്ച 99.93 ലക്ഷം രൂപയുടെ എസ്റ്റിമേറ്റ് അംഗീകരിച്ചു.

വയനാട് ദുരന്തബാധിതർക്ക് ചികിത്സാ ധനസഹായം അനുവദിക്കുന്നതിനായി ആരോഗ്യവകുപ്പ് തയ്യാറാക്കിയ മാർഗ്ഗനിർദ്ദേശങ്ങളെ അടിസ്ഥാനമാക്കി 2025 ഫെബ്രുവരി 22 ന് ജില്ലാ കളക്ടർ പുറപ്പെടുവിച്ച നടപടിക്രമം സാധുകരിച്ചു. കാരുണ്യ ആരോഗ്യ സുരക്ഷാ പദ്ധതി (KASP) ആനുകൂല്യം സര്‍ക്കാര്‍ ആശുപത്രികളില്‍ ചികിത്സ തേടുന്നവര്‍ക്കും ബാധകമാക്കാന്‍ നടപടി സ്വീകരിക്കും. സൗജന്യ ചികിത്സാ പദ്ധതി ഡിസംബർ 31 വരെ ദീർഘിപ്പിച്ചു. നിലവിലെ ചികിത്സാ ചെലവുകളും ഭാവിയിൽ ഉണ്ടായേക്കാവുന്ന ആവശ്യങ്ങളും ഉൾപ്പെടുത്തി സൗജന്യ ചികിത്സാ സഹായമായി 6 കോടി രൂപ വയനാട് ദുരന്തബാധിതർക്കായുള്ള മുഖ്യമന്ത്രിയുടെ ദുരിതാശ്വാസ നിധിയിൽ നിന്നും അനുവദിക്കും.

49 കുടുംബങ്ങളെ കൂടി വയനാട് ടൗണ്‍ഷിപ്പ് പദ്ധതിയുടെ പുനരധിവാസ ലിസ്റ്റിൽ ഉൾപ്പെടുത്തും.

ചൂരൽമല ദുരന്തത്തിൽ ഉപജീവനമാർഗ്ഗം നഷ്ടപ്പെട്ട സംരഭകര്‍ക്ക് നഷ്ടപരിഹാരം അനുവദിക്കും. നഷ്ടപരിഹാര തുകയും മാനദണ്ഡങ്ങളും നിശ്ചയിക്കാന്‍ വയനാട് ജില്ലാ കളക്ടര്‍, ജില്ലയിലെ തദ്ദേശ സ്വയംഭരണ വകുപ്പിലെയും വ്യവസായ വകുപ്പിലെയും ഉന്നത ഉദ്യോഗസ്ഥര്‍ എന്നിവര്‍ അടങ്ങിയ സമിതി പരിശോധിച്ച് ശുപാര്‍ശ സമര്‍പ്പിക്കും.

ചുരല്‍മല ദുരന്തബാധിതര്‍ക്ക് അനുവദിച്ചതിന് സമാനമായി വിലങ്ങാട് ദുരന്ത ബാധിതര്‍ക്കും നഷ്ടപരിഹാരം അനുവദിക്കും. ജില്ലാ കളക്ടറുടെ ശുപാർശയുടെ അടിസ്ഥാനത്തിലാണ് ഉപജീവന നഷ്ടപരിഹാരം അനുവദിക്കുക. വൈദ്യചികിത്സയ്ക്കുള്ള സാമ്പത്തിക സഹായവും അനുവദിക്കും.

സെക്രട്ടേറിയറ്റിലും വകുപ്പ് അധ്യക്ഷൻമാരുടെ കാര്യാലയങ്ങളിലും റെഗുലേറ്ററി അതോറിറ്റികളിലും 31.05.2025 വരെ കുടിശ്ശികയുള്ള ഫയലുകൾ തീർപ്പാക്കാൻ ആഗസ്റ്റ് 31 വരെ നടത്തുന്ന ഫയൽ അദാലത്തിന്റെ പുരോഗതി മന്ത്രിസഭായോഗം വിലയിരുത്തി. മന്ത്രിമാര്‍ തങ്ങളുടെ വകുപ്പിലെ ഫയല്‍ തീര്‍പ്പാക്കല്‍ പുരോഗതി അവതരിപ്പിച്ചു. ഇക്കാര്യം മന്ത്രിസഭ വിശദമായി ചര്‍ച്ച ചെയ്തു. ഫയൽ തീർപ്പാക്കൽ ഊർജ്ജിതപ്പെടുത്താന്‍ മന്ത്രിമാരും വകുപ്പ് സെക്രട്ടറിമാരും അദ്ധ്യക്ഷന്മാരും ആവശ്യമായ നടപടികൾ സ്വീകരിക്കാന്‍ യോഗം തീരുമാനിച്ചു.

29.07.2025 വരെയുള്ള കണക്കുകള്‍ പ്രകാരം സെക്രട്ടേറിയറ്റില്‍ 65,611 (21.62%) ഫയലുകളും വകുപ്പ് അധ്യക്ഷന്മാരുടെ കാര്യാലയങ്ങളില്‍ 1,68,652 (19. 55%) ഫയലുകളും റെഗുലേറ്ററി അതോറിറ്റികളില്‍ 10,728 (40.74%) ഫയലകളും തീര്‍പ്പാക്കിയിട്ടുണ്ട്.

ഏറ്റവും കൂടുതൽ ഫയലുകൾ തീർപ്പായത് ആസൂത്രണ സാമ്പത്തിക കാര്യ വകുപ്പിലാണ് 50 ശതമാനം. പൊതുഭരണ വകുപ്പാണ് തൊട്ട് താഴെ 48.62 ശതമാനം. പ്രവാസി കാര്യ വകുപ്പിൽ 46.30 ശതമാനവും ധനകാര്യ വകുപ്പിൽ 42.72 ശതമാനവും നിയമ വകുപ്പിൽ 42.03 ശതമാനവും പൂർത്തിയായി.

വകുപ്പ് അധ്യക്ഷന്‍മാരുടെ കാര്യാലയങ്ങളിൽ ഏറ്റവും കൂടതൽ ഫയലുകൾ തീർപ്പാക്കിയത് പൊതുമരാമത്ത് ഡിസൈൻ വിഭാഗത്തിലാണ് 76.27 ശതമാനം. സൈനിക ക്ഷേമം 72.24 ശതമാനവും സ്റ്റേറ്റ് ഇൻഷുറൻസ് 64.41 ശതമാനവും ഫയലുകള്‍ തീര്‍പ്പാക്കി. റെഗുലേറ്ററി സ്ഥാപനങ്ങളില്‍ 57.21 ശതമാനം ഫയലുകള്‍ തീര്‍പ്പാക്കി കെ എസ് ഇ ബിയാണ് മുന്നില്‍.

ഏറ്റവും കൂടുതല്‍ ഫയലുകള്‍ തീര്‍പ്പാക്കാനുള്ളത് സെക്രട്ടേറിയറ്റില്‍ തദ്ദേശസ്വയംഭരണ വകുപ്പിലും ഡയറക്ടറേറ്റുകളില്‍ എല്‍.എസ്.ജി.ഡി പ്രിന്‍സിപ്പല്‍ ഡയറക്ടറേറ്റിലുമാണ്.

ഫയല്‍ തീര്‍പ്പാക്കലിന്‍റെ പുരോഗതി സെക്രട്ടറി/ ചീഫ് സെക്രട്ടറി/ മന്ത്രിതലത്തില്‍ വിലയിരുത്തിവരുന്നുണ്ട്. ഇക്കാര്യത്തില്‍ ഉദ്യോഗസ്ഥതലത്തിലെ പൊതുവായ മേല്‍നോട്ട ചുമതല ചീഫ് സെക്രട്ടറിക്കാണ്. രണ്ടാഴ്ചയിലൊരിക്കല്‍ ഇതു സംബന്ധിച്ച് വിലയിരുത്തല്‍ നടത്തുന്നുണ്ട്. ചീഫ് സെക്രട്ടറി തലത്തില്‍ നടത്തുന്ന പുരോഗതി വിലയിരുത്തല്‍ മന്ത്രിസഭയുടെ അവലോകനത്തിന് ഓരോ മാസവും സമര്‍പ്പിക്കാനാണ് തീരുമാനിച്ചത്. മന്ത്രിമാരും ഫയല്‍ അദാലത്തിന്‍റെ പുരോഗതി രണ്ടാഴ്ചയിലൊരിക്കല്‍ വിലയിരുത്തുന്നുണ്ട്. അദാലത്ത് കൃത്യമായി നടക്കുന്നുണ്ടെന്ന് മന്ത്രി ഓഫീസുകള്‍ നേരിട്ട് നിരീക്ഷിക്കുകയും ഉറപ്പുവരുത്തുകയും ചെയ്യുന്നുണ്ട്.

ഹാർബർ എഞ്ചിനീയറിംഗ് വകുപ്പിൽ പത്താം ശമ്പള പരിഷ്കരണത്തിന്റെ ആനൂകൂല്യങ്ങൾ ലഭിക്കാൻ അർഹതയുള്ള 20 S L R ജീവനക്കാർക്ക് ശമ്പള സ്കെയിലിൽ വ്യവസ്ഥകളോടെ ശമ്പള പരിഷ്ക്കരണം നടപ്പിലാക്കും.

വിരമിച്ച ജില്ലാ ജഡ്‌ജ് കെ അനന്തകൃഷ്ണ നവാഡയെ ജില്ലാ ജുഡീഷ്യറിയിൽ കുടുംബ കോടതി ജഡ്‌ജിയായി നിയമിക്കും.
