ഐ ടി വ്യവസായത്തിന് വലിയ മുന്നേറ്റമുണ്ടാകുന്ന സാഹചര്യമാണ് കേരളത്തിലെന്ന് മുഖ്യമന്ത്രി പിണറായി വിജയന്. രാജ്യാന്തര ഐ.ടി കമ്പനിയായ സോഹോ കോര്പ്പറേഷന്റെ ഇന്ത്യയിലെ രണ്ടാമത്തെ ഐ.ടി ക്യാമ്പസ് കൊട്ടാരക്കര നെടുവത്തൂരില് ഉദ്ഘാടനം ചെയ്യുകയായിരുന്നു അദ്ദേഹം.
കഴിഞ്ഞ ഒമ്പതു വര്ഷംകൊണ്ട് 6,000 കോടി രൂപയുടെ നിക്ഷേപമാണ് സ്റ്റാര്ട്ടപ്പുകള് മുഖേന കേരളത്തിലെത്തിയത്. 900 ലധികം ആശയങ്ങള്ക്ക് പ്രാരംഭഘട്ട ധനസഹായമായി 50 കോടി രൂപ അനുവദിച്ചിട്ടുണ്ട്. സ്റ്റാര്ട്ടപ്പുകളില് നിന്നും ഉത്പന്നങ്ങളും സേവനങ്ങളും സര്ക്കാര് വകുപ്പുകള്ക്ക് നേരിട്ട് വാങ്ങുന്നതിനുള്ള പരിധി 20 ലക്ഷത്തില് നിന്നും 50 ലക്ഷമാക്കി ഉയര്ത്തി; 151 സ്റ്റാര്ട്ടപ്പുകള്ക്ക് 32 കോടി രൂപയുടെ പ്രൊക്വയര്മെന്റ് ലഭിച്ചു.
ഐ ടി നിക്ഷേപകര് കേരളത്തിലേക്ക് കൂടുതലായി കടന്നുവരുന്നു. സംസ്ഥാനത്ത് ഐ ടി കയറ്റുമതി ഒരു ലക്ഷം കോടിയോട് അടുക്കുന്നു. കഴിഞ്ഞ ആഴ്ച ലുലു ഗ്രൂപ്പിന്റെ ഐ ടി പാര്ക്ക് എറണാകുളത്ത് പ്രവര്ത്തനമാരംഭിച്ചു. മറ്റൊരു 500 കോടി രൂപയുടെ നിക്ഷേപം കൂടി വാഗ്ദാനം ചെയ്തതായി മുഖ്യമന്ത്രി അറിയിച്ചു.
ഐ ടി മേഖലയില് നിലവില് ടെക്നോപാര്ക്ക്, ഇന്ഫോപാര്ക്ക്, സൈബര് പാര്ക്ക് എന്നിവിടങ്ങളിലായി ഒന്നര ലക്ഷത്തോളം പേര് തൊഴിലെടുക്കുന്നുണ്ട്. 2016 മുതല് ഇതുവരെ 66,000 ത്തോളം തൊഴിലവസരങ്ങള് സൃഷ്ടിച്ചു. കേരളത്തിലെ ഐ ടി പാര്ക്കുകളിലെ കമ്പനികളുടെ എണ്ണം 702 ല് നിന്നും 1,156 ആയി വര്ധിച്ചു. ഐ ടി കയറ്റുമതി 34,123 കോടി രൂപയില് നിന്നും 90,000 കോടി രൂപയായി. 155.85 ലക്ഷം ചതുരശ്രയടി ബില്റ്റപ്പ് സ്പേയ്സ് ഉണ്ടായിരുന്നത്, 223 ലക്ഷം ചതുരശ്രയടി ആയി വര്ധിപ്പിച്ചു.
ഈ സര്ക്കാരിന്റെ കാലത്ത് ആക്സെഞ്ച്വര്, എച്ച് സി എല്, ആര്മാദ, എക്വിഫാസ്, പ്രോചാന്റ്, ഗീക്യവോള്ഫ്, ഐ ബി എം, എം എസ് സി, സ്ട്രാഡ, റ്റി എന് പി, അഡേസ്സോ, മൈഗേറ്റ്, ടെക് മഹീന്ദ്ര, ക്വസ്റ്റ് ഗ്ലോബല് തുടങ്ങിയ ആഗോള കമ്പനികള് പ്രവര്ത്തനമാരംഭിച്ചു. യു എസ് ടി ഗ്ലോബല് ഐ ടി കാമ്പസ്, ബ്രിഗേഡ് എന്റര്പ്രൈസസിന്റെ വേള്ഡ് ട്രേഡ് സെന്റര് ടവര് 3, കാസ്പിയന് ടവര് 2, ജിയോജിത് ഐ ടി കാമ്പസ് തുടങ്ങിയ പ്രധാന കമ്പനികളുടെ പദ്ധതികള് പുരോഗമിക്കുകയാണ്.
നൂതന സാമഗ്രികളുടെ വികസനത്തിന്റെ കേന്ദ്രമായി കേരളത്തെ മാറ്റുന്നതിന് ഡിജിറ്റല് സര്വകലാശാല, സെന്റര് ഫോര് മെറ്റീരിയല്സ് ഇന് ഇലക്ട്രോണിക് ടെക്നോളജീസുമായി സഹകരിച്ച് ഗ്രാഫീനിനായുള്ള ഇന്ത്യ ഇന്നൊവേഷന് സെന്റര് കൊച്ചിയില് സ്ഥാപിച്ചിട്ടുണ്ട്. അനുബന്ധ വ്യവസായങ്ങളെ പ്രോത്സാഹിപ്പിക്കുന്നതിന് സംസ്ഥാനത്ത് ‘ഗ്രാഫീന് അറോറ പ്രോജക്ട്’ നടപ്പാക്കുന്നതിന് 98.85 കോടി രൂപയുടെ പദ്ധതിയും വിഭാവനം ചെയ്തിട്ടുണ്ട്.
സ്റ്റാര്ട്ടപ്പ് മേഖലയെ പരിപോഷിപ്പിക്കുന്നതിന്റെ ഭാഗമായി പ്രത്യേക സ്റ്റാര്ട്ടപ്പ് നയവും തുടര്ന്ന് സ്റ്റാര്ട്ടപ്പുകള്ക്കായി കോര്പ്പസ് ഫണ്ടും രൂപീകരിച്ചു. ആശയങ്ങള് കേള്ക്കാനും പ്രാവര്ത്തികമാക്കാനും കഴിയുന്ന വിധത്തിലേക്ക് സ്റ്റാര്ട്ടപ്പ് മിഷനെ മാറ്റിയെടുത്തു. സംസ്ഥാനത്തെ സ്റ്റാര്ട്ടപ്പുകളുടെ എണ്ണം 300 ല് നിന്ന് 6,400 ആയി വര്ധിപ്പിച്ചു.
2022 ലെ സ്റ്റാര്ട്ടപ്പ് റാങ്കിംഗില് കേരളം ടോപ്പ് പെര്ഫോര്മര് പദവിയിലെത്തി. ഗ്ലോബല് സ്റ്റാര്ട്ടപ്പ് എക്കോസിസ്റ്റം റിപ്പോര്ട്ട് പ്രകാരം അഫോഡബിള് ടാലന്റ് റാങ്കിംഗില് കേരളം ഏഷ്യയില് ഒന്നാമതാണ്. 2021 നും 2023 നുമിടയില് സ്റ്റാര്ട്ടപ്പ് മേഖലയില് 254 ശതമാനം വളര്ച്ച കൈവരിച്ചു.
വിദേശ വിപണിയിലേക്ക് സ്റ്റാര്ട്ടപ്പുകളുടെ പ്രവേശനം സുഗമമാക്കുന്നതിന് സ്റ്റാര്ട്ടപ്പ് ഇന്ഫിനിറ്റി കേന്ദ്രങ്ങള്ക്ക് തുടക്കം കുറിച്ചു.
അന്താരാഷ്ട്ര തലത്തില് സ്റ്റാര്ട്ടപ്പുകള്ക്ക് അവസരങ്ങള് നേടിക്കൊടുക്കുന്നതിന് ഇന്റര്നാഷണല് എക്സ്പോഷര് പ്രോഗ്രാമും നടത്തുന്നുണ്ടെന്നും ഇത്തരം പ്രവര്ത്തനങ്ങള് സോഹോ കോര്പ്പറേഷന് ഊര്ജ്ജമാകുമെന്നും മുഖ്യമന്ത്രി പറഞ്ഞു.
ധനകാര്യ വകുപ്പ് മന്ത്രി കെ എന് ബാലഗോപാല് അധ്യക്ഷനായി. പ്രാദേശിക സമ്പത്ത് വ്യവസ്ഥയെ ശക്തിപ്പെടുത്തുന്നതിന് വികേന്ദ്രീകരണ ഐ.ടി വികസനത്തിലൂടെ സാധ്യമാകുമെന്ന് അദ്ദേഹം പറഞ്ഞു. ധാരാളം സംരംഭകര് സ്റ്റാര്ട്ടപ്പുകളും കമ്പനികളും തുടങ്ങാന് മുന്നോട്ടുവരുന്നുണ്ട്. ഇവര്ക്കുള്ള അടിസ്ഥാന സൗകര്യങ്ങള് ഒരുക്കും.
വിജ്ഞാന സമ്പദ് വ്യവസ്ഥയിലാണ് കേരളത്തിന്റെ ഭാവിയെന്നും കൂട്ടിച്ചേര്ത്തു.
കേരള സ്റ്റാര്ട്ട് അപ് മിഷന് ഉള്പ്പെടെ വിവിധ കമ്പനികളുമായി ചേര്ന്ന് പ്രവര്ത്തിക്കുന്നതിന്റെ പ്രഖ്യാപനവും നിര്വഹിച്ചു.
കൊടിക്കുന്നില് സുരേഷ് എം.പി, ജില്ലാ പഞ്ചായത്ത് പ്രസിഡന്റ് ഡോ. പി കെ ഗോപന്, ഐ.എസ്.ആര്.ഒ മുന് ചെയര്മാന് ഡോ. എസ്. സോമനാഥ്, ഐ.ടി സെക്രട്ടറി ശ്രീറാം സാംബശിവറാവു, കേരള സ്റ്റാര്ട്ട് അപ് മിഷന് സി.ഇ.ഒ അനൂപ് അംബിക, സോഹോ കോര്പറേഷന് സി.ഇ.ഒ ശൈലേഷ് കുമാര് ധാവേ, സഹ സ്ഥാപകരായ ശ്രീധര് വെമ്പു, ടോണി ജി. തോമസ്, ആര് ആന്ഡ് ഡി സെന്റര് പ്രിന്സിപ്പല് റിസര്ച്ചര് ഡോ. ജയരാജ് പോരൂര്, പ്രോഗ്രാം മാനേജര് മഹേഷ് ബാല, ത്രിതല പഞ്ചായത്ത് പ്രതിനിധികള് തുടങ്ങിയര് പങ്കെടുത്തു.
ആദ്യഘട്ടത്തില് 250 പേര്ക്ക് ജോലി
കൊട്ടാരക്കര സോഹോയില് ആദ്യഘട്ടത്തില് 250 പേര്ക്ക് ജോലി ലഭ്യമാക്കും. വന്നഗരങ്ങള് കൂടാതെ ഗ്രാമ-ചെറു പട്ടണങ്ങളിലെ തൊഴില്നൈപുണ്യമുള്ളവരുടെ സേവനം ഐ.ടി മേഖലയില് ഉറപ്പാക്കുന്നതിന്റെ ഭാഗമായി സംസ്ഥാന സര്ക്കാര് മുന്നിട്ടാണ് പദ്ധതി കേരളത്തില് എത്തിച്ചത്. റോബോട്ടിക്സ്, നിര്മിതബുദ്ധി മേഖലകള് കേന്ദ്രീകരിച്ചാണ് പുതു സംരംഭങ്ങളുടെ പ്രവര്ത്തനം. ഒന്നര വര്ഷം മുന്പ് കൊട്ടാരക്കര ഐ.എച്ച്.ആര്.ഡി ക്യാമ്പസില് സ്റ്റാര്ട്ട് അപ് മിഷന്റെ സഹകരണത്തോടെ സ്ഥാപിച്ച ആര് ആന്ഡ് ഡി കേന്ദ്രത്തിന്റെ തുടര്ച്ചയാണ് പുതിയ സ്ഥാപനവും.
യുവജനങ്ങളുടെ കഴിവുകള് പരിപോഷിപ്പിക്കുന്നതിനും നൈപുണ്യ വിടവ് നികത്തുന്നതിനും കമ്പനി ഒരു ഇന്റേണ്ഷിപ് പ്രോഗ്രാം ആരംഭിച്ചിട്ടുണ്ട്. ആദ്യത്തെ മൂന്ന് മാസത്തേക്ക് പരിശീലനാര്ഥികളെ നൈപുണ്യ വികസന കോഴ്സിനു വിധേയരാകുന്നു. സ്പെഷ്യലൈസേഷനും തിരഞ്ഞെടുക്കാം. സി. സി++, പൈത്തണ് എന്നിവയിലെ കോഡിങ് നിര്ബന്ധിത വിഷയങ്ങളാണ്. പരിശീലനത്തിന് ശേഷം ആറ് മാസത്തേക്ക് വിവിധ പ്രോജക്ടുകളില് അവസരം നല്കി പ്രവര്ത്തനങ്ങള് വിലയിരുത്തും. രണ്ടാം ഘട്ടം വിജയകരമായി പൂര്ത്തിയാക്കുന്നവര് സോഹോയുടെ തൊഴില്സേനയില് ചേരും. ഒമ്പത് മാസത്തെ പരിശീലന കാലയളവില് ഇന്റേണുകള്ക്ക് സ്റ്റൈപ്പന്ഡ് ലഭിക്കും.
സോഹോയുടെ ഗവേഷണ വികസന ശേഷികള് റോബോട്ടിക്സിലേക്ക് വികസിപ്പിക്കുന്നതിന്റെ ഭാഗമായി അസിമോവ് റോബോട്ടിക്സിനെ ഏറ്റെടുത്തു. 2012-ല് സ്ഥാപിതമായ, സര്വീസ് റോബോട്ടുകളുടെ മേഖലയില് പ്രവര്ത്തിക്കുന്ന കേരളം ആസ്ഥാനമായുള്ള ഒരു സ്റ്റാര്ട്ടപ്പാണിത്.
