പെന്‍ഷന്‍ പ്രായം ഉയര്‍ത്തില്ല; ഭരണപരിഷ്ക്കാര കമ്മീഷന്‍ ശുപാര്‍ശകള്‍ ഭേദഗതികളോടെ അംഗീകരിച്ചു :നാലാം ഭരണപരിഷ്ക്കാര കമ്മീഷന്റെ ശുപാര്‍ശകള്‍ പരിശോധിക്കാന്‍ നിയോഗിച്ച ചീഫ് സെക്രട്ടറി അധ്യക്ഷയായ സെക്രട്ടറിതല സമിതിയുടെ ശുപാര്‍ശകള്‍ ഭേദഗതികളോടെ മന്ത്രിസഭായോഗം അംഗീകരിച്ചു. പെന്‍ഷന്‍ പ്രായം 60 ആയി ഉയര്‍ത്തണമെന്ന ശുപാര്‍ശ അംഗീകരിക്കേണ്ടതില്ലെന്ന് തീരുമാനിച്ചു. KSR, KS&SSRs, Conduct rules എന്നിവ സംയോജിപ്പിച്ച് കേരള സിവില്‍ സര്‍വ്വീസ് കോഡ് രൂപീകരിക്കും. ഇതിനായി ഉദ്യോഗസ്ഥ ഭരണപരിഷ്ക്കാര വകുപ്പിനെ ചുമതലപ്പെടുത്തി. സബോഡിനേറ്റ് സര്‍വ്വീസിലും സ്റ്റേറ്റ് സര്‍വ്വീസിലും പ്രൊബേഷന്‍ ഒരു തവണ മാത്രമാകും. എല്ലാ വകുപ്പുകളും രണ്ട് വര്‍ഷത്തിനകം വിശേഷാല്‍ ചട്ടങ്ങള്‍ രൂപീകരിക്കുന്നതിന് നിര്‍ദ്ദേശം നല്‍കും. പ്രത്യേക ലക്ഷ്യത്തോടുകൂടി സൃഷ്ടിക്കപ്പെടുന്ന തസ്തികകള്‍ ലക്ഷ്യം പൂര്‍ത്തിയായാല്‍ അവസാനിപ്പിക്കും. പ്രസ്തുത വകുപ്പിലെ ജീവനക്കാരെ ആവശ്യമായ മറ്റ് വകുപ്പുകളിലേക്ക് പുനര്‍വിന്യസിക്കും. സ്ഥലം മാറ്റം സംബന്ധിച്ച തര്‍ക്കം പരിഹരിക്കുന്നതിനായി സര്‍വ്വീസ് സംഘടനാ പ്രതിനിധികളെ ഉള്‍പ്പെടുത്തി സംയുക്ത സമിതി രൂപീകരിക്കും. ഏതെങ്കിലും തസ്തികയിലേക്ക് സ്ഥാനക്കയറ്റം ലഭിക്കാന്‍ പ്രത്യേകമായ പരിജ്ഞാനം (Skill) ആവശ്യമാണെങ്കില്‍ അത് ആര്‍ജിക്കാന്‍ അര്‍ഹതാപരീക്ഷ നടത്തുന്നതിനുള്ള ശുപാര്‍ശ തത്വത്തില്‍ അംഗീകരിച്ചു. നിയമനാധികാരികള്‍ എല്ലാ വര്‍ഷവും ഒഴിവുകള്‍ പി എസ് സിക്ക് റിപ്പോര്‍ട്ട് ചെയ്യേണ്ടതാണ്. റിപ്പോര്‍ട്ട് ചെയ്യുന്ന ഒഴിവുകള്‍ റദ്ദു ചെയ്യാന്‍ പാടില്ല. തസ്തികകള്‍ ഒഴിവു വരുന്ന ദിവസം പ്രധാനമായി പരിഗണിക്കണം. റാങ്ക് ലിസ്റ്റ് നിലവിലുള്ള തസ്തികകളില്‍ എംപ്ലോയ്മെന്‍റ് നിയമനം പാടില്ല. ഓരോ തസ്തികകളിലെയും ഒഴിവുകള്‍ സ്പാര്‍ക്ക് മുഖേന ലഭ്യമാക്കേണ്ടതാണ്. പെന്‍ഷന്‍ പറ്റുന്ന ജീവനക്കാരുടെ ആനുകൂല്യങ്ങള്‍ സംബന്ധിച്ച കാര്യങ്ങള്‍ ലഘൂകരിക്കും. സെക്രട്ടറിയേറ്റിലെ ലിങ്ക് ഓഫീസ് സംവിധാനം എല്ലാ ഓഫീസിലും ഏര്‍പ്പെടുത്തും. ബൈ ട്രാന്‍സ്ഫര്‍ മുഖേനയുള്ള എല്ലാ നിയമനങ്ങളും പി എസ് സി നടത്തുന്ന തെരഞ്ഞെടുപ്പ് പ്രക്രിയയുടെ ഭാഗമാക്കണം. പ്രസ്തുത റാങ്ക് ലിസ്റ്റിന്‍റെ കാലാവധി, തസ്തികയിലേക്കുള്ള മുഖ്യ ലിസ്റ്റിന്‍റെ കാലാവധി കഴിയുമ്പോള്‍ അവസാനിക്കണം. ഭിന്നശേഷിക്കാര്‍ക്കായി സംവരണം ചെയ്തിട്ടുള്ള തസ്തികകളില്‍ നിയമനം വേഗത്തിലാക്കാന്‍ അംഗപരിമിതര്‍ക്കനുസൃതമായി അനുയോജ്യമായ തസ്തികകളെയും യോഗ്യതകളെയും സംബന്ധിച്ച് വ്യക്തത വരുത്തണം. എല്ലാ ജീവനക്കാര്‍ക്കും വാര്‍ഷിക ആരോഗ്യ പരിശോധന ഏര്‍പ്പെടുത്തും. വിരമിക്കുന്നതിന് ഒരു മാസം മുമ്പ് ജീവനക്കാരന്‍റെ പേരിലുള്ള അച്ചടക്ക നടപടികള്‍ പൂര്‍ത്തീകരിക്കണം. മുനമ്പം; മൂന്നു മാസത്തിനുള്ളിൽ റിപ്പോർട്ട് സമർപ്പിക്കും :മുനമ്പം വിഷയത്തിൽ ഉടമസ്ഥത സംബന്ധിച്ച് ശാശ്വത പരിഹാരം കണ്ടെത്തി, സർക്കാർ സ്വീകരിക്കേണ്ട നടപടികൾ ശുപാർശ ചെയ്യാൻ കമ്മീഷൻ ഓഫ് എൻക്വയറീസ് ആക്‌ട് പ്രകാരം നിയോഗിച്ച ജുഡീഷ്യൽ കമ്മീഷന്‍ മൂന്നു മാസത്തിനുള്ളിൽ റിപ്പോർട്ട് സമർപ്പിക്കാൻ ആവശ്യപ്പെടും. ഹൈക്കോടതി ആക്ടിംഗ് ചീഫ് ജസ്റ്റിസ് ആയിരുന്ന ജസ്റ്റിസ് സി.എൻ. രാമചന്ദ്രൻ നായര്‍ ജുഡിഷ്യല്‍ കമ്മീഷന്റെ പരിഗണനാ വിഷയങ്ങൾ തയ്യാറാക്കുന്നതിന് ചീഫ് സെക്രട്ടറിയെ ചുമതലപ്പെടുത്തി. കമ്മിഷന് ആവശ്യമായ ഓഫീസും ഇതര സംവിധാനങ്ങളും സമയബന്ധിതമായി ഏർപ്പെടുത്താൻ എറണാകുളം ജില്ലാ കളക്ടറെ ചുമതലപ്പെടുത്തി.വിഴിഞ്ഞം; സപ്ലിമെന്‍ററി കണ്‍സഷന്‍ കരാറില്‍ ഏര്‍പ്പെടുന്നതിന് അനുമതി :വിഴിഞ്ഞം അന്താരാഷ്ട്ര തുറമുഖ പദ്ധതിയുമായി ബന്ധപ്പെട്ട് സംസ്ഥാന സര്‍ക്കാരും അദാനി വിഴിഞ്ഞം പോർട്ട് പ്രൈവറ്റ് ലിമിറ്റഡും സപ്ലിമെന്‍ററി കണ്‍സഷന്‍ കരാറില്‍ ഏർപ്പെടും. ഇതിനുള്ള അനുമതി മന്ത്രിസഭായോഗം നല്‍കി. കരട് സപ്ലിമെന്‍ററി കണ്‍സഷന്‍ കരാര്‍ അംഗീകരിച്ചു. ആര്‍ബിട്രേഷന്‍ നടപടികള്‍ പിന്‍വലിച്ചതിനെ തുടര്‍ന്നാണ് സപ്ലിമെന്‍ററി കരാര്‍ ആവശ്യമായി വന്നത്. നിയമ വകുപ്പിന്‍റെയും അഡ്വക്കറ്റ് ജനറലിന്‍റെയും ഉപദേശം തേടിയ ശേഷമാണ് സപ്ലിമെന്‍ററി കരാറിന് മന്ത്രിസഭ അനുമതി നല്‍കിയത്. കരാര്‍ പ്രകാരം 2045ല്‍ പൂര്‍ത്തീകരിക്കേണ്ട വിഴിഞ്ഞം തുറമുഖത്തിന്‍റെ രണ്ടാമത്തെയും അവസാനത്തെയും ഘട്ടപ്രവര്‍ത്തികള്‍ 2028 ഓടെ പൂര്‍ത്തീകരിക്കും. നേരത്തെയുള്ള കരാറില്‍ നിന്ന് വ്യത്യസ്തമായി തുറമുഖത്തിന്‍റെ മുഴുവന്‍ ഘട്ടങ്ങളും ഇതോടെ പൂര്‍ത്തിയാകും. ഇതുവഴി 4 വര്‍ഷത്തിനകം 10,000 കോടി രൂപയുടെ പുതിയ നിക്ഷേപത്തിന് അദാനി പോര്‍ട്ട് വഴിയൊരുക്കും. പദ്ധതി പൂര്‍ത്തിയാകുന്നതോടെ തുറമുഖത്തിന്‍റെ കുറഞ്ഞ ശേഷി 30 ലക്ഷം ടി ഇ യു ആവും.കോവിഡും ഓഖി, പ്രളയം ഉള്‍പ്പെടെയുള്ള പ്രകൃതിക്ഷോഭങ്ങളും കണക്കിലെടുത്ത് പദ്ധതി കാലയളവ് 5 വര്‍ഷം നീട്ടി നല്‍കും. പദ്ധതിക്ക് കാലതാമസം വന്നതിനാല്‍ പിഴയായ 219 കോടി രുപയില്‍ 43.8 കോടി രൂപ സംസ്ഥാനം പിഴയായി ഇടാക്കും. ബാക്കി തുക 2028 വരെ തടഞ്ഞുവെക്കും. 2028ല്‍ പദ്ധതി സമ്പൂര്‍ണമായി പൂര്‍ത്തീകരിക്കാന്‍ കഴിയാത്ത സാഹചര്യം ഉണ്ടായാല്‍ കരാര്‍ കാലാവധി അഞ്ച് വര്‍ഷം നീട്ടിയത് റദ്ദു ചെയ്യും. തടഞ്ഞുവെച്ച തുകയും സര്‍ക്കാര്‍ വസൂലാക്കും. യാത്രാബത്ത അനുവദിക്കും :കുടുംബശ്രീ മിഷനില്‍ സിഡിഎസ് ചെയര്‍പേഴ്സണ്‍ ഒഴികെയുള്ള സിഡിഎസ് (Community Development Societies) അംഗങ്ങള്‍ക്ക് യാത്രാബത്തയായി പ്രതിമാസം 500 രൂപ അനുവദിക്കും. വാഹാനാപകടം; മരണപ്പെട്ടവരുടെ ആശ്രിതരെ കണ്ടെത്താന്‍ നടപടി :തൃശ്ശൂര്‍ നാട്ടികയില്‍ കഴിഞ്ഞ ദിവസം ഉണ്ടായ വാഹാനാപകടത്തില്‍ മരണപ്പെട്ടവരുടെ ആശ്രിതരെ കണ്ടെത്താനുള്ള നടപടികള്‍ അടിയന്തരമായി സ്വീകരിക്കാന്‍ മന്ത്രിസഭായോഗം തീരുമാനിച്ചു. ആശ്രിതരെ കണ്ടെത്തി ധനസഹായം നല്‍കാനുള്ള തുടര്‍നടപടികള്‍ മുഖ്യമന്ത്രിതലത്തില്‍ സ്വീകരിക്കും. വയോജന കമ്മീഷന്‍ ഓര്‍ഡിനന്‍സ് :കരട് വയോജന കമ്മീഷന്‍ ഓര്‍ഡിനന്‍സ് മന്ത്രിസഭായോഗം അംഗീകരിച്ചു. ഇത് പുറപ്പെടുവിക്കുന്നതിന് ഗവര്‍ണറോട് ശുപര്‍ശ ചെയ്യും. വയോജനങ്ങളുടെ ക്ഷേമത്തിനായി മാർഗ്ഗനിർദ്ദേശങ്ങളും സഹായങ്ങളും നൽകുന്നതിനും, കഴിവുകൾ പൊതുസമൂഹത്തിലേക്ക് ഉപയുക്തമാക്കുന്നതിലേക്കാവശ്യമായ പ്രവർത്തനങ്ങൾ ഏറ്റെടുത്ത് നടത്തുന്നതിനും, വയോജന സംരക്ഷണത്തിനുള്ള നിയമങ്ങളിലോ, ഉത്തരവുകളിലോ ഉള്ള വ്യവസ്ഥകൾ നടപ്പിലാക്കുന്നതു സംബന്ധിച്ച പരിശോധന നടത്തുന്നതിനും, സർക്കാരിന്റെ വിവിധ വകുപ്പുകളെ ഏകോപിപ്പിക്കുകയുമാണ് ലക്ഷ്യം. ചെയര്‍മാനും മൂന്നില്‍ കുറയാത്ത അംഗങ്ങളും ഉണ്ടാകും. നിയമനം :കേരള പബ്ലിക്ക് സര്‍വ്വീസ് കമ്മീഷന്‍ അംഗമായി റിഷ ടി ഗോപാലിനെ നിയമിക്കുന്നതിന് ഗവര്‍ണറോട് ശുപാര്‍ശ ചെയ്യാന്‍ തീരുമാനിച്ചു. ഭേദഗതി :ഇന്ത്യന്‍ കോസ്റ്റ് ഗാര്‍ഡിന് പതിച്ചു നല്‍കിയ കോഴിക്കോട് ബേപ്പൂരിലെ 39 സെന്‍റ് ഭൂമി സര്‍ക്കാര്‍ നിശ്ചയിച്ച തുക പൂര്‍ണമായി ഒഴിവാക്കിയോ നാമമാത്ര തുക ഈടാക്കിയോ പതിച്ചു നല്‍കിയ ഉത്തരവില്‍ ഭേദഗതി വരുത്തും. റോയൽറ്റി, സീനിയറേജ് ചാർജ് ഇളവ് :വേമ്പനാട് കായലിലെ ദേശീയ ജലപാതയിൽ ഉൾപ്പെട്ടുവരുന്ന ഭാഗത്ത് നിന്ന് ഡ്രഡ്ജ് ചെയ്തെടുക്കുന്ന സ്പോയിൽ ദേശീയപാത66-ൻ്റെ വികസനവുമായി ബന്ധപ്പെട്ട പ്രവൃത്തികൾക്കുവേണ്ടി ദേശീയപാതാ അതോറിറ്റിക്ക് വില ഈടാക്കാതെ നൽകുന്നതിന് പൊതു താത്പര്യം മുൻനിറുത്തി അനുമതി നല്‍കും. ഈ സ്പോയിലിന് റോയൽറ്റി, സീനിയറേജ് ചാർജ് എന്നിവയിൽ വ്യവസ്ഥകളോടെ ഇളവ് നൽകും. ഈ തുക റോഡ് വികസനത്തിന് ചെലവാകുന്ന തുകയില്‍ നിന്ന് കുറയ്ക്കുവാന്‍ സാധിക്കുമോയെന്ന കാര്യം പരിശോധിക്കാന്‍ ദേശീയപാത അതോറിറ്റിയോട് അഭ്യര്‍ത്ഥിക്കുവാനും തീരുമാനിച്ചു. ഭൂമി കൈമാറ്റം :പറവൂര്‍ വില്ലേജിലെ 20.91ആര്‍ ഭൂമി പറവൂര്‍ കോടതി സമുച്ചയ നിര്‍മ്മാണത്തിന് രണ്ട് സേവന വകുപ്പുകള്‍ തമ്മിലുള്ള ഭൂമി കൈമാറ്റ വ്യവസ്ഥകള്‍ പ്രകാരം ഉടമസ്ഥാവകാശം റവന്യു വകുപ്പില്‍ നിലനിര്‍ത്തി കൈവശാവകാശം നിബന്ധനകള്‍ക്ക് വിധേയമായി നീതിന്യായ വകുപ്പിന് കൈമാറി നല്‍കിയ ഹൈക്കോടതി വിധിന്യായം നടപ്പിലാക്കാന്‍ തീരുമാനിച്ചു. പറവൂർ സബ് ട്രഷറി പ്രവർത്തിച്ചിരുന്ന 07.62 ആർ വിസ്തീർണ്ണമുള്ള സ്ഥലം നോർത്ത് പറവൂർ സബ് ട്രഷറി കെട്ടിടം നിർമ്മിക്കുന്നതിന് വേണ്ടി രണ്ട് സേവന വകുപ്പുകൾ തമ്മിലുള്ള ഭൂമി കൈമാറ്റ വ്യവസ്ഥകൾ പ്രകാരം ഉടമസ്ഥാവകാശം റവന്യൂ വകുപ്പിൽ നിലനിർത്തി കൈവശാവകാശം നിബന്ധനകൾക്ക് വിധേയമായി ട്രഷറി വകുപ്പിന് കൈമാറി നൽകും.ഭൂമി പതിച്ചു നൽകും :കാസർഗോഡ് ചീമേനി വില്ലേജിലെ 9 ഏക്കർ 46.5 സെൻ്റ് മിച്ചഭൂമി കൈവശം വച്ചുവരുന്ന 12 പേർക്ക് കേരള ഭൂപരിഷ്കരണ നിയമം 1963-ലെ വ്യവസ്ഥകൾക്കു വിധേയമായി കൈവശഭൂമി പതിച്ചു നൽകുവാൻ സംസ്ഥാന ലാൻഡ് ബോർഡ് സെക്രട്ടറിയ്ക്ക് നിർദ്ദേശം നൽകി. മിച്ചഭൂമി ഏറ്റെടുക്കുന്നതിന് മുൻപ് ക്രയസർട്ടിഫിക്കറ്റ് ലഭിച്ചവരോ, ക്രയസർട്ടിഫിക്കറ്റ് ലഭിച്ചവരിൽ നിന്നും ഭൂമി കൈമാറികിട്ടിയവരോ, വിലയ്ക്ക് വാങ്ങിയവരോ ആയവരും കൈവശഭൂമിയുടെ നികുതി മുൻപ് ഒടുക്കിയിരുന്നവരുമായ 3 പേരില്‍ നിന്നും തുടർന്നും ഭൂനികുതി സ്വീകരിയ്ക്കും. മിച്ചഭൂമിയായി ഏറ്റെടുക്കുന്നതിന് മുമ്പ് ഭൂമി കൈവശം വച്ചുവന്നിരുന്ന 5 പേർക്ക് ലാൻഡ് ക്രയസർട്ടിഫിക്കറ്റ് നൽകും. ഭൂമി പതിച്ചു കിട്ടുന്നതിന് അർഹരായ 4 പേര്‍ക്ക് കൈവശഭൂമി പതിച്ചു നൽകും.ഇളവ് അനുവദിച്ചു :ഇടുക്കി സര്‍ക്കാര്‍ മെഡിക്കല്‍ കോളേജിലെ റോഡ്, പ്രൊട്ടക്ഷന്‍ വര്‍ക്കിന്‍റെ ഭാഗമായ റീട്ടേയിനിങ്ങ് മതില്‍ എന്നിവയുടെ നിര്‍മ്മാണ പ്രവൃത്തികള്‍ വ്യവസ്ഥയില്‍ ഇളവ് അനുവദിച്ച് അവാര്‍ഡ് ചെയ്യാന്‍ തീരുമാനിച്ചു.ദര്‍ഘാസ് അനുവദിച്ചു :’JJM- Augmentation of ARWSS to Bharanikkavu, Thekkekkara, Vallikkunnam and Krishnapuram Panchayaths’ എന്ന പദ്ധതിക്ക് കീഴിലുള്ള ജൽ ജീവൻ മിഷൻ പ്രവൃത്തിക്ക് ലഭിച്ച ദര്‍ഘാസ് അനുവദിച്ചു.തസ്തിക :പയ്യന്നൂരിലെ ഫിഷറീസ് കോളേജിൽ രണ്ടാം വർഷ ബി.എഫ്.എസ്.സി. കോഴ്സിൻ്റെ പ്രവർത്തനത്തിന് രണ്ട് അസോസിയേറ്റ് പ്രൊഫസറുടെയും ഒരു ലാബ് അസ്സിസ്റ്റന്റിന്റെയും തസ്തികകൾ സൃഷ്ടിച്ചു. തസ്തികകൾ കരാർ നിയമനത്തിലൂടെ നികത്തണം എന്ന വ്യവസ്ഥയ്ക്ക് വിധേയമായാണിത്. മുഖ്യമന്ത്രിയുടെ ദുരിതാശ്വാസ നിധിയിൽ നിന്നുള്ള തുക വിതരണം :2024 നവംബർ 20 മുതൽ 26 വരെ മുഖ്യമന്ത്രിയുടെ ദുരിതാശ്വാസനിധിയിൽ നിന്നും 4,44,79,750 രൂപയാണ് വിതരണം ചെയ്തത്. 1386 പേരാണ് വിവിധ ജില്ലകളിൽ നിന്നുള്ള ഗുണഭോക്താക്കൾ.ജില്ലതിരിച്ചുള്ള വിവരങ്ങൾ,തിരുവനന്തപുരം 28 പേർക്ക് 5,75,000 രൂപ കൊല്ലം 25 പേർക്ക് 10,95,000 രൂപ പത്തനംതിട്ട 112 പേർക്ക് 44,80,000 രൂപ ആലപ്പുഴ 62 പേർക്ക് 37,31,000 രൂപകോട്ടയം 21 പേർക്ക് 7,15,000 രൂപഇടുക്കി 48 പേർക്ക് 25,89,000 രൂപഎറണാകുളം 28 പേർക്ക് 18,39,000 രൂപതൃശ്ശൂർ 360 പേർക്ക് 86,20,750 രൂപപാലക്കാട് 143 പേർക്ക് 33,17,000 രൂപമലപ്പുറം 214 പേർക്ക് 65,33,000 രൂപകോഴിക്കോട് 158 പേർക്ക് 41,29,000 രൂപവയനാട് 19 പേർക്ക് 9,55,000 രൂപകണ്ണൂർ 23 പേർക്ക് 5,84,000 രൂപകാസർകോട് 145 പേർക്ക് 53,17,000 രൂപ എന്നിങ്ങനെയാണ് വിതരണം ചെയ്തത്.
