 സെറ്റ്‌ടോപ് ബോക്സിന്റെ തകരാർ മൂലമാണ് ഡിസ്‌കണക്ടായതെന്നു സ്ഥാപനം വാദിച്ചെങ്കിലും തെളിവു ഹാജരാക്കാനായില്ല. പരാതിക്കാരൻ 2019ലെ ഉപഭോക്തൃസംരക്ഷണ നിയമപ്രകാരമുള്ള ഉപഭോക്താവല്ലെന്ന വാദവും കമ്മീഷൻ നിരാകരിച്ചു. 1995ലെ കേബിൾ നെറ്റ്‌വർക്ക് ആക്ട് പ്രകാരം തടസമില്ലാത്ത സേവനം നൽകുന്നതിൽ സ്ഥാപനത്തിനു വീഴ്ച വന്നുവെന്നും സേവനന്യൂനതയ്ക്ക് 5000 രൂപ പരാതിക്കാരനു നൽകണമെന്നും അഡ്വ. വി.എസ്. മനുലാൽ പ്രസിഡന്റും അഡ്വ. ആർ. ബിന്ദു, കെ.എം. ആന്റോ എന്നിവർ അംഗങ്ങളുമായുള്ള കമ്മിഷൻ ഉത്തരവിട്ടു.
