* സർക്കാരിന്റെ പ്രോഗ്രസ് റിപ്പോർട്ട് പ്രകാശനം ചെയ്തു
സാമൂഹിക നീതിയിലധിഷ്ഠിതമായ സർവതല സ്പർശിയായ വികസനമാണ് കേരളം നടത്തുന്നതെന്ന് മുഖ്യമന്ത്രി പിണറായി വിജയൻ പറഞ്ഞു. മന്ത്രിസഭയുടെ നാലാം വാർഷിക ആഘോഷങ്ങളുടെ സമാപന സമ്മേളന ഉദ്ഘാടനവും സർക്കാരിന്റെ പ്രോഗ്രസ് റിപ്പോർട്ട് പ്രകാശനവും തിരുവനന്തപുരം പുത്തരിക്കണ്ടത്ത് നടന്ന ചടങ്ങിൽ നിർവഹിക്കുകയായിരുന്നു മുഖ്യമന്ത്രി.
2016 മുതലുള്ള തുടർച്ചയാണ് ഈ സർക്കാരിനുള്ളത്. മന്ത്രിസഭയുടെ നാലാം വാർഷികത്തിന്റെ ഭാഗമായി പതിനാല് ജില്ലകളിലും വിവിധ മേഖലകളിൽ നിന്നുള്ളവരെ ഉൾപ്പെടുത്തിയുള്ള ജില്ലാതല യോഗങ്ങളും പദ്ധതി പുരോഗതി വിലയിരുത്തുന്നതിനുള്ള മേഖലാതല യോഗങ്ങളും നടത്തി. കേരളത്തിന്റെ ഭാവിയെക്കുറിച്ചുള്ള ശരിയായ ദിശാബോധം നൽകുന്ന യോഗങ്ങളിൽ പങ്കെടുത്തവരുടെ പ്രതികരണം മികച്ചതായിരുന്നു. തുടർന്ന് നടന്ന റാലികളിലെ ജനപങ്കാളിത്തം കേരളത്തിന്റെ മാറ്റവും പുരോഗതിയും ജനങ്ങൾ സ്വീകരിക്കുന്നു എന്നതിന്റെ നേർക്കാഴ്ചയായി മാറി. 2016 ലെ സംസ്ഥാനത്തിന്റെ അവസ്ഥയിൽ നിന്നുണ്ടായ മാറ്റം എല്ലാ വിഭാഗം ജനങ്ങളും അംഗീകരിക്കുന്നു.
കേരളത്തിലെ പൊതുവിദ്യാഭ്യാസ രംഗം എല്ലാക്കാലത്തും മികച്ച മാതൃകയാണ്. നവോത്ഥാന നായകരുടെ ഇടപെടലും തുടർന്നുള്ള കേരളജനതയുടെ സമീപനവുമാണ് ഇതിന് കാരണം. ഈ നേട്ടങ്ങൾക്ക് അടിത്തറയിട്ടത് ഇ എം എസിന്റെ നേതൃത്വത്തിലുള്ള ആദ്യ ഗവൺമെന്റാണ്. വിദ്യാഭ്യാസം സൗജന്യവും സാർവത്രികവുമായതോടൊപ്പം പൊതുവിദ്യാലയങ്ങളുടെ വ്യാപനവും ഇതിന് പ്രധാന പങ്കുവഹിച്ചു. എന്നാൽ 2016 ലെ അധികാരത്തിൽ വരുമ്പോൾ ആയിരത്തോളം സ്കൂളുകൾ അടച്ചുപൂട്ടൽ ഭീഷണിയിലായിരുന്നു. പൊതു വിദ്യാലയങ്ങളിൽ നിന്നും അഞ്ച് ലക്ഷം വിദ്യാർഥികൾ കൊഴിഞ്ഞുപോകുന്ന സാഹചര്യവും ഉണ്ടായി. ഈ ആശങ്കകൾ നിലനിൽക്കുന്ന സമയത്ത് പൊതുവിദ്യാഭ്യാസ രംഗത്തെ സംരക്ഷിക്കുന്ന നിലപാട് സംസ്ഥാന സർക്കാർ സ്വീകരിച്ചു. പൊതു വിദ്യാഭ്യാസ സംരക്ഷണ യജ്ഞത്തിന് സർക്കാർ തുടക്കം കുറിച്ചു. ഇതിന്റെ ഫലമായി ഇന്ത്യയിൽ നീതിആയോഗിന്റെ ലിസ്റ്റിൽ ഇന്ത്യയിലെ ഏറ്റവും മികച്ച പൊതു വിദ്യാഭ്യാസ രംഗം എന്ന നിലയിലേക്ക് ഉയർന്നതിനൊപ്പം പത്തു ലക്ഷത്തോളം വിദ്യാർത്ഥികളാണ് പൊതു വിദ്യാലയങ്ങളിലേക്ക് തിരിച്ചെത്തിയത്. 5000 കോടി രൂപയാണ് സംസ്ഥാന സർക്കാർ ഇതിനായി ചെലവഴിച്ചത്. സ്മാർട്ട് ക്ലാസ് റൂമുകൾ നിർമ്മിച്ച് ഹൈടെക് വിദ്യാലയങ്ങളായി നമ്മളുടെ സ്കൂളുകളെ മാറ്റുകയും ചെയ്തു.
ആരോഗ്യരംഗത്തും 2016 ൽ വലിയ തകർച്ച നേരിട്ടത് നമുക്കറിയാം’. ഡോക്ടർമാർ, നേഴ്സുമാർ, ആരോഗ്യപ്രവർത്തകർ, മരുന്നുകളുടെ ലഭ്യത എന്നിവയിലെല്ലാം പരിതാപകരമായ അവസ്ഥയായിരുന്നു. എന്നാൽ പ്രാഥമിക ആരോഗ്യ കേന്ദ്രങ്ങൾ കുടുംബാരോഗ്യകേന്ദ്രങ്ങളാക്കിയുംജില്ല, താലൂക്ക് ആശുപത്രികളിലും മെഡിക്കൽ കോളേജുകളിലും സൂപ്പർസ്പെഷ്യാലിറ്റി ബ്ലോക്കുകൾ അനുവദിച്ചും മെഡിക്കൽ കോളേജുകൾക്ക് പ്രത്യേക മാസ്റ്റർ പ്ലാൻ തയ്യാറാക്കിയും സർക്കാർ നവീകരണം ആരംഭിച്ചു. ഇതിന്റെ ഫലമായി ലോകം പകച്ചുനിന്ന കാലയളവിൽ കേരളം കോവിഡിനെ അതിജീവിക്കുകയും കേരളത്തിലെ ആരോഗ്യ നേട്ടത്തെ ലോക രാജ്യങ്ങൾ അദ്ഭുതാദരങ്ങളോടെ നോക്കിക്കാണുകയും ചെയ്തു. ആവശ്യത്തിന് ഐസിയു ബെഡുകളും വെൻറിലേറ്റർ ബെഡുകളുമടക്കം ആ സാഹചര്യത്തിൽ ഉണ്ടായിരുന്നു എന്നത് ശ്രദ്ധേയമാണ്..
ജനങ്ങൾക്ക് മതിയായ ചികിത്സ സൗകര്യം ഏർപ്പെടുത്തുന്നതിനായി സർക്കാർ നടത്തിയ ആർദ്രം മിഷന്റെ ആകെത്തുകയാണ് ഈ നേട്ടങ്ങൾ.
നടപ്പിലാകില്ലെന്ന് മുൻ ഗവൺമെന്റ് നിലപാടെടുത്ത് ഒഴിവാക്കിയ നാഷണൽ ഹൈവേ വികസനം ഈ സർക്കാർ പൂർണതയിലേക്ക് എത്തിക്കുകയാണ്. ഒരുഘട്ടത്തിൽ 2016 -ൽ ദേശീയപാത അതോറിറ്റി കേരളത്തിലെ ഓഫീസ് തന്നെ ഉപേക്ഷിച്ച് സംസ്ഥാനത്തു നിന്നും പോയ സാഹചര്യം ഉണ്ടായിരുന്നു. എന്നാൽ 45 മീറ്റർ വീതിയുള്ള ദേശീയപാത എന്ന ലക്ഷ്യത്തിനായി ഭൂമി ഏറ്റെടുക്കലിന് 25 ശതമാനം തുക വഹിച്ചുകൊണ്ടാണ് കേരളം പദ്ധതി പൂർത്തീകരിക്കുന്നത്. ദേശീയപാത വികസനത്തിന് രാജ്യത്തുതന്നെ പണം ചെലവഴിക്കുന്ന ഏക സംസ്ഥാനമായി കേരളം മാറി. 5600 കോടി രൂപയാണ് ഇതിനായി സംസ്ഥാനം നീക്കിവെച്ചത്. ഇന്ന് ദേശീയപാത വികസനം നല്ലരീതിയിൽ മുന്നേറുകയും സമയബന്ധിതമായി പൂർത്തീകരിക്കുകയും ചെയ്യുന്ന അവസ്ഥയിലാണ്. എന്നാൽ ദേശീയപാത നിർമാണ ഘട്ടത്തിലെ അപാകതകൾ സംസ്ഥാന സർക്കാരിന്റെ കുഴപ്പമാണ് എന്ന് വരുത്തി തീർക്കാനുള്ള ശ്രമവും നടക്കുന്നുണ്ട്. നിർമ്മാണ ഘട്ടത്തിലെ പിഴവുകൾ ഗൗരവമായി പരിശോധിച്ച് നടപടി എടുക്കുവാൻ ദേശീയപാത അതോറിറ്റിക്കും ബന്ധപ്പെട്ട കേന്ദ്ര സർക്കാർ വകുപ്പിനും കഴിയും. ഈ വിഷയത്തിൽ സംസ്ഥാനത്തിന്റെ അഭിപ്രായം കേന്ദ്ര സർക്കാരിനെ അറിയിച്ചിട്ടുണ്ട്.
മറ്റ് സംസ്ഥാനങ്ങൾ സമയബന്ധിതമായി പൂർത്തിയാക്കിയ ഗെയിൽ പൈപ്പ് ലൈനും ഇതേ അവസ്ഥ തന്നെയായിരന്നു ഗ്യാസ് അതോറിറ്റി ഓഫ് ഇന്ത്യ പദ്ധതിയിൽ നിന്ന് പിന്മാറുന്ന അവസ്ഥയിൽ സംസ്ഥാന സർക്കാർ ചർച്ച ചെയ്ത് ഭൂമി ഏറ്റെടുത്ത് നൽകി. ഇന്ന് വീടുകളിൽ പൈപ്പ് ലൈൻ വഴി ഗ്യാസ് എത്തുന്ന അവസ്ഥയിലേക്ക് എത്തി.
കേരളത്തിലെ വൈദ്യുതി വിതരണ ശൃംഖല ശക്തിപ്പെടുത്തുന്നതിനായി നിലവിൽ വന്ന ഇടമൺ-കൊച്ചി പവർ ഹൈവേയും ഒരുഘട്ടത്തിൽ പദ്ധതി പൂർത്തീകരിക്കാൻ ആവാതെ പാതി വഴിക്ക് ഉപേക്ഷിച്ചിരുന്നു. 2016-ൽ സർക്കാർ അധികാരത്തിൽ വന്നതിനുശേഷം പവർഗ്രിഡ് കോർപ്പറേഷനുമായി ചർച്ചകൾ നടത്തി ആവശ്യമായ സൗകര്യങ്ങളൊരുക്കി കൊണ്ട് പദ്ധതി സമയബന്ധിതമായി പൂർത്തിയാക്കി. കോവളം -ബേക്കൽ ജലപാത നിർമ്മാണം, മലയോര ഹൈവേ, തീരദേശ ഹൈവേ, പാലങ്ങൾ, ഓവർബ്രിഡ്ജുകൾ അടക്കം നിരവധി മാറ്റങ്ങളാണ് അടിസ്ഥാന സൗകര്യ മേഖലയിൽ വന്നുകൊണ്ടിരിക്കുന്നത് മലയോര ,തീരദേശ ഹൈവേ നിർമാണത്തിന് മാത്രമായി 10000 കോടിയിലേറെ തുകയാണ് സംസ്ഥാന സർക്കാർ ചെലവഴിക്കുന്നത്.
സംസ്ഥാനത്തിന് വിഭവശേഷി പുതിയ രീതിയിൽ ആർജിക്കണം എന്നുള്ളതിന്റെ ഭാഗമായാണ് കിഫ്ബിയെ ധന സ്രോതസ്സ് എന്ന നിലയിൽ സംസ്ഥാന സർക്കാർ ആശ്രയിച്ചത്. 2021 വരെയുള്ള അഞ്ചുവർഷം കൊണ്ട് 67,000 കോടി രൂപയാണ് ആകെ പദ്ധതി നിർവഹണത്തിനായി ചെലവഴിച്ചതെങ്കിൽ ഈ കഴിഞ്ഞ അഞ്ചു വർഷം കൊണ്ട് 90,000 കോടി രൂപയിലേറെ വികസനപദ്ധതികൾക്കായി ചെലവഴിച്ചിട്ടുണ്ട്. സ്കൂളുകൾ, കെട്ടിടങ്ങൾ, ആശുപത്രികൾ, സ്ഥാപനങ്ങൾ, സർവ്വകലാശാലകൾ, തുടങ്ങിയവയ്ക്കെല്ലാം ഫണ്ട് നീക്കിവെക്കുന്നു.
പ്രകടനപത്രികയിലെ ഉറപ്പുകൾക്കപ്പുറം വിവിധ ദുരന്തങ്ങളെയും നേരിടേണ്ടി വന്ന സാഹചര്യം സർക്കാരിന് ഉണ്ടായി. കോവിഡ്, നിപ്പ, ഓഖി, പ്രളയം, ഉരുൾപൊട്ടൽ തുടങ്ങിയ വിവിധ വിഷമഘട്ടങ്ങളെ നേരിടേണ്ടിവന്നു. ആവശ്യത്തിന് പണമില്ലാത്ത സാഹചര്യത്തിൽ സർക്കാർ ജീവനക്കാരിൽ നിന്നും വായ്പയായി പണം സ്വീകരിക്കുന്ന അഭ്യർത്ഥനയെ പോലും ചിലർ എതിർക്കുന്ന സാഹചര്യമുണ്ടായി. എന്നാൽ അതിജീവനത്തിന്റെ എല്ലാ ശ്രമങ്ങളും നടത്തിയ സംസ്ഥാന സർക്കാരിനെ ഉദ്യോഗസ്ഥരടക്കം മുഴുവൻ കേരളസമൂഹവും പിന്തുണച്ചു.
നമ്മുടെ നാട് കടക്കെണിയിൽ ആണെന്ന് വ്യാജ പ്രചാരണവും നടക്കുന്നുണ്ട്. എന്നാൽ ആകെ കടം ജിഎസ്ഡിപിയുടെ ശതമാനത്തിൽ 2021 ന് ശേഷം ഗണ്യമായി കുറയുന്നു എന്നതാണ് വാസ്തവം. ഇതോടൊപ്പം സംസ്ഥാനത്തിന്റെ തനത് വരുമാനം വർദ്ധിക്കുകയും ചെയ്തു. എല്ലാവർക്കും വീട് എന്ന ആശയം പ്രാവർത്തികമാക്കുന്നതിന് വേണ്ടി അഞ്ച് ലക്ഷം ഭവനങ്ങൾ ലൈഫ് പദ്ധതിയിലൂടെ കൈമാറാനാണ് സംസ്ഥാന ഗവൺമെന്റ് തീരുമാനിച്ചത്. ഇതിനകം നാലരലക്ഷം ഭവനങ്ങൾ കൈമാറി. നാലു ലക്ഷം പട്ടയങ്ങൾ റവന്യൂ വകുപ്പിന്റെ നേതൃത്വത്തിൽ വിതരണം ചെയ്തിട്ടുണ്ട്. ഒരു വർഷം കൊണ്ട് ഒരു ലക്ഷം പട്ടയും കൂടി വിതരണം ചെയ്യാൻ സാധിക്കുമെന്നാണ് സർക്കാർ പ്രതീക്ഷിക്കുന്നത്. നവംബർ ഒന്നോടെ അതിദാരിദ്ര്യർ ഇല്ലാത്ത ഇന്ത്യയിലെ ആദ്യ സംസ്ഥാനമായി കേരളം മാറുന്നു. പൊതുവിതരണ ശൃംഖല അടക്കം ശക്തിപ്പെടുത്തി കൊണ്ട് ദാരിദ്ര്യനിർമാർജനത്തിൽ മാതൃകാപരമായ മുന്നേറ്റമാണ് കേരളം നടത്തിയത്. കഴിഞ്ഞ സാമ്പത്തിക വർഷം വാർഷിക പദ്ധതി അടങ്കൽ തുക 30370 കോടി രൂപ ആയിരുന്നെങ്കിൽ 29224 കോടി രൂപ വിവിധ പദ്ധതികൾക്കായി ചെലവഴിച്ചു. 90 ശതമാനം ഫണ്ട് കാര്യക്ഷമമായി വിനിയോഗിക്കാൻ സംസ്ഥാനത്തിന് കഴിഞ്ഞു. തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളുടെ വാർഷിക പദ്ധതികൾക്കായി 8532 കോടി രൂപ വകയിരുത്തിയപ്പോൾ ചെലവഴിച്ചത് 9452 കോടിയോളം രൂപയാണ്. വകയിരുത്തിയ തുകയുടെ 110 ശതമാനം ആണ് ചെലവഴിച്ചത് എന്നത് ഭരണ നേട്ടമാണ്.
കേരളത്തിലെ പ്രതിശീർഷ വരുമാനം വർദ്ധിച്ചതായി റിസർവ് ബാങ്ക് തന്നെ സാക്ഷ്യപ്പെടുത്തുന്നു. രാജ്യത്തിലെ ഒന്നാം നമ്പർ വ്യവസായ സൗഹൃദ സംസ്ഥാനമായി മാറുന്നതോടൊപ്പം കൊച്ചിയിൽ നടത്തിയ നിക്ഷേപക സംഗമത്തിലൂടെ ഒന്നര ലക്ഷം കോടി രൂപയുടെ നിക്ഷേപം ആർജിക്കാനും കേരളത്തിനായി. നിയമങ്ങളും ചട്ടങ്ങളും കാലാനുസൃതമായി ഭേദഗതി ചെയ്തുകൊണ്ട് വ്യവസായത്തോടുള്ള പൊതു മാനസിക ഘടനയിൽ മാറ്റം വരുത്താനും നമുക്ക് സാധിച്ചു. ഉന്നതവിദ്യാഭ്യാസരംഗത്ത് 2016 ൽ നമ്മുടെ സ്ഥാനം വളരെ പിന്നിലായിരുന്നു. ഇന്ന് രാജ്യത്തെ ആദ്യത്തെ 12 സർവകലാശാലകളിൽ മൂന്നെണ്ണം കേരളത്തിൽ നിന്നാണ്. രാജ്യത്തെ മികച്ച ആദ്യ നൂറ് കോളേജുകളിൽ 16 എണ്ണം കേരളത്തിൽ നിന്നാണെന്നത് നമ്മുടെ മുന്നേറ്റത്തെ സൂചിപ്പിക്കുന്നു. ആയിരം കോടി വിറ്റുവരവുള്ള കെൽട്രോൺ ഉൾപ്പെടെ പൊതുമേഖലാ വ്യവസായ സ്ഥാപനങ്ങൾ ശാക്തീകരിക്കപ്പെട്ട കാലഘട്ടം കൂടിയാണിത്. പാർശ്വവൽകൃത വിഭാഗത്തിലുള്ളവർക്ക് ഇൻറർനെറ്റ് സേവനം നൽകുന്ന കെ-ഫോൺ പദ്ധതി മറ്റൊരു മികച്ച വികസന മാതൃകയാണ്.
ഐടി രംഗത്ത് സ്ഥാപനങ്ങളുടെയും ജീവനക്കാരുടെയും എണ്ണത്തിലും കയറ്റുമതിയിലും ഉണ്ടായ വളർച്ച ഈ രംഗത്തെ കേരളത്തിന്റെ മുന്നേറ്റത്തെ സൂചിപ്പിക്കുന്നു.
രാജ്യത്തിലെ ഏറ്റവും വലുതും ലോകത്തിലെ തന്നെ അപൂർവതകൾ ഉള്ളതുമായ വിഴിഞ്ഞം പദ്ധതി സാക്ഷാത്ക്കരിക്കപ്പെട്ടത് മറ്റൊരു ചരിത്രനേട്ടമാണ്. 8877 കോടി രൂപ വേണ്ടിവന്ന പദ്ധതിക്ക് 5593 കോടി രൂപ സംസ്ഥാന സർക്കാർ ചെലവഴിച്ചു.അദാനി ഗ്രൂപ്പ് 2454 കോടി രൂപയും പദ്ധതിക്കായി ചെലവഴിച്ചു. കേന്ദ്രസർക്കാർ വയബിലിറ്റി ഗ്യാപ് ഫണ്ട് നൽകാമെന്ന് ഉറപ്പുനൽകിയ 815 കോടി രൂപ വായ്പയായി നൽകാം എന്ന വ്യവസ്ഥയാണ് മുന്നോട്ട് വെച്ചത്. എതിർപ്പുകളെ മറികടന്ന് പദ്ധതി സമയബന്ധിതമായി പൂർത്തീകരിക്കാൻ കഴിഞ്ഞു. ഔട്ടർ റിംഗ് റോഡ്, റെയിൽവേ തുടങ്ങിയ വികസനം കുടി വരുന്നതോടെ തിരുവനന്തപുരത്തിന്റെ മുഖച്ഛായ തന്നെ മാറും. വർത്തമാനകാലത്തിൽ യാഥാർഥ്യമാക്കാൻ കഴിയില്ല എന്ന് കരുതിയ നിരവധി പദ്ധതികൾ സംസ്ഥാന സർക്കാർ ഇച്ഛാ ശക്തിയോടെ പൂർത്തീകരിച്ചു. വികസനത്തിന്റെ സ്വാദ് എല്ലാ വിഭാഗങ്ങളിലേക്കും എത്തണം എന്നുള്ള സംസ്ഥാന സർക്കാരിന്റെ ഇച്ഛാശക്തിയും പൊതുജനങ്ങളുടെ സഹകരണവുമാണ് ഈ നേട്ടത്തിന് കാരണം. ഇതിനായി സഹകരിച്ച പൊതുസമൂഹത്തോട് നന്ദി അറിയിക്കുന്നതായും മുഖ്യമന്ത്രി പറഞ്ഞു.
കേരളം ജനാധിപത്യ മൂല്യങ്ങളിലും മതനിരപേക്ഷതയിലും അധിഷ്ഠിതമായ പാതയിലൂടെ അഭിമാനത്തോടെ മുന്നോട്ടു നീങ്ങുകയാണെന്ന് ചടങ്ങിൽ അധ്യക്ഷത വഹിച്ച റവന്യു വകുപ്പ് മന്ത്രി കെ. രാജൻ പറഞ്ഞു. ഇന്ത്യൻ ജനാധിപത്യ ചരിത്രത്തിൽ, ഒരുപക്ഷേ ലോക ചരിത്രത്തിൽ തന്നെ സമാനതകളില്ലാത്ത ഒരു മാതൃകയാണ് കേരള സർക്കാർ സ്വീകരിച്ചിട്ടുള്ളത്. എല്ലാ വർഷവും സർക്കാരിന്റെ വിവിധ വകുപ്പുകളുടെ പ്രവർത്തനങ്ങൾ സ്വയം വിലയിരുത്തി സുതാര്യതയോടെ മൂന്നരക്കോടി മലയാളികൾക്ക് മുന്നിൽ അവതരിപ്പിക്കുന്ന വാർഷിക പ്രോഗ്രസ് റിപ്പോർട്ട് ഇന്ത്യയിൽ ആദ്യമായാണ് ഒരു സർക്കാർ നടപ്പാക്കുന്നത്. ഈ സുതാര്യതയും ജനകീയതയും കേരളത്തിന്റെ ഭരണ മികവിന്റെ പ്രതീകമാണെന്നും മന്ത്രി പറഞ്ഞു.
