ദുരന്തം വാ പിളർന്ന മുണ്ടക്കൈ-ചൂരല്മല ഉരുൾ പൊട്ടൽ സംഭവിച്ചിട്ട് ഒരു വർഷമാകുന്നു. ദുരന്ത നാള്വഴികളിലൂടെയുള്ള അതിജീവിതത്തിനും ഒരു വർഷം തികയുകയാണ്.
ജൂലൈ 29 ന് രാത്രി 11.45 ഓടെയാണ് പുഞ്ചിരിമട്ടം മേഖലയില് ആദ്യ മണ്ണിടിച്ചിലുണ്ടായത്. അര്ദ്ധരാത്രി 12 നും ഒന്നിനും ഇടയില് പുഞ്ചിരിമട്ടം-അട്ടമല-മുണ്ടക്കൈ-ചൂരല്മല മേഖലയില് അതിഭയാനകമായി നാശം വിതച്ച് ഉരുള് അവശിഷ്ടങ്ങള് ഒഴുകിയെത്തി. പ്രദേശവാസികളില് നിന്നും കളക്ടറേറ്റില് പ്രവര്ത്തിക്കുന്ന അടിയന്തരകാര്യ നിര്വഹണ ഓഫീസിലേക്ക് ജൂലൈ 30 ന് പുലര്ച്ചയോടെ അപകട മേഖലയില് നിന്നും ആദ്യ വിളിയെത്തുകയും തുടര്ന്ന് ദുരന്തനിവാരണ പ്രവര്ത്തനങ്ങള് ആരംഭിക്കുകയായിരുന്നു.
അപകടമേഖലയിലേക്ക് എത്തിപ്പെടാന് കഴിയാത്തവിധം ദുസ്സഹമായിരുന്നു സഞ്ചാരപാത. പ്രതിസന്ധികള് തരണം ചെയ്ത് പുലര്ച്ചെ 3.10 ഓടെ സേനാ വിഭാഗം അപകട സ്ഥലതെത്തി. പുലര്ച്ചെ 4.55 ഓടെ എന്ഡിആര്എഫ്, ഫയര്ഫോഴ്സ്, പോലീസ്, നാട്ടുകാര് എന്നിവരുടെ കൂട്ടായ ശ്രമത്താല് രക്ഷാപ്രവര്ത്തനം ആരംഭിക്കുന്നു. നേരം പുലര്ന്നപ്പോള് കൂറ്റന് പാറകള് നിറഞ്ഞ് ആര്ത്തലച്ച് ഗതിമാറി ഒഴുകുന്ന പുന്നപ്പുഴയും, ഒറ്റ മനസ്സോടെ ആളുകൾ കഴിഞ്ഞ ഒരു പ്രദേശം നാമാവശേഷമാക്കാന് ഉള്ക്കാടുകളില് നിന്നും ഒഴുകിയെത്തിയ വടവൃക്ഷങ്ങളും, കലങ്ങിയ ചെളിയും രക്ഷാപ്രവര്ത്തനത്തിന് തടസ്സമായി. ഉരുളും ഇരുളും അതിജീവിച്ച് നിസഹായരായി പലയിടങ്ങളില് വിറങ്ങലിച്ച് നിന്നവരുടെ രക്ഷക്കായി പ്രകൃതിയോട് പടവെട്ടാനുറച്ച് നിമിഷങ്ങളാണ് പിന്നീട് ദുരന്തമുഖത്ത് നടന്നത്.
ലഭ്യമാവുന്ന മുഴുവന് സംവിധാനങ്ങളും രക്ഷാദൗത്യത്തിനായി ദുരന്ത മേഖലയിലേക്ക് എത്തിക്കുകയായിരുന്നു സര്ക്കാര്. വിവിധ മേഖലകളില് നിന്നുള്ള സേനാ വിഭാഗങ്ങള്, സര്ക്കാര് സംവിധാനങ്ങള്, സന്നദ്ധ പ്രവര്ത്തകര്, നാട്ടുകാര്, വിവിധ ജില്ലകളില് നിന്നും എത്തിയവർ എന്നിവരുടെ കൂട്ടായുള്ള രക്ഷാപ്രവര്ത്തനമാണ് മേഖലയില് നടന്നത്. പുഞ്ചിരിമട്ടം മുതല് ചൂരല്മല വരെ 8 കിലോ മീറ്ററില് 8600 സ്വ. മീറ്റര് വിസ്തൃതിയിലാണ് ദുരന്തം വ്യാപിച്ചത്. അപകടത്തില് 298 മരണങ്ങൾ ഔദ്യോഗികമായി സ്ഥിരീകരിച്ചു. മരണപ്പെട്ടവരില് 99 പേരെ ഡിഎന്എ പരിശോധനയിലൂടെ തിരിച്ചറിഞ്ഞു. 32 പേരെ കാണാതായി. ചാലിയാര്, നിലമ്പൂര് തുടങ്ങി വിവിധ ഭാഗങ്ങളില് നിന്നായി 223 ശരീര ഭാഗങ്ങള് കണ്ടെത്തി. ദുരന്തത്തില് പരിക്കേറ്റവര് 35 പേരാണ്.
രാജ്യം കണ്ട മാതൃകാ രക്ഷാദൗത്യം
കൂരിരുട്ടില് ഒഴുകിയെത്തിയ ദുരന്താവശിഷ്ടങ്ങളില് നിന്നും പാതിജീവനുമായി ഓടി രക്ഷപ്പെട്ടവരെ സുരക്ഷിതമാക്കാന് ദുരന്ത ഭൂമിയില് നടത്തിയ രക്ഷാദൗത്യം രാജ്യത്തിന് മാതൃകയായി. കേന്ദ്ര-സംസ്ഥാന സേനാ വിഭാഗത്തില് നിന്നായി 1809 പേരാണ് ദുരന്തമുഖത്തെത്തിയത്. ചൂരല്മല- മുണ്ടക്കൈ പ്രദേശത്തെ ബന്ധിപ്പിക്കുന്ന പാലം തകര്ന്നതോടെ രക്ഷാദൗത്യത്തിന് പ്രതിസന്ധി ഏറെയായിരുന്നു.
രക്ഷാപ്രവര്ത്തനത്തിന്റെ ആദ്യ മണിക്കൂറില് ഫയര്ഫോഴ്സ്, പോലീസ്, എന്ഡിആര്എഫ് ടീമുകളും നാട്ടുകാരും സംയുക്തമായി താത്ക്കാലിക സംവിധാനമെന്ന നിലയില് കയറും ജെസിബിയും ഉപയോഗിച്ച് സിപ്പ്ലൈന് നിര്മ്മിച്ചത് ആദ്യഘട്ട രക്ഷാപ്രവര്ത്തനത്തിൽ നിര്ണായകമായി.
സിപ്പ്ലൈന് മുഖേനയാണ് ഗുരുതരമായി പരിക്കേറ്റവരെ മറുകരയിൽ എത്തിച്ചത്. സ്ത്രീകളെയും കുട്ടികളെയും ആദ്യം രക്ഷപ്പെടുത്തി. ഇത് വളരെയധികം വെല്ലുവിളി നിറഞ്ഞതായിരുന്നു. തുടര്ച്ചയായുള്ള കനത്ത മഴ, വെള്ളത്തിന്റെ കുത്തൊഴുക്ക്, ഇരുട്ട് എന്നിവ രക്ഷാപ്രവര്ത്തനത്തിന് തടസ്സങ്ങള് സൃഷ്ടിച്ചു.
ഇതേ സിപ്പ്ലൈന് മുഖേന മുണ്ടക്കൈ ഭാഗത്തേക്ക് ഭക്ഷണം, മരുന്ന്, ആരോഗ്യ സംഘത്തെയും എത്തിച്ചു. കൂടാതെ ആളുകളെ എയര്ലിഫ്റ്റ് ചെയ്യാന് ഹെലികോപ്റ്റര് മാര്ഗ്ഗവും ഉപയോഗപ്പെടുത്തി. മുണ്ടക്കൈ-അട്ടമല- പുഞ്ചിരിമട്ടം പ്രദേശത്തെ ആളുകളെ അതിവേഗം ചൂരല്മലയിലേക്ക് എത്തിക്കാന് ചൂരല്മലയില് സൈന്യം നിര്മ്മിച്ച ഉരുക്കുപാലം (ബെയ്ലി പാലം) രക്ഷാദൗത്യത്തിന്റെ നാഴിക കല്ലായി. ജൂലൈ 31 ന് നിര്മ്മാണം ആരംഭിച്ച പാലം ഓഗസ്റ്റ് ഒന്നിന് വൈകിട്ടോടെ 36 മണിക്കൂറിലെ കഠിന ശ്രമത്താലാണ് നിര്മ്മാണം പൂര്ത്തിയാക്കിയത്. ആര്മിയുടെ മദ്രാസ് എന്ജിനീയറിങ് ഗ്രൂപ്പിലെ 250 സൈനികരാണ് ബെയ്ലി പാലം നിര്മ്മാണത്തിന് നേതൃത്വം നല്കിയത്.
ബെയ്ലി പൂര്ത്തിയായത്തോടെ വിവിധയിടങ്ങളില് കുടുങ്ങിയവരെ അതിവേഗം സുരക്ഷാ കേന്ദ്രങ്ങളിലേക്ക് മാറ്റി. എന്ഡിആര്എഫിന്റെ 126, മദ്രാസ് എന്ജിനീയറിങ് ഗ്രൂപ്പ് (എംഇജി) 154, പ്രതിരോധ സുരക്ഷാ സേന (ഡിഎസ്സി) 187, നാവിക സേനയുടെ രണ്ടു ടീമുകളിലായി 137, ഫയര്ഫോഴ്സ് 360, കേരള പോലീസ് 1286, എംഎംഇ പാങ്ങോട് ബ്രിഗേഡ് 89, എസ്ഡിആര്എഫ് സേനകളില് നിന്നും 60, ഹൈ ആള്ട്ടിട്ട്യൂഡ് ടീം 14, കോസ്റ്റ് ഗാര്ഡ് 26, ടെറിട്ടോറിയല് ആര്മി 45, ടിഎന്ഡിആര്എഫ് 21, ഫോറസ്റ്റ്, തമിഴ്നാട് ഫയര്ഫോഴ്സ്, സ്പെഷ്യല് ഓപ്പറേഷന് ഗ്രൂപ്പ്, മെഡിക്കല് ടീം, ദേശീയ ദുരന്തനിവാരണ അതോറിറ്റി ഡെല്റ്റ സ്ക്വാഡ്, നേവല്, കഡാവര് ഉള്പ്പെടെയുള്ള കെ – 9 ഡോഗ് സ്ക്വാഡ്, ആര്മി കെ -9 ഡോഗ് സ്ക്വാഡുകള് എന്നിവ രക്ഷാപ്രവര്ത്തനത്തിനായി ദുരന്ത മേഖലയിലെത്തി.
ജില്ലാ ഡോഗ് സ്ക്വാഡിന്റെ മാഗി, കൊച്ചി സിറ്റി പോലീസ് ഡോഗ് സ്ക്വാഡിലെ മായ, മര്ഫി എന്നീ നായകൾ, ദുരന്താവശിഷ്ടങ്ങള് എത്തിയ നിലമ്പൂരില് ഇടുക്കി ഡോഗ് സ്ക്വാഡ് എന്നിവയുടെ സേവനവും രക്ഷാപ്രവര്ത്തനത്തിന് ഉപയോഗപ്പെടുത്തി. സെര്ച്ച് ആന്ഡ് റസ്ക്യു, എക്സ്പ്ലോഷര്, ട്രാക്കര്, നര്ക്കോട്ടിക്ക്, കടാവര് തുടങ്ങിയ ട്രേഡുകളിലെ പോലീസ് നായകളെ രക്ഷാപ്രവര്ത്തനത്തിന് നിയോഗിച്ചു.
ജെസിബി, ക്രെയിന്, ഹിറ്റാച്ചി, ഓഫ് റോഡ് വാഹനങ്ങള് രക്ഷാപ്രവര്ത്തനത്തില് സജ്ജീവമായിരുന്നു. ദുരന്ത പ്രദേശത്ത് ജനകീയ തിരച്ചിലിന് രണ്ടായിരത്തിലധികം ആളുകളാണ് പങ്കെടുത്തത്.
ദുരന്തബാധിതര്ക്ക് തണലൊരുക്കാന് എല്സ്റ്റണ് എസ്റ്റേറ്റില് ഭൂമി ഏറ്റെടുത്തു
മുണ്ടക്കൈ-ചൂരല്മല ദുരന്തബാധിതരെ പുനരധിവസിപ്പിക്കാന് സര്ക്കാര് കല്പ്പറ്റ വില്ലേജിലെ എല്സ്റ്റണ് എസ്റ്റേറ്റില് ബ്ലോക്ക് 19, റീ സര്വ്വെ നമ്പര് 88 ലെ 64.4705 ഹെക്ടര് ഭൂമി ഏറ്റെടുത്തു. എല്സ്റ്റണ് എസ്റ്റേറ്റില് ടൗണ്ഷിപ്പ് നിര്മ്മാണത്തിനായി 43.77 കോടി രൂപ ഹൈക്കോടതി രജിസ്ട്രാര് ജനറലിന്റെ അക്കൗണ്ടില് കെട്ടിവെച്ചാണ് സര്ക്കാര് ഭൂമി ഏറ്റെടുത്തത്. ഹൈക്കോടതി ഉത്തരവിന്റെ അടിസ്ഥാനത്തില് 26 കോടി രൂപ ആദ്യം കെട്ടിവെച്ചു. എന്നാല് എല്സ്റ്റണ് എസ്റ്റേറ്റ് ഉടമകള് സുപ്രീം കോടതിയില് നല്കിയ ഹര്ജിയുടെ അടിസ്ഥാനത്തില് അധിക നഷ്ടപരിഹാര തുകയായ 17.77 കോടി രൂപ കൂടി കോടതിയില് കെട്ടിവെച്ചു. അതിജീവിതര്ക്ക് സുരക്ഷിത സ്ഥലം വാസയോഗ്യമാക്കുകയെന്ന ലക്ഷ്യത്തോടെ സംസ്ഥാന സര്ക്കാര് ഏപ്രില് 11 ന് എല്സ്റ്റണിലെ ഭൂമി സ്വന്തമാക്കി. ഭൂമി ഏറ്റെടുത്തതിന് തൊട്ടടുത്ത ദിവസം നിര്മ്മാണ പ്രവര്ത്തനങ്ങള് ആരംഭിച്ചു
ടൗണ്ഷിപ്പില് 410 വീടുകള് ഒരുങ്ങും;മാതൃകാ വീട് പൂര്ത്തിയാവുന്നു
എല്ലാം നഷ്ടമായ ഒരുകൂട്ടം ജനതയുടെ സ്വപ്നമാണ് എല്സ്റ്റണ് എസ്റ്റേറ്റില് തയ്യാറാവുന്ന പുനരധിവാസ ടൗണ്ഷിപ്പ്. അതിജീവിതര്ക്കായി നിര്മ്മിക്കുന്ന ടൗണ്ഷിപ്പിന്റെ നിര്മ്മാണം അതിവേഗം പുരോഗമിക്കുകയാണ്. ടൗണ്ഷിപ്പില് ഒരുങ്ങുന്ന 410 വീടുകളിലായി 1662 ലധികം ആളുകള്ക്കാണ് തണലൊരുങ്ങുന്നത്. മാര്ച്ച് 27 ടൗണ്ഷിപ്പിന് മുഖ്യമന്ത്രി പിണറായി വിജയന് തറക്കലിട്ടു.
അഞ്ച് സോണുകളിലായി നിര്മ്മിക്കുന്ന 410 വീടുകളില് ആദ്യ സോണില് 140, രണ്ടാം സോണില് 51, മൂന്നാം സോണില് 55, നാലാം സോണില് 51, അഞ്ചാം സോണില് 113 എന്നിങ്ങനെ വീടുകളാണുള്ളത്. പ്രകൃതി ദുരന്തങ്ങള് അതിജീവിക്കാന് സാധിക്കും വിധം 1000 ചതുരശ്രയടിയില് ഒറ്റ നിലയില് പണിയുന്ന കെട്ടിടം ഭാവിയില് ഇരു നില നിര്മ്മിക്കാനുള്ള അടിത്തറയോടെയാണ് തയ്യാറാക്കുന്നത്. പ്രധാന കിടപ്പുമുറി, രണ്ട് മുറികള്, സിറ്റൗട്ട്, ലിവിങ്, സ്റ്റഡി റൂം, ഡൈനിങ്, അടുക്കള, സ്റ്റോര് ഏരിയ എന്നിവ വീടിന്റെ ഭാഗമായി ഉള്പ്പെടുന്നുണ്ട്. വീടുകള്ക്ക് പുറമെ പൊതു റോഡ്, ആരോഗ്യ കേന്ദ്രം, അങ്കണവാടി, പൊതുമാര്ക്കറ്റ്, കമ്മ്യൂണിറ്റി സെന്ററുകള് എന്നിവ നിര്മ്മിക്കും. ആരോഗ്യ കേന്ദ്രം, ആധുനിക അങ്കണവാടി, പൊതു മാര്ക്കറ്റ്, കമ്മ്യൂണിറ്റി സെന്റര് എന്നിവയും ടൗണ്ഷിപ്പില് നിര്മ്മിക്കും. ആരോഗ്യ കേന്ദ്രത്തില് ലബോറട്ടറി, ഫാര്മസി, പരിശോധന-വാക്സിനേഷന്-ഒബ്സര്വേഷന് മുറികള്, ഒപി, ടിക്കറ്റ് കൗണ്ടര് സൗകര്യങ്ങള് എന്നിവ സജ്ജീകരിക്കും. പൊതു മാര്ക്കറ്റില് കടകള്, സ്റ്റാളുകള്, ഓപ്പണ് മാര്ക്കറ്റ്, കുട്ടികള്ക്ക് കളി സ്ഥലം, പാര്ക്കിങ് എന്നിവ ഒരുക്കും. മര്ട്ടി പര്പ്പസ് ഹാള്, കളി സ്ഥലം, ലൈബ്രറി, സ്പോട്സ് ക്ലബ്ബ്, ഓപ്പണ് എയര് തിയേറ്റര് എന്നിവ കമ്മ്യൂണിറ്റി സെന്ററില് നിര്മ്മിക്കും. മാര്ച്ച് 27 ന് തറക്കല്ലിട്ടതിന് ശേഷം അഞ്ച് മാസങ്ങള് പിന്നിടുമ്പോള് ടൗണ്ഷിപ്പില് മാതൃകാ വീട് പൂര്ത്തിയാവുകയാണ്.
അടിയന്തര ധനസഹായമായി 13.21 കോടി
ദുരന്തത്തില് മരണപ്പെട്ട 298 പേരില് 220 പേരുടെ കുടുംബങ്ങള്ക്ക് അടിയന്തര ധനസഹായമായി സംസ്ഥാന ദുരന്ത നിവാരണ നിധി, മുഖ്യമന്ത്രിയുടെ ദുരിതാശ്വാസ നിധി എന്നിവയിൽ നിന്ന് ആറ് ലക്ഷം വീതം 13.21 കോടി (132190000) രൂപ വിതരണം ചെയ്തു. അടിയന്തര മരണാനന്തര ധനസഹായമായി 1036 കുടുംബങ്ങള്ക്ക് 10000 രൂപ വീതം 1.03 (10360000) കോടി രൂപ നല്കി.
ജീവനോപാധിയായി 10.09 കോടി
അതിജീവിതര്ക്ക് താത്ക്കാലിക ജീവനോപാധിയായി സംസ്ഥാന സര്ക്കാര് 11087 ഗുണഭോക്താക്കള്ക്ക് ആറ് ഘട്ടങ്ങളിലായി നല്കിയത് 10.09 (100998000) കോടി രൂപയാണ്. ദുരന്തം നടന്ന ഒരാഴ്ചയ്ക്കകം ഗുരുതര പരിക്കേറ്റ് ചികിത്സയില് കഴിഞ്ഞ 10 പേര്ക്ക് 5,54,000 രൂപയും ഒരാഴ്ചയില് കൂടുതല് പരിക്കേറ്റ് ചികിത്സയിലുണ്ടായ 27 പേര്ക്ക് 17,82,000 രൂപയും അടിയന്തര സഹായമായി നല്കി. അപ്രതീക്ഷിത ദുരന്തത്തില് തൊഴിലും ജീവനോപാധിയും നഷ്ടമായവര്ക്ക് ഒരു കുടുംബത്തിലെ മുതിര്ന്ന രണ്ടു വ്യക്തികള്ക്ക് ദിവസം 300 രൂപ പ്രകാരം 18000 രൂപ വീതം നല്കുന്നുണ്ട്.
അതിജീവിതര്ക്ക് താത്ക്കാലിക സംവിധാനമൊരുക്കി സര്ക്കാര്
ദുരന്തബാധിത മേഖലയിലെ അതിജീവിതര്ക്ക് താത്ക്കാലികമായി സുരക്ഷിത താമസ സൗകര്യം ഉറപ്പാക്കാന് സര്ക്കാര് ക്വാര്ട്ടേഴ്സുകള്, സ്വകാര്യ വ്യക്തികളുടെ വീടുകള് എന്നിവ വാടകയ്ക്ക് കണ്ടെത്തി നല്കി. താത്ക്കാലിക പുനരധിവാസ സംവിധാനത്തിന്റെ ഭാഗമായി 2024 ഓഗസ്റ്റ് മുതല് 2025 ജൂണ് വരെ വാടക ഇനത്തില് 4.3 കോടി (43414200) രൂപ നല്കി. 795 കുടുംബങ്ങള്ക്ക് താത്ക്കാലിക പുനരധിവാസം ഒരുക്കി.
ജില്ലയിലെ 60 ഓളം സര്ക്കാര് ക്വാര്ട്ടേഴ്സുകള് താത്ക്കാലിക പുനരധിവാസത്തിന് വിട്ടു നല്കി.
ആദ്യഘട്ടത്തില് 728 കുടുംബങ്ങളിലെ 2569 പേർ ക്യാമ്പുകളിൽ
