തിരുവനന്തപുരം : 2025 മാർച്ച് 25
ഇന്ത്യയുടെ കംപ്ട്രോളർ ആന്റ് ഓഡിറ്റർ ജനറലിന്റെ ‘കെട്ടിട-മറ്റ് നിർമാണത്തൊഴിലാളികളുടെ ക്ഷേമം’ എന്നതിന്റെ പ്രവർത്തനക്ഷമതാ റിപ്പോർട്ട്, കേരള സർക്കാർ (2024 വർഷത്തെ റിപ്പോർട്ട് നമ്പർ 7), 2025 മാർച്ച് 25-ന് കേരള നിയമസഭയുടെ മേശപ്പുറത്ത് വച്ചു. ഭരണഘടനയുടെ ആർട്ടിക്കിൾ 151 (2) പ്രകാരമാണ് കേരള നിയമസഭയിൽ ഓഡിറ്റ് റിപ്പോർട്ട് സമർപ്പിച്ചത്.
റിപ്പോർട്ടിലുള്ള പ്രധാനപ്പെട്ട വസ്തുതകളുടെ സംക്ഷിപ്ത രൂപം ചുവടെ ചേർക്കുന്നു:
കെട്ടിട നിർമാണ തൊഴിലാളികൾക്ക് ജോലി നൽകുന്ന എല്ലാ നിർമാണ പ്രവർത്തികളുടെയും വിശദാംശങ്ങൾ ലേബർ കമ്മീഷണറേറ്റ് ഓട്ടോമേഷൻ സിസ്റ്റം രജിസ്ട്രേഷൻ പോർട്ടലിൽ ലഭ്യമാക്കിയിട്ടില്ല. 2023 മാർച്ചിലെ കണക്കനുസരിച്ച് സംസ്ഥാനത്തുടനീളമുള്ള 10,113 സ്ഥാപനങ്ങൾ മാത്രമാണ് എൽസിഎഎസിൽ രേഖപ്പെടുത്തപ്പെട്ടത്. ഗുണഭോക്താക്കളുടെ വിവരങ്ങൾ രേഖാമൂലം സൂക്ഷിക്കുന്നതിന് ബോർഡ് ഗുണഭോക്താക്കൾക്കുള്ള അഡ്വാൻസ്ഡ് ഇൻഫർമേഷൻ ഇന്റർഫേസ് സിസ്റ്റം ഡാറ്റാബേസ് സംവിധാനം പൂർണമായും ഉപയോഗപ്പെടുത്തിയില്ല.
തെരഞ്ഞെടുത്ത തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിൽ നിർമിക്കപ്പെട്ട, സെസ്സ് നിർണയത്തിന് യോഗ്യത നേടിയ 7,312 കെട്ടിടങ്ങളിൽ 4,294 എണ്ണത്തിന്റെ വിശദാംശങ്ങൾ മാത്രമേ റവന്യൂ വകുപ്പിന് കീഴിലുള്ള താലൂക്ക് ഓഫീസുകൾ ശേഖരിച്ചുള്ളൂ. ഈ കെട്ടിടങ്ങളിൽ 679 എണ്ണത്തിന്റെ വിശദാംശങ്ങൾ മാത്രമേ എൽസിഎഎസിൽ രേഖപ്പെടുത്തിയിട്ടുള്ളൂ. 282 കേസുകളിൽ സെസ്സ് നിർണയം നടത്താൻ ഒന്നു മുതൽ അഞ്ചു വർഷം വരെ കാലതാമസം ഉണ്ടായി.
സെസ്സ് പിരിച്ചെടുക്കുന്നതിൽ 1,319 കേസുകളിലായി നാലു വർഷം വരെ ഉണ്ടായ കാലതാമസം മൂലം 11.39 കോടി രൂപ പലിശ ഇനത്തിൽ ഈടാക്കുന്നതിൽ തൊഴിൽ വകുപ്പ് വീഴ്ച വരുത്തുകയുണ്ടായി.
2018-23 കാലയളവിൽ സംസ്ഥാനത്ത് തൊഴിൽ വകുപ്പ് സെസ്സ് പിരിക്കുന്നതിനായി നിർണയിച്ച 2,82,998 കെട്ടിടങ്ങളിൽ 1,26,446 (44.68 ശതമാനം) കെട്ടിടങ്ങളിൽ നിന്നു മാത്രമാണ് സെസ്സ് പിരിഞ്ഞു കിട്ടിയത്. ഇത് സെസ്സ് പിരിവിൽ 542.17 കോടി രൂപയുടെ (53.83 ശതമാനം) കുറവിന് കാരണമായി.
പിരിച്ചെടുത്ത സെസ്സിന്റെ തുക സംബന്ധിച്ച് ജല അതോറിറ്റി ബോർഡിനെ ഒന്നും തന്നെ അറിയിക്കുകയോ, ബോർഡ് ജല അതോറിറ്റിയിൽ നിന്നും അത്തരം വിവരങ്ങൾ ആരായുകയോ ചെയ്യാതിരുന്ന സാഹചര്യത്തിൽ ജല അതോറിറ്റി പിരിച്ചെടുത്ത മൊത്തം തുകയും ബോർഡിന്റെ അക്കൗണ്ടിൽ ക്രെഡിറ്റ് ചെയ്യപ്പെട്ടു എന്നുറപ്പാക്കാനുള്ള യാതൊരു പരിശോധനയും ഇല്ലായിരുന്നു. ഓഡിറ്റ് പരിശോധിച്ച കേരള വാട്ടർ അതോറിറ്റിയുടെ അഞ്ച് പിഎച്ച് ഡിവിഷനുകളിൽ 48.52 ലക്ഷം രൂപ വരുന്ന സെസ്സിനത്തിനുള്ള ചെക്കുകൾ അഥവാ ഡിഡികൾ ബോർഡിന്റെ അക്കൗണ്ടിലേക്ക് നിക്ഷേപിക്കപ്പെട്ടിരുന്നില്ല.
പെൻഷൻ, വിവാഹധനസഹായം, ചികിത്സാ സഹായം, മാരക രോഗ ചികിത്സാ സഹായം, പ്രസവാനുകൂല്യം, മരണാനന്തര ധനസഹായം, സ്കോളർഷിപ്പുകൾ, ക്യാഷ് അവാർഡുകൾ ഉൾപ്പെടെ വിവിധ ക്ഷേമാനുകൂല്യങ്ങൾക്കായുള്ള അപേക്ഷകൾ, ഫണ്ടിന്റെ അപര്യാപ്തത മൂലം തീർപ്പാകാതെ കിടക്കുകയായിരുന്നു. ഗുണഭോക്തൃ വിവരങ്ങൾ വിശ്വാസയോഗ്യമല്ലാത്തത് കാരണം, കോവിഡ് -19 ആനുകൂല്യ വിതരണത്തിൽ ക്രമക്കേടുകൾ ഉണ്ടായതായി കണ്ടെത്തി.
ബോർഡിന്റെ ക്യാഷ് ബാലൻസ് 2019 മാർച്ചിൽ 910.06 കോടി രൂപയിൽ നിന്നും 2023 മാർച്ചിൽ 135.16 കോടി രൂപയായി കുറഞ്ഞു. അഞ്ച് വർഷത്തെ ഓഡിറ്റ് കാലയളവിലെ ബോർഡിന്റെ ക്യാഷ് റിസർവിലെ സ്ഥിരമായുണ്ടായിരുന്ന കുറവ്, ബോർഡിന്റെ വാർഷിക ചെലവുകൾ ക്യാഷ് റിസർവിൽ നിന്ന് ഫണ്ട് ചെയ്യപ്പെട്ടതായി സൂചിപ്പിക്കുന്നു. ഇതിനാൽ റിസർവ് തുക ഗണ്യമായി ശോഷിക്കുകയും അധിക വായ്പകൾ ആവശ്യമായി വരികയും ചെയ്തു.
അതിഥി തൊഴിലാളികളുടെ ക്ഷേമനിധിക്കായി അനുവദിച്ച 10 കോടി രൂപ കോർപ്പസ് ഫണ്ടിൽ നിന്നും 2018-19 നും 2022-23നും ഇടയിൽ 1.69 കോടി രൂപ മാത്രമാണ് തൊഴിലാളികളുടെ ക്ഷേമത്തിനായി ചെലവഴിച്ചത്.
പരിശോധന നടത്തിയ ജില്ലകളിൽ, ലേബർ കമ്മീഷണർ നിർദ്ദേശിച്ച പ്രകാരം ലേബർ ഓഫീസർമാർ പ്രതിമാസ പരിശോധനകൾ നടത്തിയില്ല. പരാതി പരിഹാര സംവിധാനം വിഭാവനം ചെയ്തതു പോല ഫലപ്രദമായി പ്രവർത്തിച്ചില്ല.
