കോട്ടയം: അതിദരിദ്രരില്ലാത്ത സംസ്ഥാനത്തെ ആദ്യ ജില്ലയായി കോട്ടയത്തെ ഇന്നു (ശനിയാഴ്ച, ജൂൺ 28) പ്രഖ്യാപിക്കുമെന്ന് സഹകരണ-തുറമുഖം-ദേവസ്വം വകുപ്പുമന്ത്രി വി.എൻ. വാസവൻ അറിയിച്ചു. രാവിലെ 11.00 മണിക്ക് ജില്ലാ ആസൂത്രണസമിതി കോൺഫറൻസ് ഹാളിൽ നടക്കുന്ന ചടങ്ങിൽ തദ്ദേശ സ്വയംഭരണ- എക്‌സൈസ് വകുപ്പുമന്ത്രി എം.ബി. രാജേഷ് പ്രഖ്യാപനം നടത്തുമെന്നും അദ്ദേഹം അറിയിച്ചു.

അതിദാരിദ്ര്യനിർമാർജനം സംസ്ഥാന സർക്കാർ മുൻഗണനാ പദ്ധതിയായി പ്രഖ്യാപിച്ച പിന്നാലെ ജില്ലയിൽ സർവേ നടത്തി 1071 അതിദാരിദ്ര്യ കുടുംബങ്ങളെ കണ്ടെത്തിയിരുന്നു. മരണപ്പെട്ടവർ, ഇതര സംസ്ഥാനങ്ങളിൽ/ ജില്ലകളിൽ കുടിയേറിയവർ എന്നിവരെ ഒഴിവാക്കിയ ശേഷം 903 കുടുംബങ്ങളാണ് അന്തിമപട്ടികയിലുണ്ടായിരുന്നത്.

തദ്ദേശ സ്വയം ഭരണ സ്ഥാപനതലത്തിൽ തയാറാക്കിയ മൈക്രോപ്ലാൻ പ്രകാരം ഭക്ഷണവും മരുന്നുകൾ, പാലിയേറ്റീവ് കെയർ, ആരോഗ്യ സഹായ ഉപകരണങ്ങൾ എന്നിങ്ങനെയുള്ള ആരോഗ്യസേവനങ്ങളും ആവശ്യമുള്ള മുഴുവൻ കുടുംബങ്ങൾക്കും ലഭ്യമാക്കി. ഭക്ഷണത്തിനു ബുദ്ധിമുട്ടു നേരിട്ട കുടുംബങ്ങൾക്ക് ഭക്ഷ്യകിറ്റ് വിതരണം ചെയ്യൽ, ആഹാരം പാകം ചെയ്യാൻ സാധിക്കാത്ത കുടുംബങ്ങൾക്ക് പാകം ചെയ്ത് ഭക്ഷണം നൽകൽ തുടങ്ങിയവ ലഭ്യമാക്കി തുടർന്നുവരുന്നുണ്ട്. ഇത്തരത്തിൽ 605 കുടുംബങ്ങൾക്കാണു സേവനം നൽകുന്നത്.

മരുന്നുകൾ ആവശ്യമുള്ള 693 കുടുംബങ്ങൾക്ക് അവ ലഭ്യമാക്കി. പാലിയേറ്റീവ് കെയർ സേവനങ്ങൾ ആവശ്യമായിരുന്ന 206 കുടുംബങ്ങൾക്കും സേവനം നൽകിയിട്ടുണ്ട്. ആരോഗ്യ സുരക്ഷാ സാമഗ്രികൾ ആവശ്യമായിരുന്ന ആറു കുടുംബങ്ങൾക്കും ലഭ്യമാക്കി.

വരുമാനമാർഗം ഒരുക്കിക്കൊടുക്കേണ്ടിയിരുന്ന 155 കുടുംബങ്ങൾക്ക് അതിനുള്ള സൗകര്യമൊരുക്കി. കുടുംബശ്രീ- ഉജ്ജീവനം പദ്ധതി വഴി 140 കുടുംബങ്ങൾക്കും തദ്ദേശ സ്വയം ഭരണ സ്ഥാപനങ്ങൾ വഴി ആറു കുടുംബങ്ങൾക്കും മറ്റ് വകുപ്പുകൾ വഴി നാലു കുടുംബങ്ങൾക്കും സ്വകാര്യ സ്ഥാപനങ്ങൾ വഴി അഞ്ചു കുടുംബങ്ങൾക്കും വരുമാന മാർഗങ്ങൾ ലഭ്യമാക്കി.

ഭവനരഹിതരും, ഭൂരഹിത ഭവനരഹിതരും ആയ മുഴുവൻ പേർക്കും സുരക്ഷിത വാസസ്ഥലങ്ങൾ ഉറപ്പാക്കി. അതിദരിദ്ര്യ കുടുംബങ്ങളിലെ വീട് മാത്രം ആവശ്യമായ 67 കുടുംബങ്ങൾക്കും വീടും വസ്തുവും വീടും ആവശ്യമായിട്ടുള്ള 50 കുടുംബങ്ങൾക്ക് ഭൂമിയും വീടും ഉറപ്പാക്കി. 22 കുടുംബങ്ങളെ വാടക വീടുകളിലേക്ക് മാറ്റി. ലൈഫ് പദ്ധതി, പി.എം.എ.വൈ പദ്ധതി, സ്‌പോൺസർഷിപ്പ്, മറ്റ് സന്നദ്ധ സംഘടനകളുടെ സഹായം വഴിയാണ് ഇവ യാഥാർഥ്യമാക്കിയത്. അവശേഷിച്ച ഒരാൾക്ക് വീടുനിർമിക്കുന്നതിനായി മന്ത്രി വി.എൻ. വാസവൻ ഇടപെട്ട് വൈക്കത്ത് നാലുസെന്റ് ഭൂമി ലഭ്യമാക്കിയതോടെയാണു ജില്ല അതിദാരിദ്ര്യമുക്തമെന്ന ലക്ഷ്യം പൂർത്തീകരിച്ചത്.

പദ്ധതിയുടെ ഭാഗമായി അലഞ്ഞുതിരിഞ്ഞ് നടക്കുന്നവർ, മാനസികവെല്ലുവിളി നേരിടുന്നവർ എന്നിവരെ പുനരധിവസിപ്പിക്കാനും, ചികിത്സയ്ക്കുമുള്ള നടപടികൾ സ്വീകരിച്ചു. 490 ഗുണഭോക്താക്കൾക്ക് ആധാർ, റേഷൻ കാർഡ്, ബാങ്ക് അക്കൗണ്ട്, മറ്റു തിരിച്ചറിയൽ കാർഡുകൾ അടക്കമുള്ള അവകാശ രേഖകൾ ലഭ്യമാക്കി. 55 വിദ്യാർത്ഥികൾക്കു സൗജന്യ ബസ്പാസും ലഭ്യമാക്കി. ഈ കുട്ടികൾക്ക് പഠനോപകരണങ്ങൾ നൽകുന്നതിനൊപ്പം പഠനമാർഗ നിർദേശ പരിപാടികളും ഒരുക്കി. ജില്ലയെ അതിദാരിദ്ര്യമുക്തമാക്കാനുള്ള പ്രവർത്തനത്തിൽ സജീവമായി പങ്കാളികളായ തദ്ദേശ സ്വയം ഭരണ സ്ഥാപനങ്ങൾ, ജനപ്രതിനിധികൾ, ഉദ്യോഗസ്ഥർ, പൊതുജനങ്ങൾ എന്നിവരെയും പദ്ധതിക്കു നേതൃത്വം നൽകിയ ജില്ലാ ഭരണകൂടത്തെയും തദ്ദേശ സ്വയം ഭരണവകുപ്പിന്റെ ദാരിദ്ര്യ ലഘൂകരണ വിഭാഗത്തെയും മന്ത്രി വി.എൻ. വാസവൻ അഭിനന്ദനം അറിയിച്ചു.
