ആഘോഷ പരിപാടികൾ നവംബർ 4 ന് മുഖ്യമന്ത്രി ഉദ്ഘാടനം ചെയ്യും

രജത ജൂബിലി നിറവിലെത്തിയ  കേരളാ ഇൻഫ്രാസ്ട്രക്ചർ ഇൻവെസ്റ്റ്മെന്റ് ഫണ്ട് ബോർഡിന്റെ  (കിഫ്ബി) ആഘോഷ പരിപാടികൾ നവംബർ 4 വൈകിട്ട് 6 ന് നിശാഗന്ധി ഓഡിറ്റോറിയത്തിൽ മുഖ്യമന്ത്രി പിണറായി വിജയൻ ഉദ്ഘാടനം ചെയ്യും. കിഫ്ബിയുടെ നേട്ടങ്ങൾ വിശദീകരിക്കുന്ന  സുവനീറും ഇംഗ്ലീഷ്-മലയാളം കോഫി ടേബിൾ ബുക്കും മുഖ്യമന്ത്രി പ്രകാശനം ചെയ്യും. മികച്ച പ്രവർത്തനം കാഴ്ചവച്ച പദ്ധതി നിർവഹണ ഏജൻസികൾ, കരാറുകാർ, മത്സര വിജയികൾ തുടങ്ങിയവർക്കുള്ള പുരസ്‌കാരങ്ങളും മുഖ്യമന്ത്രി വിതരണം ചെയ്യുമെന്ന് ധനകാര്യമന്ത്രി കെ.എൻ. ബാലഗോപാൽ മസ്കറ്റ് ഹോട്ടലിൽ നടന്ന വാർത്താസമ്മേളനത്തിൽ അറിയിച്ചു.

ധനകാര്യ മന്ത്രി കെ. എൻ. ബാലഗോപാൽ അദ്ധ്യക്ഷനാകുന്ന ചടങ്ങിൽ   വിവിധ മന്ത്രിമാർ, പ്രതിപക്ഷ നേതാവ്, എം.പിമാർ, എം.എൽ.എമാർ, ചീഫ് സെക്രട്ടറി, അഡീഷണൽ ചീഫ് സെക്രട്ടറി (ഫിനാൻസ്), പ്ലാനിംഗ് ബോർഡ് വൈസ് ചെയർമാൻ, മേയർ ആര്യാ രാജേന്ദ്രൻ, ജില്ലാ പഞ്ചായത്ത് പ്രസിഡന്റ് അഡ്വ. ഡി സുരേഷ് കുമാർ തുടങ്ങിയവർ സംബന്ധിക്കും.   കിഫ്ബി    അഡീഷണൽ സി.ഇ.ഒ. മിനി ആന്റണി സ്വാഗതം ആശംസിക്കും. സി.ഇ.ഒ. ഡോ. കെ.എം. എബ്രഹാം ‘നവകേരള ദർശനവും കിഫ്ബിയും’ എന്ന വിഷയം അവതരിപ്പിക്കും. കിഫ്ബി എക്സിക്യുട്ടീവ് ഡയറക്ടർ കെ.പി പുരുഷോത്തമൻ നന്ദി പറയും. ഉച്ചയ്ക്ക് 2 മുതൽ 4 വരെ കനകക്കുന്ന് കൊട്ടാരത്തിൽ സെമിനാർ സെഷൻ ഉണ്ടായിരിക്കും. ഉദ്ഘാടനത്തെ തുടർന്ന് 7.30 മുതൽ റിമി ടോമി നയിക്കുന്ന സംഗീത നിശ അരങ്ങേറും.

സുപ്രധാനമായ അടിസ്ഥാന സൗകര്യ വികസനങ്ങൾക്കായി ധനസമാഹരണം നടത്തുന്നതിന് സംസ്ഥാന ധനകാര്യ വകുപ്പിന് കീഴിൽ സ്ഥാപിതമായ കേന്ദ്രീകൃത ഏജൻസിയാണ് കിഫ്ബി. 1999-ലെ കേരള അടിസ്ഥാന സൗകര്യ നിക്ഷേപ നിധി നിയമ പ്രകാരം 1999 നവംബർ 11-നാണ് കിഫ്ബി നിലവിൽ വന്നത്. അടിസ്ഥാന സൗകര്യ വികസന മേഖലയിൽ കാലങ്ങളായി നിലനിന്നിരുന്ന വിടവ് നികത്തുക, സാമ്പത്തിക മേഖലയിൽ നിലനിന്നിരുന്ന മാന്ദ്യത്തെ ഫലപ്രദമായി പ്രതിരോധിക്കുക, സംസ്ഥാനത്തിന്റെ സമ്പദ് വ്യവസ്ഥയെ ഉത്തേജിപ്പിക്കുക എന്നീ ലക്ഷ്യങ്ങൾ കൈവരിക്കുന്നതിനായി 2016 ലെ നിയമ ഭേദഗതിയിലൂടെ കിഫ്ബിയെ കൂടുതൽ ശാക്തീകരിച്ചു. സംസ്ഥാനത്തിന്റെ പ്രധാന അടിസ്ഥാന സൗകര്യ വികസന മേഖലകളായ പൊതുമരാമത്ത്, ആരോഗ്യം, വിദ്യാഭ്യാസം, സാങ്കേതിക വിദ്യ, വ്യവസായം, ഗതാഗതം തുടങ്ങി ഏതാണ്ട് എല്ലാ മേഖലകളിലും കൈയ്യൊപ്പു ചാർത്തുവാൻ കിഫ്ബിക്ക് കഴിഞ്ഞിട്ടുണ്ട്.

ഭാവി വരുമാനത്തെ സുരക്ഷിതമാക്കിക്കൊണ്ട്, ഇരുപതോ ഇരുപത്തിയഞ്ചോ വർഷം കാത്തു നിൽക്കാതെ ആവശ്യമായ പശ്ചാത്തല സൗകര്യം ഉടൻ തന്നെ സൃഷ്ടിക്കുക എന്ന തത്ത്വമാണ് കിഫ്ബിയിലൂടെ നടപ്പിലാക്കി വരുന്നത്. സംസ്ഥാന വരുമാനത്തിന്റെ ചെറിയൊരു പങ്ക് വർഷം തോറും കിഫ്ബിക്ക് സർക്കാർ വിഹിതമായി ലഭ്യമാക്കിക്കൊണ്ടും, അതോടൊപ്പം റിസർവ്വ് ബാങ്കും സെബിയും അംഗീകരിച്ച നൂതന ധനസമാഹരണ മാർഗ്ഗങ്ങളിലൂടെ കിഫ്ബി നടത്തുന്ന തനതായ വിഭവസമാഹരണത്തിലൂടെയുമാണ് ഈ ലക്ഷ്യം കൈവരിക്കുന്നത്.

2016-ലെ നിയമ ഭേദഗതിയെത്തുടർന്ന് 2016-17-ലെ പുതുക്കിയ ബജറ്റിൽ വിവിധ മേഖലകളിലായി കിഫ്ബി വഴി ഏകദേശം 50,000 കോടി രൂപയുടെ അടിസ്ഥാന സൗകര്യ വികസന പ്രവർത്തനങ്ങൾ നടപ്പിലാക്കുമെന്ന് സർക്കാർ പ്രഖ്യാപിച്ചിരുന്നതിൽ നിന്നും സംസ്ഥാനത്തിന്റെ അടിസ്ഥാന സൗകര്യം മെച്ചപ്പെടുത്തുന്നതിൽ കിഫ്ബി ബഹുദൂരം സഞ്ചരിച്ചുകഴിഞ്ഞു. വിവിധ മേഖലകളിലെ കെട്ടിട നിർമ്മാണങ്ങൾ, പാലങ്ങൾ, റോഡുകൾ, മറ്റ് നവീകരണ പദ്ധതികൾ എന്നിവ പൂർത്തിയാക്കുവാൻ കിഫ്ബിയ്ക്ക് കഴിഞ്ഞു. നിലവിൽ 1190 പദ്ധതികളിലായി 90,562 കോടി രൂപയുടെ പദ്ധതികൾക്ക് അംഗീകാരം നൽകിക്കൊണ്ട് കിഫ്ബിയുടെ പ്രവർത്തനം മുന്നേറുകയാണ്. നിർമ്മാണ പദ്ധതികൾ, ദേശീയപാതകൾക്കും വ്യാവസായിക അടിസ്ഥാന സൗകര്യങ്ങൾക്കുമുള്ള ഭൂമി ഏറ്റെടുക്കൽ, ആരോഗ്യ, വിദ്യാഭ്യാസ സ്ഥാപനങ്ങൾക്കാവശ്യമായ ഉപകരണങ്ങൾ ലഭ്യമാക്കൽ എന്നിവ ഉൾപ്പെടെ വിവിധ പദ്ധതികൾക്കായി 37,388 കോടി രൂപ കിഫ്ബി ഇതിനോടകം ചെലവഴിച്ചിട്ടുണ്ട് എന്നത് അഭിമാനാർഹമായ നേട്ടമാണ്. അംഗീകാരം നൽകിയ പദ്ധതികളിൽ 21881 കോടി രൂപയുടെ പദ്ധതികൾ നിലവിൽ പൂർത്തീകരിച്ചിട്ടുള്ളതും 27,273 കോടി രൂപയുടെ പദ്ധതികളുടെ പ്രവൃത്തി പുരോഗമിച്ച് വരികയുമാണ്.

പൊതുമരാമത്ത് വകുപ്പിന് കീഴിൽ 104 പദ്ധതികളാണ് പൂർത്തീകരിച്ചിട്ടുള്ളത്. ഇതിന് പുറമെ നാഷണൽ ഹൈവേ വികസനത്തിന്റെ സ്ഥലമേറ്റെടുപ്പിന് സംസ്ഥാന വിഹിതമായി 5581 കോടി രൂപ കൈമാറിക്കഴിഞ്ഞു. മൊത്തം സ്ഥലമേറ്റെടുപ്പ് തുകയുടെ 25 ശതമാനം വഹിക്കുന്നത് സംസ്ഥാന സർക്കാരാണ്. കിഫ്ബിയിൽ നിന്നുമാണ് തുക ലഭ്യമാക്കിയിട്ടുള്ളത്. മലയോര ഹൈവേയുടെയും തീരദേശ ഹൈവേയുടെയും പ്രവൃത്തികൾ ഇതിനോടൊപ്പം പുരോഗമിച്ചു വരുന്നു.

ഇന്ത്യയിലെ ഏറ്റവും വലുതും ആദരണീയവുമായ തീർത്ഥാടന കേന്ദ്രങ്ങളിലൊന്നായ ശബരിമല ക്ഷേത്രം, നവംബർ മുതൽ ജനുവരി വരെയുള്ള തീർത്ഥാടന സീസണിൽ പ്രതിവർഷം 40 മുതൽ 50 ദശലക്ഷം വരെ ഭക്തരെ ആകർഷിക്കുന്നു. ആത്മീയ പ്രാധാന്യം ഉണ്ടായിരുന്നിട്ടും, ക്ഷേത്രമേഖല വളരെക്കാലമായി അടിസ്ഥാന സൗകര്യങ്ങളുടെ അപര്യാപ്തത നേരിട്ടു വന്നിരുന്നു, പ്രത്യേകിച്ച് താമസ സൗകര്യം, ശുദ്ധജലം, ശുചിത്വമുള്ള വിശ്രമമുറികൾ, മതിയായ പാർക്കിംഗ് സൗകര്യങ്ങൾ തുടങ്ങിയ അടിസ്ഥാന സൗകര്യങ്ങൾ ഒരുക്കുന്നതിൽ. ഈ വെല്ലുവിളികളെ നേരിടുന്നതിനും തീർത്ഥാടകരുടെ അമിതമായ ഒഴുക്ക് നിയന്ത്രിക്കുന്നതിനുമായി കേരള സർക്കാർ കിഫ്ബി വഴി ആകെ 126.94 കോടി രൂപയുടെ സാമ്പത്തിക അനുമതിയോടെ ആരംഭിച്ച ‘ഇടത്താവള’ പദ്ധതിയുടെ വിവിധ പ്രവൃത്തികൾ പുരോഗമിച്ചുവരുന്നു. നിലവിൽ മണിയങ്കോട് ഇടത്താവളം, നിലക്കൽ വിരി (വിരി-3, 4 & 5) എന്നിവ പൂർത്തീകരിച്ചു.

ആരോഗ്യരംഗത്ത് കാതലായ മാറ്റങ്ങളാണ് കിഫ്ബി വരുത്തിയിട്ടുള്ളത്. തിരുവനന്തപുരം, കോട്ടയം മെഡിക്കൽ കോളേജുകളുടെ അടിസ്ഥാന സൗകര്യങ്ങൾ മെച്ചപ്പെടുത്തി. 9 താലൂക്ക് ആശുപത്രികളുടെയും 2 ജനറൽ ആശുപത്രികളുടെയും ഒരു ജില്ലാ ആശുപത്രിയുടെയും മലബാർ ക്യാൻസർ സെന്ററിന്റെയും പണികൾ പൂർത്തീകരിച്ചു. 45 ആശുപത്രികളിൽ ഡയാലിസിസ് യൂണിറ്റുകൾ സജ്ജമാക്കി. 49 ഐസൊലേഷൻ വാർഡുകളുടെ പണി പൂർത്തീകരിച്ചു.

വ്യവസായ രംഗത്ത് കിഫ്ബി മുഖേന വ്യവസായ പാർക്കുകൾക്കായുള്ള സ്ഥലമേറ്റെടുപ്പ് നടപടികൾ വിവിധ ഘട്ടങ്ങളിലാണ്. ഭൂമിയേറ്റെടുപ്പിന് ഭാരിച്ച തുക വേണ്ടിവരുന്ന നമ്മുടെ സംസ്ഥാനത്ത് വൻ തുക നൽകിയാണ് ഈ പദ്ധതികൾക്കായുള്ള സ്ഥലമേറ്റെടുപ്പ് നടത്തുന്നത്. ഈ പദ്ധതികൾ നടപ്പിലാക്കാൻ 20000 കോടി രൂപയുടെ ലാൻഡ് അക്വിസിഷൻ പൂളിൽ ഉൾപ്പെടുത്തിയാണ് കിഫ്ബി പണം നൽകുന്നത്.

ചെല്ലാനത്ത് നാളുകളായി നിലനിന്നിരുന്ന കടൽക്ഷോഭ ദുരിതത്തിന് ഇപ്പോൾ ശാശ്വത പരിഹാരമായിരിക്കുകയാണ്. അവിടെ തകർന്ന കടൽഭിത്തിയുടെ നവീകരണവും ഗ്രോയിൻ ഫീൽഡ് നിർമ്മാണവും പൂർത്തിയായി. കൂടാതെ കുടിവെള്ള ദൗർലഭ്യം പരിഹരിക്കുന്നതിനായി വിവിധ സ്ഥലങ്ങളിലായി ട്രാൻസ്മിഷൻ ലൈനുകൾ നടപ്പിലാക്കുന്നത് ഉൾപ്പെടെ 33 ജലവിതരണ പദ്ധതികൾ കിഫ്ബി ഫണ്ടിംഗിൽ പൂർത്തിയായി. 1,709 കോടി രൂപയുടെ ട്രാൻസ്ഗ്രിഡ് പദ്ധതികളാണ് കിഫ്ബി വഴി പൂർത്തിയാക്കിയത്. കഴിഞ്ഞ പത്ത് വർഷമായി സംസ്ഥാനത്ത് പവർ കട്ട് നടപ്പിലാക്കിയിട്ടില്ല എന്നത് ശ്രദ്ദേയമാണ്.

44,700 സ്‌കൂളുകളിൽ ഡിജിറ്റലൈസേഷൻ പൂർത്തിയാക്കി കഴിഞ്ഞു. പൊതുവിദ്യാഭ്യാസ വകുപ്പിന് കീഴിൽ 579 പുതിയ സ്‌കൂൾ കെട്ടിടങ്ങളാണ് പൂർത്തീകരിച്ച് കൈമാറിക്കഴിഞ്ഞത്. ഇതിന് പുറമെ മത്സ്യ-തുറമുഖ വകുപ്പിന് കീഴിൽ 50 സ്‌കൂൾ കെട്ടിടങ്ങളും നവീകരിച്ചിട്ടുണ്ട്.

താമരശ്ശേരി ചുരം റോഡിലെ തിരക്ക് കുറക്കുന്നതിനും കോഴിക്കോടിനും വയനാടിനുമിടയിൽ സുരക്ഷിതമായി എല്ലാ കാലാവസ്ഥയിലും റോഡ് കണക്റ്റിവിറ്റി ഉറപ്പാക്കുന്നതിനുമായി 8.11 കിലോമീറ്റർ നീളമുള്ള നാലുവരി ഇരട്ട തുരങ്കവും 625 മീറ്റർ നീളമുള്ള ഇരുവശത്തുമുള്ള അപ്രോച്ച് റോഡും ഉൾപ്പെടുന്ന ആനക്കാംപൊയിൽ-മേപ്പാടി ടണൽ റോഡ് നിർമ്മാണത്തിന്റെ പ്രാരംഭ നടപടികൾ ആരംഭിച്ചു. കിഫ്ബി വഴി 2135 കോടി രൂപയാണ് പദ്ധതിക്കായി അംഗീകരിച്ചിട്ടുള്ളത്.

പരമ്പരാഗത ചികിത്സാരീതികളെ ശാസ്ത്രീയമായി സാധൂകരിക്കുന്നതിനും ആധുനികവൽക്കരിക്കുന്നതിനും ഒരു ആയുർവേദ ഗവേഷണ സ്ഥാപനം സ്ഥാപിക്കേണ്ടത് അത്യാവശ്യമാണ്. ആയൂർവേദ വൈദ്യത്തിലെ നമ്മുടെ അറിവും അനുഭവസമ്പത്തും ക്രോഡീകരിച്ച് സൂക്ഷിക്കുന്നതിനും ഭാവി തലമുറയ്ക്ക് അത് പകർന്നു നൽകുന്നതിനും ഇത്തരം ഒരു ഗവേഷണ സ്ഥാപനം യാഥാർഥ്യമാക്കുന്നതിന്റെ അനിവാര്യത വളരെ വലുതാണ്. തെളിവുകൾ അടിസ്ഥാനമാക്കിയുള്ള ഗവേഷണം, ആയുർവേദ മരുന്നുകളുടെ മാനദണ്ഡീകരണം, നവീകരണം എന്നിവ പ്രോത്സാഹിപ്പിക്കുന്നതിലൂടെ ആയുർവേദത്തിന്റെ ആഗോള അംഗീകാരവും സുസ്ഥിര വളർച്ചയും ഉറപ്പാക്കുന്നതിനായി കിഫ്ബി വഴി കണ്ണൂരിലെ മട്ടന്നൂരിൽ അന്താരാഷ്ട്ര ആയുർവേദ ഗവേഷണ സ്ഥാപനം സ്ഥാപിക്കുന്നതിനായി സ്ഥലമേറ്റെടുപ്പ് ഉൾപ്പടെ കിഫ്ബി വഴി 204 കോടി രൂപയുടെ അംഗീകാരം നൽകി. 2026 ജനുവരിയോടെ പദ്ധതി പൂർത്തീകരണം ലക്ഷ്യമിടുന്നു.

കേശവദാസപുരം മുതൽ അങ്കമാലി വരെയുള്ള എം.സി റോഡിന്റെ വികസനമാണ് മറ്റൊരു മുഖ്യ പദ്ധതി. നാലുവരി പാതയായി വികസിപ്പിക്കാനാണ് ലക്ഷ്യം. ഇതോടൊപ്പം എം.സി റോഡുമായി ബന്ധപ്പെട്ട ജംഗ്ഷനുകളുടെയും ബൈപ്പാസുകളുടെയും വികസനം ലക്ഷ്യമിടുന്നുണ്ട്. ഇതിനായി 1900 കോടി രൂപയുടെ ഭരണാനുമതിയാണ് സർക്കാർ പുറപ്പെടുവിച്ചിട്ടുള്ളത്. ഇതിന്റെ ഭാഗമായി കൊട്ടാരക്കര ബൈപ്പാസിന്റെ സ്ഥലമേറ്റെടുപ്പ് നടപടികൾക്കായി കിഫ്ബി വഴി 110 കോടി രൂപ അംഗീകരിച്ച് കഴിഞ്ഞു. പദ്ധതിയുടെ വിശദമായ റിപ്പോർട്ട് പരിശോധനയിലാണ്.

മനുഷ്യ –വന്യജീവി സംഘർഷം ലഘൂകരിക്കുന്നതിന്റെ ഭാഗമായി 221 കോടി രൂപയുടെ പദ്ധതികളാണ് കിഫ്ബി വഴി അംഗീകരിച്ചിരിക്കുന്നത്.

ഭൂമി ഏറ്റെടുക്കൽ, നിക്ഷേപക സൗകര്യം എന്നിവയിൽ ശ്രദ്ധ കേന്ദ്രീകരിക്കുന്ന വിഴിഞ്ഞം – കൊല്ലം – പുനലൂർ ഗ്രോത്ത് ട്രയാംഗിൾ പദ്ധതി നടപ്പിലാക്കുന്നതിനായി കിഫ്ബിയുടെ കീഴിൽ ഒരു സ്പെഷ്യൽ പർപ്പസ് വെഹിക്കിൾ രൂപീകരിക്കുന്നതിന് അംഗീകാരം നൽകി. കമ്പനി രജിസ്ട്രേഷനുമായി മുന്നോട്ട് പോകാനായി മന്ത്രിസഭാ അംഗീകാരം ലഭ്യമാക്കുന്നതിനുള്ള നടപടികൾ പുരോഗമിച്ചു വരുന്നു. സംസ്ഥാനത്തിന്റെ തെക്കൻ മേഖലയെ ഊർജ്ജസ്വലമായ ഒരു വ്യാവസായിക സാമ്പത്തിക കേന്ദ്രമാക്കി മാറ്റുകയെന്ന വിഴിഞ്ഞം-കൊല്ലം-പുനലൂർ വ്യാവസായിക സാമ്പത്തിക വളർച്ചാ മുനമ്പ് (Vizhinjam Kollam Punalur Industrial and Economic Growth Triangle) എന്നൊരു ബൃഹത് പദ്ധതി നടപ്പാക്കുന്നതിന് കിഫ്ബിയുടെ കീഴിൽ ഒരു സ്പെഷ്യൽ പർപ്പസ് വെഹിക്കിൾ രൂപീകരിക്കുന്നത്. ഇന്ത്യയിലെ ഏറ്റവും വലിയ മദർഷിപ്പ് പോർട്ടായ വിഴിഞ്ഞം അന്താരാഷ്ട്ര ട്രാൻസ്ഷിപ്മെന്റ് തുറമുഖത്തിന്റെ സാധ്യതകൾ കേരളത്തിന് പ്രയോജനപ്പെടുത്തുന്നതിനാണ് ഈ പദ്ധതി രൂപകൽപ്പന ചെയ്തിരിക്കുന്നത്. ഈപദ്ധതി തെക്കൻ കേരളത്തിലെ സാമ്പത്തിക വളർച്ചയിൽ ഒതുങ്ങാതെ, തീരപ്രദേശങ്ങളെയും, മധ്യ മേഖലയെയും, മലയോര മേഖലയെയും പ്രധാന റോഡ് റെയിൽ ഇടനാഴികൾ വഴി വ്യവസായ ഇടനാഴിയുടെ ഭാഗമാക്കി കേരളത്തിന്റെ സമ്പൂർണ്ണ വികസനം ആണ് ലക്ഷ്യംവയ്ക്കുന്നത്. പദ്ധതി യാഥാർഥ്യമാക്കുന്നതിനായി പ്രാരംഭഘട്ടമായുള്ള ഉചിതമായ ഭൂമി കണ്ടെത്തലുകളും അതിനാവശ്യമായ പഠനങ്ങളും സമാന്തരമായി ആരംഭിച്ചുകഴിഞ്ഞു.
