ഗുണമേന്മയുള്ള സേവനം നിശ്ചിത സമയത്തിനകം നല്‍കിയില്ലെങ്കിൽ അതും അഴിമതിയുടെ പരിധിയിൽ വരുമെന്നു വ്യവസായ മന്ത്രി പി.രാജീവ് പറഞ്ഞു. സേവനത്തിന്റെ ഗുണമേന്മ അളക്കുന്നത് നിര്‍വ്വഹണത്തിന്റെ  സമയം പരിഗണിച്ചാണ്. അതുറപ്പാക്കുന്നതാണ് വിവരാവകാശ നിയമമെന്നും മന്ത്രി പറഞ്ഞു.                                                                                                                                                                സസ്ഥാന വിവരാവകാശ കമ്മിഷന്‍ നിയോജക മണ്ഡലങ്ങളില്‍ സംഘടിപ്പിക്കുന്ന വിവരാവകാശ സെമിനാറുകളുടെ സംസ്ഥാനതല ഉദ്ഘാടനം കുസാറ്റില്‍ നിര്‍വ്വഹിക്കുകയായിരുന്നു മന്ത്രി.കൊളോണിയല്‍ കാലത്താണ് ജനങ്ങളെ സംശയക്കണ്ണോടെ കണ്ടിരുന്നത്. ഉദ്യോഗസ്ഥര്‍ ജനങ്ങളെ വിശ്വാസത്തിലെടുത്ത് പ്രവര്‍ത്തിക്കണം. ഏത് നിയമവും ആദ്യം മനസ്സിലാകേണ്ടത് ജനങ്ങള്‍ക്കാണ്. മുന്നില്‍ വരുന്ന പ്രശ്‌നങ്ങളെ മനസിലാക്കി വസ്തുതയെ അടിസ്ഥാനമാക്കി തീരുമാനമെടുക്കാന്‍ ഉദ്യോഗസ്ഥര്‍ക്ക് കഴിയണം. വിവരാവകാശത്തിന്റെ ശരിയായ വിനിയോഗം  ജനാധിപത്യം കൂടുതല്‍ പക്വമായി തീരുന്നു എന്നതിന്റെ  തെളിവാണെന്നും മന്ത്രി പറഞ്ഞു.നിയമത്തിന്റെ താല്പര്യങ്ങള്‍ സമയ ബന്ധിതമായി സംരക്ഷിക്കുന്നതിന് ഉദ്യോഗസ്ഥര്‍ ശ്രദ്ധിക്കണമെന്ന് ചടങ്ങില്‍ അധ്യക്ഷനായിരുന്ന മുഖ്യ വിവരാവകാശ കമ്മിഷണര്‍ വി.ഹരിനായര്‍ പറഞ്ഞു.വിവരാവകാശ നിയമത്തിന്റെ രണ്ടു പതിറ്റാണ്ടു കാലത്തെ സേവനങ്ങള്‍ ഉദ്യോഗസ്ഥര്‍ സ്വയം വിചാരണയ്ക്ക് വിധേയമാക്കണമെന്ന് വിഷയം അവതരിപ്പിച്ച വിവരാവകാശ കമ്മിഷണർ ഡോ.എ. അബ്ദുല്‍ ഹക്കിം പറഞ്ഞു. ഭരണഘടനാ മൂല്യങ്ങളെ ശക്തിപ്പെടുത്താനും സംരക്ഷിക്കാനും ഈ ആർ ടി ഐ അപേക്ഷകൾക്ക് സത്യസന്ധമായി മറുപടി നല്കുന്ന ഉദ്യോഗസ്ഥരെ കമ്മിഷൻ സംരക്ഷിക്കും. ഉദ്യോഗസ്ഥർ ആരുടെയും വഴിച്ചെണ്ടകളെല്ലെന്നും  അദ്ദേഹം പറഞ്ഞു. നിയമത്തെ  അമ്മ കുഞ്ഞിനെ എന്നപോലെ പരിപാലിക്കണം. അതിനായി ഉദ്യോഗസ്ഥര്‍ ജനപക്ഷത്തുനിന്ന് പ്രവര്‍ത്തിക്കണം.കമ്മിഷണര്‍മാരായ ഡോ.കെ.എം ദിലീപ്,ഡോ.സോണിച്ചന്‍ പി.ജോസഫ്,അഡ്വ. ടി.കെ. രാമകൃഷ്ണന്‍ എന്നിവര്‍ സംവാദം നയിച്ചു. സംസ്ഥാന വിവരാവകാശ കമ്മീഷന്‍ സെക്രട്ടറി എസ്. സജു, പബ്ലിക് ഇന്‍ഫര്‍മേഷന്‍ ഓഫീസര്‍മാര്‍, അപ്പില്‍ അധികാരികള്‍,  ഉദ്യോഗസ്ഥര്‍ എന്നിവര്‍ പങ്കെടുത്തു.
