മലയാളഭാഷയുടെ അഭിവൃദ്ധിക്കും സർവോന്മുഖ വികസനത്തിനുമുള്ള നടപടികളുമായി
സർക്കാർ മുന്നോട്ടുപോകുമെന്ന് ചടങ്ങിൽ സംസാരിക്കവേ മുഖ്യമന്ത്രി
പറഞ്ഞു. സർക്കാർ ജീവനക്കാരുടെ ഇടയിലടക്കം കേരളീയ സംസ്‌കാരത്തോടും നമ്മുടെ
മാതൃഭാഷയോടും വർദ്ധിച്ച തോതിൽ സ്നേഹവും താൽപര്യവും കഴിഞ്ഞ കുറേ
വർഷങ്ങളായിട്ട് ഉണ്ടാവുന്നുണ്ട്. ഈ താൽപര്യം നമ്മുടെ ഭരണ സംവിധാനത്തിന്റെ
നടത്തിപ്പിൽ വലിയ തോതിൽ പ്രതിഫലിക്കുന്നതിന് ഇത്തരം പരിപാടികൾ
പ്രചോദനമാകും. നിയമം അടിച്ചേൽപ്പിച്ചുകൊണ്ടല്ല ഭരണഭാഷ മലയാളമാക്കേണ്ടത്
എന്നാണ് സർക്കാരിന്റെ പക്ഷം. ഭാഷാപഠനത്തിനായും ഭരണഭാഷാമാറ്റത്തിനായും
സർക്കാർ സ്വീകരിച്ചിട്ടുള്ള ശക്തമായ നടപടികൾ തുടരുമെന്ന് മുഖ്യമന്ത്രി
പറഞ്ഞു.മലയാളം ദേശീയ തലത്തിൽ അംഗീകരിക്കപ്പെട്ട ശ്രേഷ്ഠ ഭാഷയാണ്.
എന്നാൽ യഥാർത്ഥത്തിൽ അതു ശ്രേഷ്ഠമാകണമെങ്കിൽ
വിദ്യാഭ്യാസം, ഭരണം, നീതിനിർവഹണം തുടങ്ങി മലയാളികളുടെ സമസ്ത
ജീവിതമണ്ഡലങ്ങളിലും മലയാള ഭാഷയ്ക്ക് മുഖ്യമായ ഇടം ലഭിക്കണം. ഈ ചിന്ത
മുൻനിർത്തിയാണ് ഇ എം എസിന്റെ നേതൃത്വത്തിൽ കേരളത്തിൽ രൂപംകൊണ്ട ആദ്യ
സർക്കാർ മാതൃഭാഷ ഭരണഭാഷയാക്കുന്നതിനുവേണ്ട പ്രവർത്തനങ്ങൾക്കു തുടക്കം
കുറിച്ചത്. ഭരണഭാഷ മലയാളമാക്കുന്നത് സംബന്ധിച്ചു പഠനം
നടത്തുന്നതിനുവേണ്ടി 1957 ൽ ആ സർക്കാർ കോമാട്ടിൽ അച്യുതമേനോന്റെ
അധ്യക്ഷതയിലുള്ള ഒരു കമ്മിറ്റിയെ നിയോഗിച്ചു. 1969 ൽ കേരള ഔദ്യോഗിക ഭാഷാ
ആക്റ്റ് പാസ്സാക്കി. 2015 ൽ കേരളത്തിലെ എല്ലാ വകുപ്പുകളിലും സ്ഥാപനങ്ങളിലും
ഭരണഭാഷ മലയാളമാക്കിക്കൊണ്ട് വിജ്ഞാപനവും പുറപ്പെടുവിച്ചു. നിയമപരമായി
ഇംഗ്ലീഷും ന്യൂനപക്ഷ ഭാഷകളും ഉപയോഗിക്കേണ്ട സാഹചര്യങ്ങളിൽ അവ
ഉപയോഗിക്കാമെന്നും മറ്റു സാഹചര്യങ്ങളിൽ പൂർണമായും മലയാളം ഉപയോഗിച്ചേ
മതിയാവൂ എന്നും ഉത്തരവ് പുറപ്പെടുവിച്ചിട്ടുണ്ട്. 2017 മെയ് 1 മുതൽ ഈ
ഉത്തരവ്  കർശനമായി പാലിക്കണമെന്ന് നിർദ്ദേശിച്ചിട്ടുമുണ്ട്.ഐക്യകേരള
പിറവിയെത്തുടർന്ന് നിലവിൽ വന്ന സർക്കാരുകൾ കേരളത്തിന്റെ
വിദ്യാഭ്യാസ-സാഹിത്യ-സാംസ്‌കാരിക മേഖലകളിൽ അഭിവൃദ്ധി
കൈവരിക്കുന്നതിനാവശ്യമായ ഒട്ടനവധി നടപടികൾ സ്വീകരിച്ചിട്ടുണ്ട്. എന്നാൽ
കേരളത്തിലെ കുട്ടികളുടെ മാതൃഭാഷാപഠനം ഉറപ്പുവരുത്താൻ കഴിഞ്ഞില്ല. അതൊരു
കുറവായിരുന്നു. ആ കുറവു പരിഹരിക്കുന്നതിനു വേണ്ടിയാണ് 2017 ൽ മലയാളഭാഷാ പഠന
ബിൽ പാസ്സാക്കിയത്. മാതൃഭാഷ പഠിക്കാതെ ബിരുദമെടുക്കാൻ കഴിയുന്ന ഒരേയൊരു
സംസ്ഥാനമായിരുന്നു കേരളം. ആ സ്ഥിതി മാറ്റാനാണ് ആ നിയമനിർമ്മാണത്തിലൂടെ
സർക്കാർ ഉദ്ദേശിച്ചത്. ഏതു രാജ്യത്തും ഭാഷയുടെ വികസനവും ഭരണഭാഷയുടെ
വികസനവും പരസ്പരപൂരകമാണ്. ഭരണഭാഷയുടെ ക്രമാനുഗതമായ വികാസത്തെ
സ്വാധീനിക്കുന്നത് അതു ജനങ്ങൾക്കും സർക്കാരിനുമിടയിലുള്ള വിനിമയ മാധ്യമമാണോ
അല്ലയോ എന്നതാണ്. അതു മനസ്സിലാക്കിയാണ് അടിസ്ഥാനപരമായ ഒരു നിയമനിർമാണം
സംസ്ഥാനം നടത്തിയത്.മലയാളത്തിന് ശ്രേഷ്ഠ ഭാഷാപദവി ലഭിച്ചെങ്കിലും
ഭാഷാകാര്യങ്ങളിൽ ഇപ്പോഴും ചില പ്രശ്നങ്ങൾ നിലനിൽക്കുന്നുണ്ട്. മലയാളഭാഷയെ
സംബന്ധിച്ചിടത്തോളം, ലിപികളുടെ കാര്യത്തിൽ എഴുത്തിലും അച്ചടിയിലും
സമാനതയില്ല. മലയാളത്തിന്റെ എഴുത്തുരീതിയിൽ ഏകീകൃത സ്വഭാവവുമില്ല. ഈ പോരായ്മ
പരിഹരിക്കുന്നതിനു വേണ്ടിയാണ് 2021 ൽ സർക്കാർ ഭാഷാ മാർഗനിർദേശക വിദഗ്ധ
സമിതി രൂപവൽക്കരിച്ചത്. വി പി ജോയിയുടെ അധ്യക്ഷതയിൽ രൂപവൽക്കരിച്ച സമിതി
വളരെ വേഗംതന്നെ റിപ്പോർട്ട് സമർപ്പിക്കുകയുണ്ടായി. ആ റിപ്പോർട്ടിന്റെ
അടിസ്ഥാനത്തിൽ, ഔദ്യോഗിക ഭാഷാ വകുപ്പ് ‘മലയാളത്തിന്റെ എഴുത്തുരീതി’ എന്ന
പേരിൽ കൈപ്പുസ്തകം പ്രസിദ്ധീകരിച്ചിട്ടുണ്ട്. പുതിയ പത്ത് ഫോണ്ടുകൾ
രൂപപ്പെടുത്തിയിട്ടുമുണ്ട്. മലയാള ഭാഷയുടെ സമഗ്രമായ പുരോഗതി ലക്ഷ്യമിട്ട്
സർക്കാർ തയ്യാറാക്കിയ 2025 ലെ മലയാള ഭാഷാ ബിൽ കഴിഞ്ഞ ഒക്ടോബർ 10 ന് കേരള
നിയമസഭ പാസ്സാക്കി. ഗവർണ്ണറുടെ അംഗീകാരം കൂടി ലഭിച്ചാൽ അത് നിയമമാകുമെന്നും
മുഖ്യമന്ത്രി പറഞ്ഞു.ഒരു ജനസമൂഹത്തിന്റെ ചരിത്രാനുഭവത്തിന്റെയും
ആത്മാവബോധത്തിന്റെയും സംസ്‌കാരത്തിന്റെയും നാൾവഴിരേഖ മാതൃഭാഷയാണ്. ഏറ്റവും
അർത്ഥപൂർണ്ണമായ ആശയവിനിമയവും വികാരവിനിമയവും സാധ്യമാക്കുന്ന മാതൃഭാഷയാണ്
കുട്ടിയായിരിക്കുമ്പോൾ മുതൽ മനുഷ്യനിൽ ഭാഷാശേഷിയും ഭാഷണശേഷിയും പഠനശേഷിയും
സാമൂഹികശേഷിയും വളർത്തിയെടുക്കുന്നത്. സാമൂഹികഭേദങ്ങൾക്കതീതമായി മനുഷ്യരെ
ഒന്നായി ബന്ധിപ്പിക്കുന്ന ഘടകം മാതൃഭാഷയാണ്. മാതൃഭാഷാ സംരക്ഷണവും പോഷണവും
മാതൃഭാഷയിലൂടെയുള്ള വിദ്യാഭ്യാസവും ഭരണവും മറ്റു ജീവിതവ്യവഹാരങ്ങളും
സാംസ്‌കാരിക ദൗത്യവും സത്യത്തിൽ ഒരു രാഷ്ട്രീയദൗത്യം കൂടിയാണ്. 2025 ലെ
മലയാള ഭാഷാ ബിൽ ആവിഷ്‌കരിക്കുമ്പോൾ സർക്കാർ ഏറ്റെടുത്തത് ഈ ദൗത്യമാണ്.
പ്രാണവായുവും ജലവും സ്വാതന്ത്ര്യവും പോലെ, മനുഷ്യന്റെ അവകാശത്തിന്റെ
ഭാഗമാണ് മാതൃഭാഷ. മലയാളിയുടെ മാതൃഭാഷയായ മലയാളത്തിന്റെ സർവതോന്മുഖമായ
പുരോഗതിയാണ് ഈ ബിൽ ലക്ഷ്യംവെക്കുന്നത്. ഇങ്ങനെ പല വിധത്തിൽ മലയാള
ഭാഷയ്ക്കും സംസ്‌കാരത്തിനും സർവതോന്മുഖമായ പുരോഗതിയുണ്ടാക്കാനാണ് സർക്കാർ
ശ്രമിക്കുന്നതെന്ന് മുഖ്യമന്ത്രി പറഞ്ഞു.മലയാള ഭാഷയ്ക്ക് മികച്ച
സംഭാവനകൾ നൽകിയ സരസമ്മ കെ കെ, ഡോ. എം എം. ബഷീർ എന്നിവരെ ചടങ്ങിൽ
മുഖ്യമന്ത്രി ആദരിച്ചു. ഭാഷാസംബന്ധിയായി സമകാലിക ജനപഥത്തിൽ പ്രസിദ്ധീകരിച്ച
ലേഖനങ്ങൾ സമാഹരിച്ച് ഇൻഫർമേഷൻ പബ്ലിക് റിലേഷൻസ് വകുപ്പ്
പുറത്തിറക്കിയ ‘അമ്മമൊഴി മധുരസ്മൃതി’ മുഖ്യമന്ത്രി പ്രകാശനം ചെയ്തു.
ഭരണഭാഷാപുരസ്‌കാര വിതരണവും മുഖ്യമന്ത്രി നിർവഹിച്ചു. 2026 ലെ സർക്കാർ
കലണ്ടറും ചടങ്ങിൽ പ്രകാശനം ചെയ്തു. സാംസ്‌കാരിക വകുപ്പുമന്ത്രി സജി ചെറിയാൻ
അധ്യക്ഷത വഹിച്ചു. മുൻ ചീഫ് സെക്രട്ടറി ഡോ. വി പി. ജോയ് മുഖ്യപ്രഭാഷണം
നടത്തി. ചീഫ് സെക്രട്ടറി ഡോ. എ ജയതിലക് ജീവനക്കാർക്ക് ഭരണഭാഷാപ്രതിജ്ഞ
ചൊല്ലിക്കൊടുത്തു. ഉദ്യോഗസ്ഥ ഭരണപരിഷ്‌ക്കാര വകുപ്പ് അഡിഷണൽ ചീഫ്
സെക്രട്ടറി രാജൻ എൻ ഖോബ്രഗഡെ സ്വാഗതവും ഇൻഫർമേഷൻ പബ്ലിക് റിലേഷൻസ് വകുപ്പ്
ഡയറക്ടർ ടി വി സുഭാഷ് നന്ദിയും അറിയിച്ചു.
