പി എം ശ്രീ പദ്ധതിയിൽ ഒപ്പിടാത്തതിന്റെ പേരിൽ കേന്ദ്ര സർക്കാർ, സമഗ്ര ശിക്ഷാ കേരളയ്ക്ക് അർഹതപ്പെട്ട ഫണ്ട് തടഞ്ഞുവെച്ചിരിക്കുകയായിരുന്നു. 2023-24 വർഷം കേരളത്തിന് നഷ്ടമായത് 188.58 കോടി രൂപയാണ്. 2024-25 വർഷത്തെ കുടിശ്ശിക 513.54 കോടി രൂപയാണ്. 2025-26 വർഷം നമുക്ക് ലഭ്യമാകേണ്ടിയിരുന്ന 456.1 കോടി രൂപയും തടഞ്ഞുവെച്ചു. ആകെ 1,158.13 കോടി രൂപയുടെ ഫണ്ടാണ് ഇതിനോടകം നഷ്ടമായത്. പി എം ശ്രീ പദ്ധതി 2027 മാർച്ചിൽ അവസാനിക്കും. ഇപ്പോൾ ഒപ്പിടുന്നതിലൂടെ, സമഗ്ര ശിക്ഷയുടെ കുടിശ്ശികയും രണ്ടു വർഷത്തെ പി.എം. ശ്രീ. ഫണ്ടും ഉൾപ്പെടെ 1,476.13 കോടി രൂപയാണ് സംസ്ഥാനത്തിന് ലഭ്യമാകാൻ പോകുന്നത്. നിലവിൽ കേന്ദ്രം സമഗ്ര ശിക്ഷയ്ക്ക് നൽകാമെന്ന് ധാരണയായിട്ടുള്ളത് 971 കോടി രൂപയാണ്.

കേരളത്തിന്റെ പാഠ്യപദ്ധതി തീരുമാനിക്കുന്നത് കേരള സർക്കാരാണ്. ദേശീയ വിദ്യാഭ്യാസ നയത്തിന്റെ പേജ് 17-ൽ പാഠ്യപദ്ധതി സംബന്ധിച്ച് അന്തിമ തീരുമാനം സംസ്ഥാന സർക്കാരുകൾക്കാണെന്ന് വ്യക്തമായി പറയുന്നുണ്ട്. എൻ.ഇ.പി വന്നതിന് ശേഷം 1 മുതൽ 10 വരെ ക്ലാസുകളിലെ പാഠ്യപദ്ധതിയും പാഠപുസ്തകങ്ങളും പരിഷ്കരിച്ച ഏക സംസ്ഥാനം കേരളമാണ്. മതനിരപേക്ഷത, ശാസ്ത്രചിന്ത, ഭരണഘടനാ മൂല്യങ്ങൾ എന്നിവയിൽ ഊന്നിയ പാഠ്യപദ്ധതിയാണ് നാം ഒരു വ്യാഴവട്ട കാലത്തിനുശേഷം പാഠ്യപദ്ധതി പരിഷ്കരിച്ചതിലൂടെ നടപ്പിലാക്കിയത്. എൻ.സി.ഇ.ആർ.ടി വെട്ടിമാറ്റിയ ഗാന്ധി വധവും മുഗൾ ചരിത്രവും അടക്കമുള്ള പാഠഭാഗങ്ങൾ അഡീഷണൽ പാഠപുസ്തകങ്ങളാക്കി കുട്ടികളെ പഠിപ്പിക്കുകയും അതിൽ പരീക്ഷ നടത്തുകയും ചെയ്ത സംസ്ഥാനമാണ് കേരളം. ഇതേ പാഠ്യപദ്ധതിയും പാഠപുസ്തകങ്ങളും തന്നെയായിരിക്കും കേരളത്തിലെ എല്ലാ വിദ്യാലയങ്ങളിലും തുടർന്നും പഠിപ്പിക്കാൻ പോകുന്നത്. അതിൽ ഒരു മാറ്റവും ഉണ്ടാകില്ല.
ഫെഡറൽ തത്വങ്ങൾ അടിയറവെച്ചു എന്ന പ്രചരണവും ശരിയല്ലെന്നു മന്ത്രി പറഞ്ഞു. ഫെഡറൽ തത്വങ്ങൾക്കു വേണ്ടിയുള്ള പോരാട്ടത്തിന്റെ ഭാഗമാണ് ഈ തീരുമാനം. ഡൽഹിയിൽ ചേർന്ന എൻ.സി.ഇ.ആർ.ടി ജനറൽ ബോഡി യോഗത്തിൽ, 20 സംസ്ഥാനങ്ങളിലെ മന്ത്രിമാർ ഉണ്ടായിരുന്നിട്ടും, കേന്ദ്രത്തിന്റെ തെറ്റായ നയങ്ങൾക്കെതിരെ സംസാരിച്ചത് കേരളത്തിന്റെ വിദ്യാഭ്യാസ മന്ത്രി മാത്രമാണ്. കേന്ദ്ര-സംസ്ഥാന ബന്ധങ്ങളെക്കുറിച്ചും ഗവർണറുടെ അധികാരങ്ങളെക്കുറിച്ചും നമ്മുടെ പാഠപുസ്തകങ്ങളിൽ ഉൾപ്പെടുത്തി ഭരണഘടനാ മൂല്യങ്ങൾ ഉയർത്തിപ്പിടിക്കാൻ ധൈര്യം കാണിച്ച സംസ്ഥാനമാണ് കേരളമെന്നു മന്ത്രി പറഞ്ഞു. ഫണ്ട് തടഞ്ഞുവെച്ച് സംസ്ഥാനങ്ങളെ ശ്വാസം മുട്ടിക്കുന്നത് കേന്ദ്രമാണ്. ആ സാമ്പത്തിക ഉപരോധത്തെ അതിജീവിച്ച് അവകാശങ്ങൾ നേടിയെടുക്കുകയാണ് ചെയ്യുന്നത്.
