തിരുവനന്തപുരം :ചരിത്രത്തിൽ ഇടംനേടാനിരിക്കുന്ന  ഒരവിസ്മരണീയ  നിമിഷത്തിനാണ് മേയ് 2ന് നാട് സാക്ഷ്യം വഹിക്കാൻ പോകുന്നതെന്ന് തുറമുഖ വകുപ്പ് മന്ത്രി വി എൻ വാസവൻ. മേയ് 2ന് നടക്കുന്ന വിഴിഞ്ഞം അന്താരാഷ്ട്ര തുറമുഖം കമ്മീഷനിങ്ങുമായി ബന്ധപെട്ടു വിളിച്ചു ചേർത്ത വാർത്താ സമ്മേളനത്തിൽ സംസാരിക്കുകയായിരുന്നു മന്ത്രി.

പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി മെയ് 2ന്   രാവിലെ 11 മണിക്ക് വിഴിഞ്ഞം അന്താരാഷ്ട്ര  തുറമുഖം കമ്മീഷൻ ചെയ്യും. ഗവർണർ രാജേന്ദ്ര വിശ്വനാഥ് അർലേക്കർ, മുഖ്യമന്ത്രി പിണറായി വിജയൻ, കേന്ദ്ര ഷിപ്പിംഗ്-പോർട്സ്  വകുപ്പ് മന്ത്രി  സർബാനന്ദ സോനോവാൾ, കേന്ദ്രമന്ത്രിമാരായ സുരേഷ് ഗോപി, ജോർജ് കുര്യൻ, സംസ്ഥാന തുറമുഖ വകുപ്പ് മന്ത്രി വി എൻ വാസവൻ, സംസ്ഥാന  മന്ത്രിമാരായ വി ശിവൻകുട്ടി, ജി.ആർ അനിൽ, സജി ചെറിയാൻ, മുൻ കേന്ദ്ര മന്ത്രി രാജീവ് ചന്ദ്രശേഖർ, പ്രതിപക്ഷ നേതാവ് വി ഡി സതീശൻ, എംപിമാരായ ശശി തരൂർ, അടൂർ  പ്രകാശ്, എ എ റഹീം, എം.എൽ.എ എം വിൻസെന്റ്, അദാനി ഗ്രൂപ്പ് ചെയർമാൻ ഗൗതം അദാനി, മേയർ ആര്യ രാജേന്ദ്രൻ, അദാനി പോർട്‌സ് മാനേജിങ് ഡയറക്ടർ കരൺ അദാനി തുടങ്ങിയവർ പങ്കെടുക്കും.     

2024 ജൂലൈയിൽ വിഴിഞ്ഞത്തിന്റെ ട്രയൽ റൺ ആരംഭിച്ചു. ഡിസംബർ 3 ന് കമ്മീഷനിംഗ് സർട്ടിഫിക്കറ്റ് ലഭിച്ചു. 285 കപ്പലുകൾ ഇതുവരെയായി വിഴിഞ്ഞത്ത് എത്തി. ഇതുവരെ 5.93 ലക്ഷം TEU കൈകാര്യം ചെയ്യാൻ സാധിച്ചു. ഫെബ്രുവരി മാസത്തിലും മാർച്ച് മാസത്തലും വന്ന കപ്പലുകളും കണ്ടൈയിനറുകളും കണക്കിലെടുക്കുമ്പോൾ രാജ്യത്തെ തന്നെ ഒന്നാമത്തെ തുറമുഖമായി വിഴിഞ്ഞം മാറുന്നുവെന്നു കാണാം.

2028 ഓടെ തുടർന്നുള്ള ഘട്ടങ്ങൾ പൂർത്തിയാകുമെന്നും 2034  മുതൽ വരുമാനം ലഭിച്ചു തുടങ്ങുമെന്നും മന്ത്രി കൂട്ടിചേർത്തു.

സാൻ ഫെർണാണ്ടോ, എം എസ് സി തുർക്കി തുടങ്ങിയ കൂറ്റൻ കപ്പലുകൾക്ക്  തുറമുഖത്ത് സുഗമമായി അടുക്കാൻ സാധിച്ചത്  വിഴിഞ്ഞം തുറമുഖത്തിന്റെ പ്രകൃതിദത്ത സൗകര്യങ്ങൾ വിളിച്ചോതുന്നതാണ്. അസംസ്‌കൃത വസ്തുക്കളുടെ അഭാവം, ഓഘി, പ്രളയം, കോവിഡ് -19 എന്നിങ്ങനെ ഒട്ടനവധി തടസ്സങ്ങളെ അതിജീവിച്ചാണ് നിർമ്മാണം പൂർത്തിയാക്കുന്നത് എന്നും 2034 ഓടെ തുറമുഖത്തെ പൂർണ്ണ അർത്ഥത്തിലും ലക്ഷ്യത്തിലും വ്യപ്തിയിലും എത്തിക്കാൻ സാധിക്കുമെന്നും മന്ത്രി മാധ്യമങ്ങളോട് പറഞ്ഞു.

രണ്ടും മൂന്നും ഘട്ട വികസനത്തിന്റെ ഭാഗമായി കണ്ടെയ്നർ ടെർമിനൽ 1,200 മീറ്റർ നീളത്തിലേക്ക് വിപുലീകരിക്കും. ബ്രേക്ക് വാട്ടറിന്റെ നീളം 900 മീറ്റർ കൂടി വർധിപ്പിക്കും, കണ്ടെയ്നർ സംഭരണ യാർഡിന്റെയും, ബന്ധപ്പെട്ട അടിസ്ഥാനസൗകര്യങ്ങളുടെയും വികസനം, 1220 മീറ്റർ നീളമുള്ള മൾട്ടിപർപ്പസ് ബർത്തുകൾ, 250 മീറ്റർ നീളമുള്ള ലിക്വിഡ് ബർത്തുകൾ , ലിക്വിഡ് കാർഗോ സംഭരണ സൗകര്യങ്ങളുടെ വികസനം എന്നിവയ്ക്ക് ആവശ്യമുള്ള 77.17 ഹെക്ടർ വിസ്തൃതിയിലുള്ള ഭൂമിയാണ് ഡ്രജിങ്ങിലൂടെ കടൽ നികത്തി കണ്ടത്തുക. ഇതിനായി സ്വകാര്യ ഭൂമി ഏറ്റെടുക്കേണ്ടതില്ല. 

8867 കോടി രൂപ ചിലവ് വന്ന ആദ്യ ഘട്ടത്തിൽ 5595 കോടി സംസ്ഥാന സർക്കാരും 2454 കോടി അദാനി കമ്പനിയും 818 കോടി വയബിലിറ്റി ഗ്യാപ് ഫണ്ട് (വി.ജി.എഫ്) ആയും ആണ്  ചിലവഴിക്കുന്നത്.

അടുത്ത ഘട്ടത്തിനാവശ്യമായ 9500 കോടി രൂപ പൂർണമായും അദാനി പോർട്‌സ് വഹിക്കും. വി.ജി.എഫ് 817.80 കോടി രൂപ നെറ്റ് പ്രസന്റ് മൂല്യം അടിസ്ഥാനമാക്കി കേന്ദ്രത്തിന് തിരിച്ച് അടക്കണം. തുറമുഖം സജ്ജമാവുമ്പോൾ വരുമാനത്തിന്റെ ഭൂരിഭാഗവും കേന്ദ്രസർക്കാരിലേക്ക് പോവും.

കസ്റ്റംസ് ഡ്യൂട്ടിയായി പിരിച്ചെടുക്കുന്ന ഓരോ രൂപയിൽ നിന്നും 60 പൈസ കേന്ദ്രത്തിനും ഒന്ന് മുതൽ മൂന്ന് പൈസ വരെ സംസ്ഥാനത്തിനും എന്നിങ്ങനെയാണ് നിരക്ക്.  പ്രതിവർഷം 10,000 കോടി രൂപ വിഴിഞ്ഞത്തുനിന്ന് വരുമാനമുണ്ടാകും.  കേന്ദ്രത്തിന് ലഭിക്കാനിടയുള്ളത് 6,000 കോടി രൂപയുടെ അധിക വരുമാനമാണ്.

തുറമുഖം സ്ഥാപിക്കുന്നതിലൂടെ ഉണ്ടാകുന്ന പ്രാദേശിക വാണിജ്യ ഇടപാടുകളിലൂടെയും ഗതാഗത സൗകര്യങ്ങളിലൂടെയുമെല്ലാം അധിക വരുമാനവും ഉണ്ടാവും. വിഴിഞ്ഞം അന്താരാഷ്ട്ര തുറമുഖത്തെ ദേശീയ റെയിൽ ശൃംഖലയുമായി ബന്ധിപ്പിക്കുന്ന 10.7 കി.മീ റെയിൽപ്പാതയുടെ നിർമാണം കൊങ്കൺ റെയിൽവേ കോർപ്പറേഷന് ചുമതലയാണ്. ബാലരാമപുരം റെയിൽവേ സ്റ്റേഷനുമായി ബന്ധിപ്പിക്കുന്ന ഇതിൽ 9.02 കി.മീ ടണലിലൂടെയാണ്. 1482.92 കോടി രൂപ ചെലവിൽ 5.526 ഹെക്ടർ ഭൂമി ഏറ്റെടുക്കലും ഉൾപ്പെടുന്നു. DPR-ന് 2022-ൽ ദക്ഷിണ റെയിൽവേയുടെ അനുമതിയും പാരിസ്ഥിതിക അനുമതിയും ലഭിച്ചു. നിർമാണം 2028 ഡിസംബറിൽ പൂർത്തിയാകും. റെയിൽപ്പാത ചരക്കു നീക്കത്തിൽ കാര്യക്ഷമതയും ഇന്ത്യൻ റെയിൽവേക്ക് വരുമാനവും ഉറപ്പാക്കും. താൽക്കാലികമായി തിരുവനന്തപുരത്ത് കണ്ടെയ്‌നർ റെയിൽ ടെർമിനൽ (CRT) സ്ഥാപിക്കാനുള്ള ചർച്ചകൾ നടക്കുന്നു.

AVPPL-ന്റെ ചുമതലയിൽ 2 കി.മീ അപ്രോച്ച് റോഡ് നിർമാണം പുരോഗമിക്കുന്നു. തലക്കോട് ജംഗ്ഷനിൽ NH 66-മായി ബന്ധിപ്പിക്കുന്ന ഡിസൈൻ NHAI അംഗീകരിച്ചെങ്കിലും, ചരക്കു നീക്കം കണക്കിലെടുത്ത് ക്ലോവർ ലീഫ് ഡിസൈൻ നിർദേശിച്ചു. ഇതിന് അധിക ഭൂമി ഏറ്റെടുക്കണം. ഭൂമി ഏറ്റെടുക്കലിന്റെ ചെലവും സമയബന്ധിത നടപടികളും സംസ്ഥാന സർക്കാർ NHAI-യുമായി ചർച്ച ചെയ്യുന്നു. കാലതാമസം ഒഴിവാക്കാൻ താൽക്കാലിക സംവിധാനങ്ങൾ NHAI അംഗീകരിക്കുകയും  AVPPL നിർമാണം ആരംഭിക്കുമായും ചെയ്തിട്ടുണ്ട്.
