പ്രധാനമന്ത്രി ശ്രീ നരേന്ദ്ര മോദി ഇന്നു വിദൂരദൃശ്യസംവിധാനത്തിലൂടെ രാജ്യത്തെ അഭിസംബോധന ചെയ്തു. ശക്തിയെ ആരാധിക്കുന്ന ഉത്സവമായ നവരാത്രിയുടെ ആരംഭവേളയിൽ എല്ലാ പൗരന്മാർക്കും അദ്ദേഹം ഹൃദയംഗമമായ ആശംസകൾ നേർന്നു. നവരാത്രിയുടെ ആദ്യദിവസംമുതൽ സ്വയംപര്യാപ്ത ഇന്ത്യ യജ്ഞം മുന്നോട്ടുകൊണ്ടുപോകുന്നതിൽ രാജ്യം സുപ്രധാന ചുവടുവയ്പ്പു നടത്തുകയാണെന്ന് അദ്ദേഹം അഭിപ്രായപ്പെട്ടു. സെപ്റ്റംബർ 22-നു സൂര്യോദയത്തോടെ രാജ്യത്ത് അടുത്തതലമുറ ജിഎസ്‌ടി പരിഷ്കാരങ്ങൾ നടപ്പാക്കും. ഇന്ത്യയിലുടനീളം ജിഎസ്‌ടി സമ്പാദ്യോത്സവത്തിന്റെ തുടക്കമാണിതെന്നു പ്രധാനമന്ത്രി എടുത്തുപറഞ്ഞു. ഈ ഉത്സവം സമ്പാദ്യം വർധിപ്പിക്കുകയും ജനങ്ങൾക്ക് ഇഷ്ട ഉൽപ്പന്നങ്ങൾ എളുപ്പത്തിൽ വാങ്ങാൻ സഹായിക്കുകയും ചെയ്യുമെന്ന് അദ്ദേഹം പറഞ്ഞു. ഈ സമ്പാദ്യോത്സവത്തിന്റെ പ്രയോജനം ദരിദ്രർ, മധ്യവർഗം, നവമധ്യവർഗം, യുവാക്കൾ, കർഷകർ, സ്ത്രീകൾ, കടയുടമകൾ, വ്യാപാരികൾ, സംരംഭകർ എന്നിവരിലേക്കു സമാനതോതിൽ എത്തിച്ചേരുമെന്നു ശ്രീ മോദി ചൂണ്ടിക്കാട്ടി. ഈ ഉത്സവകാലത്ത് എല്ലാ വീടുകളിലും വളരെയധികം സന്തോഷവും മാധുര്യവും അനുഭവപ്പെടുമെന്ന് അദ്ദേഹം അഭിപ്രായപ്പെട്ടു. രാജ്യത്തുടനീളമുള്ള കോടിക്കണക്കിനു കുടുംബങ്ങൾക്ക് അടുത്തതലമുറ ജിഎസ്‌ടി പരിഷ്കാരങ്ങളുടെയും ജിഎസ്‌ടി സമ്പാദ്യോത്സവത്തിന്റെയും പേരിൽ പ്രധാനമന്ത്രി ആശംസകൾ നേർന്നു. ഈ പരിഷ്കാരങ്ങൾ ഇന്ത്യയുടെ വളർച്ചാഗാഥയ്ക്കു വേഗംപകരുകയും, വ്യാപാരപ്രവർത്തനങ്ങൾ ലളിതമാക്കുകയും, നിക്ഷേപങ്ങൾ കൂടുതൽ ആകർഷകമാക്കുകയും, വികസനത്തിനായുള്ള മത്സരത്തിൽ എല്ലാ സംസ്ഥാനങ്ങൾക്കും തുല്യപങ്കാളിത്തമേകുകയും ചെയ്യുമെന്ന് അദ്ദേഹം പറഞ്ഞു.

2017-ൽ ഇന്ത്യ ജിഎസ്‌ടി പരിഷ്കരണത്തിലേക്ക് ആദ്യ ചുവടുവയ്പ്പു നടത്തിയതായി ഓർമിപ്പിച്ച പ്രധാനമന്ത്രി, രാജ്യത്തിന്റെ സാമ്പത്തിക ചരിത്രത്തിലെ പഴയ അധ്യായത്തിന്റെ അവസാനവും പുതിയ ഒന്നിന്റെ തുടക്കവും അത് അടയാളപ്പെടുത്തിയെന്നും വ്യക്തമാക്കി. പതിറ്റാണ്ടുകളായി, പൗരന്മാരും വ്യാപാരികളും ഒക്ട്രോയ്, എൻട്രി ടാക്സ്, സെയിൽസ് ടാക്സ്, എക്സൈസ്, വാറ്റ്, സർവീസ് ടാക്സ് എന്നിങ്ങനെ രാജ്യത്തുടനീളം ഡസൻകണക്കിനു ലെവികൾ വരുന്ന നികുതിയുടെ സങ്കീർണമായ വലയിൽപ്പെട്ട് ഉഴലുകയായിരുന്നുവെന്നു പ്രധാനമന്ത്രി പറഞ്ഞു. ഒരു നഗരത്തിൽനിന്നു മറ്റൊന്നിലേക്കു സാധനങ്ങൾ കൊണ്ടുപോകാൻ വിവിധ ചെക്ക്‌പോസ്റ്റുകൾ കടക്കേണ്ടതുണ്ടായിരുന്നുവെന്നും നിരവധി ഫോമുകൾ പൂരിപ്പിക്കേണ്ടി വന്നിരുന്നുവെന്നും ഓരോ സ്ഥലത്തും വ്യത്യസ്ത നികുതിനിയമങ്ങളുടെ ആശയക്കുഴപ്പത്തിലൂടെ സഞ്ചരിക്കേണ്ടി വന്നിരുന്നുവെന്നും പ്രധാനമന്ത്രി ചൂണ്ടിക്കാട്ടി. 2014-ൽ പ്രധാനമന്ത്രിയായി അധികാരമേറ്റപ്പോൾ ഒരു വിദേശപത്രത്തിൽ പ്രസിദ്ധീകരിച്ച ശ്രദ്ധേയമായ ഉദാഹരണം പരാമർശിച്ച് അദ്ദേഹം സ്വന്തം ഓർമകൾ പങ്കുവച്ചു. ബെംഗളൂരുവിൽനിന്നു ഹൈദരാബാദിലേക്ക്, വെറും 570 കിലോമീറ്റർ ദൂരത്തിൽ, സാധനങ്ങൾ അയയ്ക്കാൻ ഏറെ ബുദ്ധിമുട്ടനുഭവപ്പെട്ട ഒരു കമ്പനി നേരിട്ട വെല്ലുവിളികളെക്കുറിച്ചാണ് ആ ലേഖനം വിവരിച്ചത്. അതിനാൽ, ഒരു കമ്പനി ബെംഗളൂരുവിൽനിന്നു യൂറോപ്പിലേക്കു സാധനങ്ങൾ അയച്ച് അതിനുശേഷം ഹൈദരാബാദിലേക്ക് അയയ്ക്കാൻ നോക്കുന്ന സാഹചര്യമാണ് ഉണ്ടായിരുന്നത്.

‘നാഗരിക് ദേവോഭവ’ എന്ന തത്വം അടുത്തതലമുറ ജിഎസ്‌ടി പരിഷ്കാരങ്ങളിൽ വ്യക്തമായി പ്രതിഫലിക്കുന്നുവെന്നു പറഞ്ഞ പ്രധാനമന്ത്രി, കഴിഞ്ഞ വർഷം സ്വീകരിച്ച തീരുമാനങ്ങൾ ഇന്ത്യയിലെ ജനങ്ങൾക്ക് ₹2.5 ലക്ഷം കോടിയിലധികം ലാഭിക്കാൻ സഹായിക്കുമെന്ന് എടുത്തുകാട്ടി. അതുകൊണ്ടാണ് ഇതിനെ ‘സമ്പാദ്യോത്സവം’ എന്നു വിളിക്കുന്നതെന്ന് അദ്ദേഹം വ്യക്തമാക്കി.

വികസിത ഇന്ത്യ എന്ന ലക്ഷ്യം സഫലമാക്കാൻ സ്വയംപര്യാപ്തതയുടെ പാതയിൽ അചഞ്ചലമായ പ്രതിജ്ഞാബദ്ധത ആവശ്യമാണെന്നു പറഞ്ഞ ശ്രീ മോദി, ഇന്ത്യയെ സ്വയംപര്യാപ്തമാക്കുന്നതിൽ പ്രധാന ഉത്തരവാദിത്വം ഇന്ത്യയിലെ സൂക്ഷ്മ-ചെറുകിട-കുടിൽ വ്യവസായങ്ങളായ MSME-കൾക്കാണെന്നു പ്രസ്താവിച്ചു. ജനങ്ങളുടെ ആവശ്യങ്ങൾ നിറവേറ്റുന്നതും രാജ്യത്തിനുള്ളിൽ നിർമിക്കാൻ കഴിയുന്നതുമായ എന്തും ആഭ്യന്തരമായി ഉൽപ്പാദിപ്പിക്കണമെന്നതിനും അദ്ദേഹം ഊന്നൽ നൽകി.

കുറഞ്ഞ ജിഎസ്‌ടി നിരക്കും ലളിതമായ നടപടിക്രമങ്ങളും ഇന്ത്യയിലെ MSME-കൾക്കും, ചെറുകിട വ്യവസായങ്ങൾക്കും, കുടിൽ വ്യവസായങ്ങൾക്കും വലിയ തോതിൽ പ്രയോജനപ്പെടുമെന്നു വ്യക്തമാക്കിയ പ്രധാനമന്ത്രി, ഈ പരിഷ്കാരങ്ങൾ അവയുടെ വിൽപ്പന വർധിപ്പിക്കുകയും നികുതിഭാരം കുറയ്ക്കുകയും ചെയ്യുമെന്നും ഇത് ഇരട്ടി നേട്ടമുണ്ടാക്കുമെന്നും അഭിപ്രായപ്പെട്ടു. MSME-കളുടെ കാര്യത്തിൽ വലിയ പ്രതീക്ഷ പുലർത്തുന്നതായി പറഞ്ഞ പ്രധാനമന്ത്രി, ഇന്ത്യ സമൃദ്ധിയുടെ കൊടുമുടിയിൽ ആയിരുന്ന കാലത്തു സമ്പദ്‌വ്യവസ്ഥയുടെ നട്ടെല്ല് എന്ന നിലയിൽ അവയ്ക്കുള്ള ചരിത്രപരമായ പങ്കിനെ ഉയർത്തിക്കാട്ടുകയും ചെയ്തു. ഇന്ത്യയുടെ ഉൽപ്പാദനവും ഉൽപ്പന്ന ഗുണനിലവാരവും ഒരുകാലത്ത് ആഗോളതലത്തിൽ അംഗീകരിക്കപ്പെട്ടതും മികച്ചതുമായിരുന്നുവെന്ന് അദ്ദേഹം ചൂണ്ടിക്കാട്ടി. ആ അഭിമാനം വീണ്ടെടുക്കേണ്ടതിന്റെ ആവശ്യകതയ്ക്കു ശ്രീ മോദി ഊന്നൽ നൽകി. ചെറുകിട വ്യവസായങ്ങൾ നിർമിക്കുന്ന ഉൽപ്പന്നങ്ങൾ ഏറ്റവും ഉയർന്ന ആഗോള മാനദണ്ഡങ്ങൾ പാലിക്കണമെന്ന് അദ്ദേഹം ആവശ്യപ്പെട്ടു. ഇന്ത്യയുടെ ഉൽപ്പാദനം ആത്മാഭിമാനത്തോടെയും ഉന്നതനിലവാരത്തോടെയും എല്ലാ മാനദണ്ഡങ്ങളെയും മറികടക്കണമെന്നും ഇന്ത്യൻ ഉൽപ്പന്നങ്ങളുടെ ഗുണനിലവാരം രാജ്യത്തിന്റെ ആഗോള സ്വത്വവും അന്തസ്സും വർധിപ്പിക്കണമെന്നും അദ്ദേഹം പറഞ്ഞു. ഈ ലക്ഷ്യം മനസ്സിൽവച്ചു പ്രവർത്തിക്കാൻ ബന്ധപ്പെട്ട എല്ലാ പങ്കാളികളോടും പ്രധാനമന്ത്രി ആഹ്വാനം ചെയ്തു.
