പ്രധാനമന്ത്രി ശ്രീ നരേന്ദ്ര മോദിയുടെ അധ്യക്ഷതയിൽ ചേർന്ന കേന്ദ്ര മന്ത്രിസഭ ഇന്ന് പുതുക്കിയ ദേശീയ ക്ഷീര വികസന പരിപാടിക്ക് (NPDD) അംഗീകാരം നൽകി.
കേന്ദ്രമേഖലാ പദ്ധതിയായ പുതുക്കിയ ദേശീയ ക്ഷീര വികസന പരിപാടി(NPDD)ക്കായി 1000 കോടി രൂപ അധികമായി അനുവദിച്ചു. ഇതോടെ 15-ാം ധനകാര്യ കമ്മീഷൻ കാലയളവിലെ (2021-22 മുതൽ 2025-26 വരെ) മൊത്തം ബജറ്റ് വിഹിതം 2790 കോടി രൂപയായി ഉയർന്നു. ക്ഷീര മേഖലയുടെ സുസ്ഥിര വളർച്ചയും ഉൽപ്പാദനക്ഷമതയും ഉറപ്പു വരുത്തിക്കൊണ്ട് ക്ഷീര അടിസ്ഥാന സൗകര്യങ്ങൾ നവീകരിക്കുന്നതിലും വികസിപ്പിക്കുന്നതിലും ഈ സംരംഭം ശ്രദ്ധ കേന്ദ്രീകരിക്കുന്നു.
ക്ഷീര സംഭരണം, സംസ്കരണ ശേഷി, മികച്ച ഗുണനിലവാര നിയന്ത്രണം എന്നിവയ്ക്കുള്ള അടിസ്ഥാന സൗകര്യങ്ങൾ സൃഷ്ടിച്ചുകൊണ്ട് പുതുക്കിയ ദേശീയ ക്ഷീര വികസന പരിപാടി ക്ഷീര മേഖലയ്ക്ക് ഉത്തേജനം നൽകും. ഉയർന്ന വരുമാനത്തിലേക്കും മികച്ച ഗ്രാമീണ വികസനത്തിലേക്കും നയിക്കുന്ന തരത്തിൽ, കർഷകർക്ക് വിപണികളിലേക്ക് മെച്ചപ്പെട്ട പ്രവേശനം നേടാനും, മൂല്യവർദ്ധനവിലൂടെ മികച്ച വിലനിർണ്ണയം ഉറപ്പാക്കാനും, വിതരണ ശൃംഖലയുടെ കാര്യക്ഷമത മെച്ചപ്പെടുത്തുന്നതിനും ഇത് ലക്ഷ്യമിടുന്നു.
ഈ പദ്ധതിയിൽ രണ്ട് പ്രധാന ഘടകങ്ങൾ ഉൾപ്പെടുന്നു:
1. ഘടകം എ – ക്ഷീര ശീതീകരണ പ്ലാന്റുകൾ, നൂതന ക്ഷീര പരിശോധനാ ലബോറട്ടറികൾ, സർട്ടിഫിക്കേഷൻ സംവിധാനങ്ങൾ തുടങ്ങിയ അവശ്യ ക്ഷീര അടിസ്ഥാന സൗകര്യങ്ങൾ മെച്ചപ്പെടുത്തുന്നതിനാണ് ഘടകം എ സമർപ്പിച്ചിരിക്കുന്നത്. പുതിയ ഗ്രാമീണ ക്ഷീര സഹകരണ സംഘങ്ങളുടെ രൂപീകരണത്തെ ഇത് പിന്തുണയ്ക്കുകയും, വടക്കുകിഴക്കൻ മേഖല (NER), മലയോര പ്രദേശങ്ങൾ, കേന്ദ്രഭരണ പ്രദേശങ്ങൾ (UTs) പ്രത്യേകിച്ച് വിദൂര, പിന്നാക്ക പ്രദേശങ്ങളിൽ ക്ഷീര സംഭരണവും സംസ്കരണവും ശക്തിപ്പെടുത്തുകയും ചെയ്യുന്നു. സമർപ്പിത ഗ്രാന്റിന്റെ പിന്തുണയോടെ 2 ക്ഷീരോൽപ്പാദക കമ്പനികളുടെ (MPCs) രൂപീകരണത്തിലും ഇത് പിന്തുണ നൽകുന്നു.
2. ഘടകം ബി- “ഡയറിംഗ് ത്രൂ കോപ്പറേറ്റീവ്സ് (DTC)” എന്നറിയപ്പെടുന്ന ഘടകം ബി, ജപ്പാൻ സർക്കാരുമായും ജപ്പാൻ ഇന്റർനാഷണൽ കോപ്പറേഷൻ ഏജൻസിയുമായും (JICA) സഹകരിച്ച് ക്ഷീര വികസനം പ്രോത്സാഹിപ്പിക്കുന്നത് തുടരും. ഈ ഘടകം, ഒമ്പത് സംസ്ഥാനങ്ങളിലെ (ആന്ധ്രപ്രദേശ്, ബീഹാർ, മധ്യപ്രദേശ്, പഞ്ചാബ്, രാജസ്ഥാൻ, തെലങ്കാന, ഉത്തരാഖണ്ഡ്, ഉത്തർപ്രദേശ്, പശ്ചിമ ബംഗാൾ) ക്ഷീര സഹകരണ സംഘങ്ങളുടെ സുസ്ഥിര വികസനം, ഉത്പാദനം, സംസ്കരണം, വിപണന അടിസ്ഥാന സൗകര്യങ്ങൾ മെച്ചപ്പെടുത്തൽ എന്നിവയിൽ ശ്രദ്ധ കേന്ദ്രീകരിക്കുന്നു.
