പൊന്നാനി ലോക്‌സഭാ മണ്ഡലത്തിലെ തവനൂരിൽ പാസ്പോർട്ട്‌ സേവന കേന്ദ്രം ഉടൻ സ്ഥാപിക്കുമെന്ന് കേന്ദ്ര വിദേശകാര്യ മന്ത്രാലയ സെക്രട്ടറി (സിപിവി & ഒഐഎ) ശ്രീ. അരുൺ കുമാർ ചാറ്റർജി. കേന്ദ്ര വിദേശകാര്യ മന്ത്രാലയത്തിന് കീഴിൽ തിരുവനന്തപുരത്തുള്ള പ്രൊട്ടക്ടർ ഓഫ് എമിഗ്രന്റ്‌സ് (തിരുവനന്തപുരം & കൊച്ചി) വിദേശ റിക്രൂട്ട്‌മെന്റ് സംബന്ധിച്ച് സംഘടിപ്പിച്ച ഏകദിന ഗ്ലോബൽ മൊബിലിറ്റി കോൺക്ലേവിനെ അഭിസംബോധന ചെയ്യുകയായിരുന്നു അദ്ദേഹം. ഇതോടെ കേരളത്തിലെ എല്ലാ ലോക്സഭ മണ്ഡലത്തിലും പാസ്പോർട്ട് സേവാ കേന്ദ്രമോ തപാൽ ഓഫീസ് പാസ്സ്പോർട്ട് സേവാ കേന്ദ്രമോ നിലവിൽ വരുമെന്ന് അദ്ദേഹം പറഞ്ഞു. രാജ്യത്തെ എല്ലാ ലോക്സഭാ മണ്ഡലങ്ങളിലും പാസ്പോർട്ട് സേവാ കേന്ദ്രം സ്ഥാപിക്കുന്നതിന് ഇന്ത്യാ ഗവണ്മെന്റ് പ്രതിജ്ഞാബദ്ധമാണെന്നും അദ്ദേഹം ചൂണ്ടിക്കാട്ടി.

സംസ്ഥാന ഗവണ്മെന്റിന്റെ നേതൃത്വത്തിൽ മൂന്ന്  റിക്രൂട്ട്മെന്റ് ഏജൻസികൾ ഉള്ള ഏക സംസ്ഥാനമാണ് കേരളമെന്ന് സെക്രട്ടറി ചൂണ്ടിക്കാട്ടി. സുരക്ഷിതമായ നിയമപരമായ കുടിയേറ്റം പ്രോത്സാഹിപ്പിക്കുന്നതിൽ സംസ്ഥാന ഗവണ്മെന്റിന്റെ പ്രതിബദ്ധത ഇത് ചൂണ്ടിക്കാട്ടുന്നതായും അദ്ദേഹം അഭിപ്രായപ്പെട്ടു. വ്യാജ റിക്രൂട്ട്മെന്റ് തടയുന്നതിന് പ്രൊട്ടക്ടർ ഓഫ് എമിഗ്രന്റ്‌സിന്റെ നേതൃത്വത്തിൽ സംസ്ഥാന പോലീസുമായി സഹകരിച്ച്‌ നടത്തിയ ഓപ്പറേഷൻ മൈഗ്രേഷൻ ഷീൽഡ് മറ്റ് പ്രൊട്ടക്ടർ ഓഫ് എമിഗ്രന്റ്‌സിന്  മാതൃകയാണെന്നും കേന്ദ്ര വിദേശകാര്യ മന്ത്രാലയ സെക്രട്ടറി പറഞ്ഞു. കുടിയേറ്റം എന്നത് ഇന്ന് വെറും സംഖ്യകളിൽ ഒതുങ്ങുന്നതല്ല, മറിച്ച് അന്തസുള്ള, സുരക്ഷിതമായ, പൗരന്മാരുടെ അഭിലാഷങ്ങൾക്ക് അനുസൃതമായ രീതിയിലാണെന്നും അദ്ദേഹം പറഞ്ഞു. കോൺക്ലേവ് കാലിക പ്രസക്തമാണെന്നും  അരുൺ കുമാർ ചാറ്റർജി ചൂണ്ടിക്കാട്ടി. 

കോൺക്ലേവ് മുഖ്യമന്ത്രി ശ്രീ പിണറായി വിജയൻ ഉദ്ഘാടനം ചെയ്തു. കുടിയേറ്റം വിശ്വാസ്യയോഗ്യവും, സുരക്ഷിതവും, സുതാര്യവുമാക്കാനുള്ള നയരൂപീകരണമാണ് കോൺക്ലേവിന്റെ ലക്ഷ്യമെന്ന് മുഖ്യമന്ത്രി പറഞ്ഞു. സാധാരണക്കാരെ ചൂഷണം ചെയ്യുന്ന സ്ഥാപനങ്ങളെയും ഏജന്റുമാരെയും തിരിച്ചറിഞ്ഞു അവയെ തടയുക എന്നതാണ് സുരക്ഷിത കുടിയേറ്റം ഉറപ്പാക്കുന്നതിനുള്ള പ്രഥമ നടപടിയെന്നും ശ്രീ പിണറായി വിജയൻ അഭിപ്രായപ്പെട്ടു.
