അതിദാരിദ്ര്യത്തെ തുടച്ചുനീക്കിക്കൊണ്ട് കേരളം ഒരിക്കൽക്കൂടി ചരിത്രം രചിക്കുകയാണ്. രാജ്യത്ത് ഈ ലക്ഷ്യം കൈവരിക്കുന്ന ആദ്യ സംസ്ഥാനം എന്ന നേട്ടത്തിനൊപ്പം ചൈനയ്ക്ക് ശേഷം ലോകത്ത് ഈ ലക്ഷ്യം കൈവരിച്ച രണ്ടാമത്തെ പ്രദേശമാവാനും കേരളത്തിന് കഴിഞ്ഞു. ഈ മഹത്തായ നേട്ടം കൈവരിച്ചതിന്റെ പ്രഖ്യാപനം നവംബർ ഒന്നിന് വൈകിട്ട് അഞ്ച് മണിക്ക് തിരുവനന്തപുരം സെൻട്രൽ സ്റ്റേഡിയത്തിൽ മുഖ്യമന്ത്രി പിണറായി വിജയൻ നിർവഹിക്കുമെന്ന്  തദ്ദേശ സ്വയംഭരണ വകുപ്പ് മന്ത്രി എം ബി രാജേഷും  വിദ്യാഭ്യാസ വകുപ്പ് മന്ത്രി വി ശിവൻകുട്ടിയും സംയുക്തമായി സെക്രട്ടേറിയറ്റ് പി ആർ ചേംബറിൽ നടത്തിയ വാർത്താസമ്മേളനത്തിൽ അറിയിച്ചു. 

സംസ്ഥാനത്തെ എല്ലാ മന്ത്രിമാരും ഈ ചടങ്ങിൽ പങ്കാളികളാവും. പ്രതിപക്ഷനേതാവിനെ പരിപാടിയിലേക്ക് ക്ഷണിക്കും. ചലച്ചിത്രതാരങ്ങൾ കമൽഹാസൻ എംപി, മമ്മൂട്ടി, മോഹൻലാൽ എന്നിവർ മുഖ്യാതിഥികളായി പങ്കെടുക്കും. പരിപാടിയ്ക്ക് ശേഷവും മുൻപും  കലാവിരുന്നും അരങ്ങേറും. പരിപാടിയുടെ വിജയത്തിനായി വിദ്യാഭ്യാസ വകുപ്പ് മന്ത്രി വി ശിവൻകുട്ടി ചെയർമാനായി വിപുലമായ സംഘാടക സമിതി രൂപീകരിച്ച് പ്രവർത്തനം നടത്തുന്നുണ്ട്. തിരുവനന്തപുരത്ത് പരിപാടി നടക്കുന്ന അതേസമയത്ത് സംസ്ഥാനത്തെ എല്ലാ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിലും പ്രത്യേക പരിപാടിയും ആസൂത്രണം ചെയ്തിട്ടുണ്ട്.

നീതി ആയോഗിന്റെ കണക്കുകൾ അനുസരിച്ച് രാജ്യത്ത് ഏറ്റവും ദാരിദ്ര്യം കുറഞ്ഞ സംസ്ഥാനമാണ് കേരളമെന്ന് മന്ത്രി എം.ബി. രാജേഷ് പറഞ്ഞു. 2021ൽ ജനസംഖ്യയുടെ 0.7 ശതമാനം മാത്രമായിരുന്നു ദരിദ്രരുടെ അളവായി നീതി ആയോഗ് കണ്ടെത്തിയത്. വേണമെങ്കിൽ ഒരു സർക്കാരിന് കണ്ടില്ല എന്ന് നടിക്കാവുന്ന ആ ചെറു ന്യൂനപക്ഷത്തെ കൈപിടിച്ചുയർത്താനാണ് സർക്കാർ നേതൃത്വം നൽകിയത്. 2021 ൽ അധികാരത്തിലെത്തിയ ഇടതുപക്ഷ ജനാധിപത്യ മുന്നണി സർക്കാരിന്റെ ആദ്യ മന്ത്രിസഭാ യോഗത്തിലെ ആദ്യ തീരുമാനമായിരുന്നു അതിദരിദ്രരില്ലാത്ത കേരളം യാഥാർഥ്യമാക്കാനുള്ള പ്രവർത്തനങ്ങൾ. ശാസ്ത്രീയവും സമഗ്രവുമായ സർവേയിലൂടെ കേരളത്തിലെ 64006 അതിദരിദ്ര്യ കുടുംബങ്ങളെയാണ് കണ്ടെത്തിയത്. ഭക്ഷണം, ആരോഗ്യം, ഉപജീവനം, വാസസ്ഥലം എന്നീ ഘടകങ്ങളെ അടിസ്ഥാനമാക്കി അതിജീവനം സാധ്യമല്ലാത്ത കുടുംബങ്ങളെയാണ് അതിദരിദ്ര്യ കുടുംബങ്ങളായി കണക്കാക്കുന്നത്. ഈ ഓരോ മേഖലയിലും ഓരോ കുടുംബത്തിനും ആവശ്യമായ സഹായവും സേവനവുമെത്തിക്കാൻ ഓരോ കുടുംബത്തിനും പ്രത്യേക മൈക്രോപ്ലാൻ രൂപീകരിച്ചായിരുന്നു പ്രവർത്തനങ്ങൾ ഏറ്റെടുത്തത്.

 മുഖ്യമന്ത്രിയുടെ നേതൃത്വത്തിൽ തദ്ദേശ സ്വയംഭരണ വകുപ്പിന്റെ മുൻകൈയിൽ എല്ലാ സർക്കാർ സംവിധാനങ്ങളും വകുപ്പുകളും സന്നദ്ധ പ്രവർത്തകരും പൊതുജനങ്ങളുമെല്ലാം അണിനിരന്ന ഒരു മഹത്തായ പ്രവർത്തനമാണ് വിജയകരമായ പരിസമാപ്തിയിലേക്ക് കടക്കുന്നത്. വിവിധ പദ്ധതികളിലായി പൊതുജനങ്ങൾക്ക് ലഭ്യമായ എല്ലാ സർക്കാർ സഹായവും സേവനവും സംയോജിപ്പിച്ചുകൊണ്ടും പ്രത്യേക പദ്ധതികളും സേവനങ്ങളും ആവിഷ്‌കരിച്ചുമാണ് ഈ നേട്ടം സ്വന്തമാക്കിയത്. പദ്ധതിയുടെ സോഷ്യൽ ഓഡിറ്റ്  പരിശോധനയും പൂർത്തീകരിച്ചുകൊണ്ടിരിക്കുകയാണ്.

വോട്ടർ പട്ടികയിൽ പോലും പേരില്ലാത്ത, റേഷൻ കാർഡോ ആധാർ കാർഡോ പോലും  ഇല്ലാത്ത ഏറ്റവും അരികുവത്കരിക്കപ്പെട്ട നിരവധി പേരാണ് ഈ പട്ടികയിലുണ്ടായിരുന്നത്. അഭിമാനത്തോടെ അവരെ ജീവിക്കാൻ പ്രാപ്തരാക്കിയ പദ്ധതി എന്ന പേരിലാവും ഇത് ചരിത്രത്തിൽ ഇടംപിടിക്കുന്നത്. 64006 കുടുംബങ്ങളിൽ 4421 കുടുംബങ്ങൾ (ഭൂരിപക്ഷവും ഏകാംഗ കുടുംബങ്ങളാണ്) ഇതിനകം മരണപ്പെട്ടു. വിപുലമായ പരിശോധനയും ബന്ധപ്പെടലും ശ്രമങ്ങളും നടത്തിയെങ്കിലും നാടോടികളായി കഴിയുന്ന 261 കുടുംബങ്ങളെ ഈ പ്രക്രീയയ്ക്കിടയിൽ കണ്ടെത്താനായിട്ടില്ല. ഇവരിൽ മഹാഭൂരിപക്ഷവും മറ്റ് സംസ്ഥാനങ്ങളിലേക്ക് കുടിയേറിപ്പാർത്തവരാണ്. ഇവർ തിരിച്ചെത്തിയാൽ ആവശ്യമായ സംരക്ഷണം നൽകാനുള്ള സജ്ജീകരണങ്ങൾ ഒരുക്കിയിട്ടുണ്ട്. ഒരേ കുടുംബത്തിലെ വ്യത്യസ്ത അംഗങ്ങൾ വിവിധ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിലായി പട്ടികയിൽ ഉൾപ്പെട്ട 47 കേസുകളുണ്ട്. ഇവരെ ഒരു കുടുംബമായി പരിഗണിച്ചുള്ള മൈക്രോപ്ലാനാണ് തയ്യാറാക്കിയിരിക്കുന്നത്. ഇങ്ങനെ 4729 കുടുംബങ്ങൾ ഒഴികെ ബാക്കി 59277 കുടുംബങ്ങളാണ് അതിദരിദ്രരായി നിലവിൽ പട്ടികയിലുള്ളത്. ഇവരെയെല്ലാം അതിദാരിദ്ര്യത്തിൽ നിന്ന് മോചിപ്പിച്ചാണ് നവംബർ ഒന്നിന് അതിദരിദ്രരില്ലാത്ത കേരളം സാധ്യമാക്കുന്നതെന്നും മന്ത്രി എം ബി രാജേഷ് അറിയിച്ചു.
