കോട്ടയം: തദ്ദേശ സ്ഥാപനങ്ങൾക്കുള്ള ഫണ്ട് അനുവദിക്കലും അവയുടെ വിനിയോഗവും സംബന്ധിച്ച് ഏഴാം ധനകാര്യകമ്മിഷനു മുൻപിൽ ക്രിയാത്മക നിർദ്ദേശങ്ങൾ സമർപ്പിച്ച് ജില്ലാ ആസൂത്രണ സമിതിയംഗങ്ങളും ജനപ്രതിനിധികളും. തദ്ദേശ സ്ഥാപനങ്ങളുടെ ഫണ്ട് വിനിയോഗം കാര്യക്ഷമമാക്കുന്നതിനും സാമ്പത്തിക ശാക്തീകരണത്തിനുമുള്ള നിർദേശങ്ങൾ സ്വീകരിക്കാനാണ് കമ്മീഷൻ ചെയർമാൻ ഡോ. കെ.എൻ. ഹരിലാൽ പ്രത്യേക ജില്ലാ ആസൂത്രണസമിതി യോഗത്തിൽ പങ്കെടുത്തത്.

പരമ്പരാഗത ചെലവുകൾക്കുള്ള ഫണ്ട്(ജനറൽ പർപസ് ഫണ്ട്) നൽകുമ്പോൾ വരുമാനം കുറവുള്ള പഞ്ചായത്തുകൾക്ക് പ്രത്യേക പരിഗണന നൽകണമെന്ന് ജില്ലാ ആസൂത്രണസമിതിയംഗം ജോസ്മോൻ മുണ്ടയ്ക്കൽ ആവശ്യപ്പെട്ടു. അധികാര വികേന്ദ്രീകരണം എന്നത് അധികാര കേന്ദ്രീകരണത്തിലേക്ക് മടങ്ങിപ്പോകുന്ന അവസ്ഥ കമ്മീഷൻ ഗൗരവത്തോടെ പരിഗണിക്കണമെന്ന് ഗ്രാമപഞ്ചായത്ത് പ്രസിഡന്റ്്സ് അസോസിയേഷൻ ജില്ലാ സെക്രട്ടറി അജയൻ കെ. മേനോൻ പറഞ്ഞു. ടൂറിസം, ആശുപത്രി പോലുള്ള മേഖലകളിൽ പൊതു സ്വകാര്യ പങ്കാളിത്തം പ്രോത്സാഹിപ്പിക്കുന്നതിന് കമ്മീഷൻ നിർദ്ദേശം നൽകണമെന്നും അദ്ദേഹം ആവശ്യപ്പെട്ടു. തദ്ദേശസ്ഥാപനങ്ങളും സഹകരണ സ്ഥാപനങ്ങളും തമ്മിലുള്ള ഏകോപനം ഉറപ്പാക്കണമെന്ന് വെളിയന്നൂർ ഗ്രാമപഞ്ചായത്ത് പ്രസിഡന്റ് സജേഷ് ശശി ആവശ്യപ്പെട്ടു. ഉത്തരവാദിത്വങ്ങൾ കൂടിവരുമ്പോഴും അതനുസരിച്ചുള്ള സ്റ്റാഫ് പാറ്റേൺ ഇല്ലാത്തത് ബുദ്ധിമുട്ടുണ്ടാക്കുന്നതായി ചിറക്കടവ് ഗ്രാമപഞ്ചായത്ത് പ്രസിഡന്റ് അഡ്വ. സി.ആർ. ശ്രീകുമാർ ചൂണ്ടിക്കാട്ടി.
